Letter dated County Flood City Council not subject channel or s diction. June 1, 1962.from the Los Angeles Control.District advising the that the proposed :subdivision is o a flood hazard.from a major ream under.said District's jurism b). Letter dated August 23, 1962 from Perry.L. Hix as the owner of easements as reserved in deeds recorded July 16, 1962 in Book D®1685 page 511, 524 and 5429 all of Official Records. c) Letter dated August 27, 1962 from the Los Angeles County Road Department, recommending that the map 'be approved for recordation in accordance with the conditions set forth in the attached documents, viz: the agreement to be entered into between the City and Barclay -Pearson Co., Inca for the improvement of streets according to specifications attached, and the plans and profiles on file with the Road Dept. and Surety Bond No. 471906, executed by General Insuran_ce._Cgmpany of America in the amount of $23.,OOO.,00..guaFanteeing the faithful performance of.the work. Inc. and Montemar L;:;nd Co., Inc.. to install water ;facilifies .in 'tr.act 27124, which facilities have been designed to pro- vide 1,000 GPM at 20 PSI for four hours f) Letter dated September :1.1, 1962 from the City Planning Commission which advised the Council that the final map for the subdivision of Tract No. 271.24 meets all of the requirements of the Subdivision Ordinance and therefore recommends approval of the final map g) Letter dated September 11, 1962 .from the Los Angeles Department of County Engineer, which stated that they understood that the City is provid:in.g for the approval of the location of riding and hiking easements as required by item 9 of the conditional letter of approval dated June 1, 1962, which item must 'be satis- factorily disposed of prior to acting on.the following recommendations; and they understood further that the City is providing for a modification of Section. 6.01 of. Ordinance 32, which requires a conditional offer of private streets. Section 11587 of the .Subdivision Map Act,. hereby finds that Pered,.Inc., a corporation, .subdivider of the.subject tract, has in good..faith.attempted to secure the. .signatures of Clifton.,A. ° Hix and other owners , - easement holders 'for .roads, public utilities ._and bridle trails, -has been.unable-to do so and a refusal to accept the.map.for.rec.ording would.work an.undue hardship on the.subdividerb" The City.Attorney then.recommended that since .these papers and documents had. just .been presented to the Council, that the approval..of the final map be deferred.until the documents have been,approveda At this point in the proceedings the -Mayor -ordered' the .meeting adjourned .for. a five-minute recess;; at &:35 the Council reconvened. 1 ..Thereafter,. The matter -was received and ordered filed. -b) Resolution dated August 29, 1962 from the Los Angeles County Board of Supervisors regarding County Gas Tax Funds. -The matter was received :and ordered filed. c) Letter dated August 31,_1962 from the Los Angeles County Heart Association requesting © the City of Rolling Hills to adopt a proclamation in support of the fund raising campaign. No Cc action was taken. X d) Letter dated September 2, 1962 from Mrs.. George Heaton.,. Chairman of El Redondo -Chapter of the Daughters of the .American Revolution.r.equesting that the City of. -Rolling Hills prepare a procl.am -ation urging all citizens to join in.recognition of Constitution Week of September 17th to September 23rd. City Purchasing Officer, and Secretary of the City Planning Commission, which of she held until September 30, 1962 at which time she resigned because of her change of ,residence to the City of Santa Barbara,: California, and WHEREAS, it is the exception rather than.the rule to find an.appointed municipal officer such.as Mary Louise Powers so willing to give without hesitation of her time,.effort and devotion above and beyond her usual and ordinary duties to further and advance the interests and affairs of the City of Rolling Hills and every resident thereof,, and a WHEREAS, Mary Louise Powefs d,as during her term of_ service to the City of Rolling Hills conducted the.affairs of her numerous offices with efficiency, dignity, integrity and astuteness which, has brought credit and acclaim not only 'to the City of Rolling Hills but to each and every member -of the City government which she so faithfully served. 6®1 September 11, 1.962 NOW, THEREFORE „ BE IT -RESOLVED that the Council of the City of Rolling H.ihls does express to Mary Louise Powers for and on behalf 'of the residents of the City of Rolling Hills it's heartfelt thanks and appreciation for her untiring efforts and faithful service to this City as Deputy City Clerk, Deputy City Treasurer, City Purchasing Officer -anal Secretary of the Planning Commission, .and wishes for'her a1.1, happiness and goad. fortune in the future. z,y BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of this meeting of the City Council of the City of Rolling Hills and that the Mayor shall sign the same .and a suitable executed copy thereof be delivered forthwith to Mary Louise Powers. RENEWAL GATE.CONTRACT A motion was made 'by Councilman.Van Note that the City of Rolling Hills enter into a contract with the Rolling Hills Community Association for the operation of the gates at,the entrances to the City <for. the fiscal year 1962,63, and that the Mayor. and, City Clerk be .authorized to. execute said contract for and on behalf, of the City. - Th.e notion was seconded by Councilman Amberg and carr* d by the following vote-. City Clerk reported that she had obtained a price of $10.25 each for a masonite sign which reads "PREVENT FIRES" and that there are approximately 36 stop signs in the. City. The City Clerk was directed to have a "PRE'V'ENT FIRES" sign attofi.hed to each. stop sign in the City. There followed a discussion of the automobile occupants who violate the County Faire Code by smoking in the area. Thereafter, Captain Krukow was directed to advise his deputies to stop and warn said violators,, and.to issue citations to those who continue to violate the County Fire Code The City Clerk was directed.to give notice of the matter in the next :issue of the NEWSLETTER. O O PrALOS:-VERDES PENINSULA PLANNING COMMISSION AC Councilman Goodman reported that he had met with Mr.Gerald Kelly, Legal. Counsel for Great Lakes Carbon., regarding a possible compromise on the.area zoned for Scientific Research and Development. He further reported that it was after that date the City of Rolling Hills Estates announced the proposed annexation, of the Scientific Research and Development area to that City. ..The matter.was ordered removed from the agenda until the proposed annexation is settled. PURCHASE OF LAND ADJACENT TO GATEHOUSES The City.Attorney reported that he was advised that the -appraisals have been made by Palos Verdes Properties on the -property at the South and Crenshaw Gates and on the East side of Portuguese Bend Road at the Main Gate, but as yet he had not received the information The matter was ordered tabled. PROPOSED AMENDMENT TO SUBDIVISION ORDINANCE The matter was ordered tabled. ,DEVELOPMENT OF MAIN.GATE PROPERTY AND SWAFFIELD PARK AREA The matter was ordered tabled until the first meeting in October. CALIFORNIA CONTRACT CITIES .ASSOCIATION The City Clerk reported that the annual dues for membership in. the California Contract Cities Association would be $25000 per year for the City, and that meetings are held the third Wednesday of each month, It was moved by Councilman Amberg, seconded by Councilman Goodman, and unanimously carried that theCityy Clerk make application for membership for.the City of -Rolling Hi-Ils in the California Contract Cities Association.
