01-06-2021_Newsletter CITY COUNCIL James Black, M.D. Bea Dieringer Leah Mirsch Jeff Pieper Patrick Wilson January 6, 2021 Issue No. 21-01 HOUSING ELEMENT UPDATE On December 22, 2020, the Planning Commission considered and approved resolutions recommending to the City Council amendments to the General Plan Land Use Element, General Plan Land Use Map, Zoning Ordinance, Zoning Map and adopting the Initial Study/Negative Declaration establishing the Rancho Del Mar Housing Opportunity Overlay zone locate d at 38 Crest Road West. The proposed amendments allows multi-family, emergency shelter and single room occupancy uses at the site and was scheduled to be presented to the City Council on January 11, 2021. This presentation has been rescheduled to the City Council meeting on January 25, 2021 for consideration and approval. Subsequent to the City Council’s decision, the revised Housing Element will be submitted to the Department of California Housing and Community Development for compliance review and approval. PLANNING AND BUILDING SERVICE S The City and County continue to adjust and adopt methods of providing services to better serve the development community while continuing to social distance during the COVID-19 surge. The County is accepting plan submittals and pick-ups at the Lomita office however, electronic submittal is preferred. The City also has its drop off and pick up bin located at the front entrance of City Hall however, it is also encouraging everyone to submit plans and applications via online. Currently, meetings are conducted via telephone or virtually online. Inspections are conducted by both agencies by appointment only. Please call City Hall at (310) 377-1521 and the County at (310) 534-3760 to make an appointment. REPUBLIC SERVICES Christmas tree recycling program will occur between Dec. 28th and Jan. 17th. Annually in January, Republic Services present a clean-up schedule comprising of dates for green waste, bulky items pick-up, e-waste, shredding events for the calendar year. The clean-up dates for 2021 will be prese nted to the City Council for approval at the January 25, 2021 meeting. Republic Services General Manager Ray Grothaus left the firm in July 2020. Mr. Grothaus’s replacement, Tonya Griffin was officially announced on January 5, 2021. ROLLING HILL CRIMES REPORTED For the time period Nov. 21 – Dec. 5, 2020 NONE. City Hall currently has one COVID-19 case. The City is adhering to isolation, quarantine, and infection control measures required by the Los Angeles County Department of Public Health. In light of the COVID impacts to staffing at City Hall, and for everyone’s safety, to the maximum extent possible, please request services by calling City Hall at 310 377- 1521 or use the City’s website www.rolling-hills.org before visiting City Hall. If services cannot be rendered via phone or online, an in-person appointment can be arranged with available staff. It is the priority of the City Council to provide excellent service to the residents of Rolling Hills. Adjustm ents to the services provided to the community are being made continuously to uphold this priority. PROPOSED 8” SEWER MAIN ALONG PORTUGUESE BEND ROAD/ROLLING HILLS ROAD Under the leadership of the current City Council, two Will-Serve letters were applied for and achieved from the Los Angeles County Sanitation District to accept sewage discharge from Rolling Hills for 235 homes within city limits. The Will -Serve letters are the necessary first step to implementing a sewage collection system. The community of Rolling Hills has been considering a collection system for the past 30 years and feasibility studies have been commissioned numerous times over this period. Previous approach to the implementation included a citywide effort but this required all residents to commit to connecting to the system simultaneously. In the current approach, the City Council is looking at building the collection system for the entire City incrementally, starting with collecting the sewage discharge from the City Hall campus to include the main gate house, City Hall, the RHCA building and future restrooms and kitchen at the tennis courts.
