RESOLUTION NO. 108
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROLLING RILLS, CALIFORNIA, AFFIRMING
THE DECISION OF THE METROPOLITAN WATER
DISTRICT OF SOUTHERN CALIFORNIA THAT IT MUST
HAVE AN ACCEPTABLE AND FULLY1FFECTIVE WATER
SERVICE CONTRACT WITH THE STATE OF CALIFORNIA
PRIOR TO A DECLARATION OF ITS POSITION WITH
RESPECT TO PROPOSITION NO. I TO BE VOTED UPON
AT THE NOVEMBER 8, 1960, GENERAL ELECTION.
WHEREAS, the residents of the City of Rolling Hills
rely upon the Metropolitan Water District of Southern Calif-
ornia for an adequate and dependable source of supplemental
water supply to meet ever increasing requirements, and
WHEREAS, voters of the City of Rolling Hills are
asked to vote on the $1:75 billion water bond issue designated
as Proposition No.'1 on the Ballot of the November 8, 1960,
General Election, and
WHEREAS.,,.the -*preople",of southern California, including
residents of the City of Rolling Hills will be required to
pay 55% to 60% of the cost of the aforesaid water bond issue)
if the same be approved, and -
WHEREAS, the voters of southern California a ' re
entitled to a definitive water -ser-vic6 contract as 'aAneasure
of assurance that the expenditure of many millions of dollars
under the water bond issue will result in the delivery under
acceptable terms of an adequate, firm anddependablesource
of additional water supply to The Mett6politan Water-Disttict
of Southern California as a means of meeting future water
requirements) -and
WHEREAS, there are three principal areas of 'difference
in the water service contract negotiations between The Metro-
politan Water District of Southern California and the State
of California, including the effective date thereof, the pro-
posed water surcharge on lands under single ownership in excess
of 160 acres, and the question of points, time, and quantity,
of water deliveries with reference to the west and east branches
of the proposed aqueduct facility;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Rolling Hills that the decision of the Board
of Directors of The Metropolitan Water District of Southern
California that it must,have an acceptable and fully effective
water service contract with the State of California prior to
declaring its position relative to Proposition No. I be, and
the same is hereby, affirmed and approved, and
BE IT FURTHER RESOLVED that representatives of the
-State of California be, and are hereby, urged to settle the
remaining areas of difference related to the aforesAid water
service contract.
