PLANNING COMMISSIONER MATT SEABURN,
THANK YOU FOR YOUR SERVICE TO THE
COMMUNITY
Planning Commissioner Matt Seaburn was appointed
by the City Council to the Planning Commission on
August 22, 2016. Over the past four plus years,
Commissioner Seaburn has helped the community with
numerous development projects in preserving the
character and look of the community. With his business
background, Commissioner Seaburn provided a much
needed perspective on the commission: the balance
between regulatory requirements and fiscal impacts of
projects. Just before the New Year, Commissioner
Seaburn submitted his resignation to the City Council.
Commissioner Seaburn will be recognized at hi s last
Planning Commission meeting scheduled for Tuesday,
January 19, 2021 at 6:30pm.

more information. Jan. 29, 2021, 5PM is the deadline for
Letters of Interest in serving on the Planning or Traffic
Commission. Candidate interviews are scheduled for
February 10, 2021 or February 17, 2021 at 6pm.
THE BLOCK CAPTAIN PROGRAM WANTS YOU!
The Los Angeles County Sheriff’s Department and the
Fire Department have been impressed with the Block
Captain Program and the amount of activities the
program supports and implements for emergency
preparedness. By the accounts of the Captain of the
Lomita Station and Fire Department personnel, First
Responders are telling other communities to mimic the
program. The Block Captains have plenty more to do
in 2021 and at the next regularly scheduled meeting on
February 18, 2021, the Block Captains will be
establishing the program goals for this year. There are
still zones that do not have an assigned “block
captain.” Come and join the program! Please contact

SAFE DRIVING IN THE COMMUNITY
The Traffic Commission are encouraging all members of
the community to practice safe driving and to
encourage their vendors, and service providers
entering into the City to practice safe driving.

HARDENING YOUR HOMES:
COMPLIMENTARY VISIT BY LOS ANGELES
COUNTY FIRE DEPARTMENT TEMPORARILY ON
HOLD UNTIL MARCH 1, 2021
The Los Angeles County Fire Department offers free
home inspection to provide guidance and advice on
hardening your homes. This complimentary service
started with the efforts of the Lead Block Captains and
the Block Captain Program. The complimentary visit is
very popular with continuous sign-ups. Unfortunately
due to the surge in COVID cases, this complimentary
service will be placed temporarily on hold until March
1, 2021. In the meantime, you can still sign up for visits
after March 1, 2021. Please contact Kirsten Orler,

HOUSING ELEMENT UPDATE
On December 22, 2020, the Planning Commission
considered and approved resolutions recommending
to the City Council amendments to the General Plan
Land Use Element, General Plan Land Use Map, Zoning
Ordinance, Zoning Map and adopting the Initial
Study/Negative Declaration establishing the Rancho
Del Mar Housing Opportunity Overlay zone located at
38 Crest Road West. The proposed amendments allows
multi-family, emergency shelter and single room
occupancy uses at the site and is scheduled to be
presented to the City Council on January 25, 2021 for
consideration and approval. If you have any questions
about the proposed amendments, please do not

EASTFIELD UTILITY UNDERGROUNDING
ASSESSMENT DISTRICT PROJECT: INITIATE THE
VOTING PROCESS
Above ground utility infrastructure has been the cause
of many wildfires in California. Historically,
undergrounding projects have been driven by
aesthetics but in recent years, there are publications
and discussions on the benefit of wildfire prevention.
The City is actively pursuing grant funds to underground
above ground utility infrastructure and was successful
in securing a grant for Crest Road East from City limits
to Eastfield Drive. The City Council also approved an
incentive program to contribute funds to underground
utility poles that are not a part of an assessment district.
The City Council also established contribution amounts
to assessment districts. Certain residents along Eastfield
Drive between Outrider Road and Chuckwagon Road
have initiated an assessment district to underground
utility infrastructure. The engineering design of the
project started in 2016-2017 and completed in 2019. In
2020, the utility companies worked on the necessary
easements for the project, and solicited construction
bids. On Monday, January 25, 2021, the final project
cost will be presented to the City Council . The next step
in the process is for the property owners to vote for or
against the project to move forward with construction.
