CALIFORNIA September 24, 1962 The regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor O'Flaherty at, 7:30 P.M., Monday, September 24, 1962 in the City Hall. Present: Councilmen Amberg, Van. Note and Mayor 0°Flaherty Absent: Others Present: APPROVAL OF MINUTES Councilmen Goodman, Tourtelot City Clerk Phyllis Stockdale City Secretary Dana York City Attorney William Kinl.ey City Treasurer Marion. Welch Chief Byron Robinson, County Fire Dept. Lt. J. N. Hamilton, -Sheriff's Dept. Sam W. Good, Jr. Mr. and Mrs. Earl Myers Walter Kessenick Mrs. Clark Jackson. On motion of Councilman Amberg, seconded by Councilman Van Note and unanimously carried, the minutes of the meetings held September 1.1 and 14, 1962 were approved as written. CORRESPONDENCE The City Clerk read the following: a) .Letter dated September 5, 1962 from K. E. Klinger, Chief Engineer, L.A. County Fire Department stating that the 196263 Consolidated Fire District tax rate has been set at .5594, or a reduction of 2.55 cents. The letter was received and ordered filed. b) Notices dated September 11, 1962 from the Los Angeles County Boundary Commission informing the City Council. of proposal which has been filed with the Boundary Commission and attaching photostatic description of Proposed Annexation Nos 7 and 8, to the City of Rolling Hills Estates. ,The notices were received and ordered filed. 73� September 24, 1962 c) Letter dated September 11, 1962 from the League of Women Voters of the'Palos Verdes Peninsula, stating that.as a part of continuing program to interest citizens in government, the League of Women. Voters is preparing to send a member as an.observer to the meetings of the City Council. The City Clerk stated that Mrs. Clark Jackson, an observer from the League, was present, Letter dated September 15, 1962, from the League of Women. Voters of the Palos Verdes Peninsula, requesting the City Council's consideration of proclaiming October to be Voters Service Month in Rolling Hills, as a means of emphasizing to the public the need for intelligent voting in November. The letter was referred to the City Clerk for preparation of a Proclamation. d) Letter dated September 17, 1962, from the L. A. County Board of Supervisors stating that a Notice of Intention to circulate a petition in a certain unincorporated territory of the County of Los Angeles for incorporation of a new City to be known. as the City of Rancho Palos Verdes had been failed with. the Board of Supervisors on September 11, 1.962. No action was taken on the letter. e) Letter f)rom the Ingrassia's, 13 Chuckwagon. Road, expressing their appreciation for the services rendered 'by the Sheriff's office and Rescue Unit of the Fire Department in response to an emergency call which involved their young son. The letter, was received and filed.. 1 1 f) Letter dated September 10, 1962, from Mark M Friedman, T No 11, Flying Mane Road expressing approval of the recent City Council action in regard to firm gate controls and urging the Council to resist any future attempts to -weaken the gate rules. The letter was received and filed. PROPOSED SUBDIVISION NO. 9 m TENTATIVE MAP OF LOT 192B -MS .EARL MYERSS, OWNER The City Clerk read a letter dated September 18, 1962, from Mr. and Mrs. Earl.- Myers appealing the decision of the City _.,Council in disapproving proposed subdivision. of Lot 192B-Miscellaneolis Parcels and requesting gime on. the agenda to make said appeal. September 24, 1962 Mr. Walter Kessenick, Civil Engineer, South Bay Engineering, representing the Myers' explained that he had been employed to study the desirability of creating an additional homesite on their land; that the property in question consisted of. a 62 acre area on Georgeff Road and that after making a complete survey, an area northwest of the existing house, approximately 22 acres, had been selected as the location for the proposed dwelling. Following a discussion wherein Mr. Kessenick requested the City Council to consider,'modification of the Subdivision Ordinance, Sections 5.04 to 5.,05, Mrs Sam Good, Chairman of the Planning Commission,, stated that the Commission wot{ld have no objection to the matter being referred to them for reconsideration. Thereafter, it was moved by Councilman... Van Dote, that the appeal requesting the modification of the Subdivision Ordigance by Mr. and Mrs.Mlyers to relieve them from meeting the requirements of sections 5.04 to 5.05 be remitted to the Planning Commission. for reconsideration' for the,reason that the Myers' did not appear before the Planning Commission and support with evidence their request for modification,- The motion was seconded by Councilman Amberg and unanimously carried. RESOLUTION COMMEMORATING 5TH ANNIVERSARY OF ROLLING HILLS ESTATES ......I ....I ..... ........: The City Clerk read a letter from Mayor William F. Czuleget, City of Redondo Beach, suggesting that the City of Rolling Hills, present the City of Rolling Hi116 Estates with a resolution commemorating their 5th anniversary, also, asking the City to contribute $12.00 toward a sun dial and plaque to be presented to the City of Rolling Hills Estates at the celebration on September 28th., On motion made by Councilman Amberg, seconded by Councilman Van.Note the following resolution entitled, " A Resolution of the City Council of the City of Rolling Hills Congratulating the City of Rolling Hills Estates On Its Fifth Anniversary" was adopted by the following vote: AYES: Councilmen Amberg, Van Note and Mayor O'Flahe ty NOES: None ABSENTo Councilmen Goodman and Tourtelot _. WHEREAS, the City of Rolling Hills Estates is celebrating its fifth anniversary as a general law city, having been incorporated on September 28, 1957; anal WHEREAS, this City was conceived by a group of men .who envisioned a n.ew principle of providing a municipal government with. funds for public expenditures; and WHEREAS, the City of Rolling Hills EstAtes has in the past .five years succeeded. in removing the burden of taxation for its governmental functions from its resident tax payers; and WHEREAS, the City of Rolling Hills Estates and its duly elected representatives are to be congratulated for their success operation of its government at a minimum cost. NOW,, THEREFORE, -BE IT RESOLVED that the City Council of the City of Rolling Hills does extend to the City of Rolling Hills Estates its congratulations and best wishes for continuing success in the future. BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of this meeting of the City Council of the City of Rolling Hills and that the Mayor shall sign. the same and a suitable executed copy thereof be delivered forthwith to the City of Rolling Hills Estates. Thereafter, :it was moved by Councilman Amberg, seconded by Councilman Van Note and unanimously -carried that $12,,00 be appropriated for the gift for Rolling Hills Estates. RESOLUTION NO 1.50 On motion. made by Councilman Van. Note, seconded 'by Councilman Amberg, - Resolution. No 150 entitled "Resolution of the City Council of the City of Rolling Hills, California, Appointing a Deputy City Treasurer and Fixing the Term of Appointment and Compensation Therefore" was adopted 'by the following vote. AYES. Councilmen Amberg, Van Note and Mayor O'BFlaherty NOES. None ABSENT-, Councilmen Goodman and Tourtelot RESOLUTION NO 1,51 J On motion made by Councilman. Amberg, seconded by Councilman Van Note, Resolution No 1.51. entitled, " A Resolution of .I the City Council of the City -of Rolling Hills, California, Consolidating Special In Lieu Fund Bark Account No 1 and General. Note NOES,, *Mayor O'Flaherty ABSENT-, Councilmen Goodman and Tour•tel.ot REPORT ON PUBLIC DEPARTMENTS The City Clerk submitted the Fire Department Activity Report for tfi-6 month of August, 1962; the Los Angeles County Sheriff's Department Traffic Accident Summary Report for month of jtIly, 1962'; the Rolling Hills Criminal -.RepAtt - August., 1962, All. of the above reports were received and ordered filed. Lt. Hamilton, Sheriff's department, submitted memorandum stating that as of September 24, 1962, the Sheriff's department was coordinating their fire prevention activities with the Fire department in an effort to prevent fires. CITY CLERK'S REPORT The City Clerk's financial report for the fiscal year July 1., 1962 to June 30, 1962 was presented to the Council, a copy of which is made a part of these minutes. On motion of Councilman Amberg, seconded by Councilman Van Note and unanimously carried, the City Clerk's report for the fiscal year was approved and ordered filed. PAYMENT OF. CITY BILLS The City Clerk presented the register of bills to 'be allowed for payment. It was moved by Councilman Van Note that Demands 1194 through 1202 be approved for payment from the General Fund. The motion was seconded by Councilman Amberg and carried by the following vote -o AYES -o CouncilmenAmberg, Van Note and Mayor O'Flaherty NOES-. I acre) 7r,5,000 Eastfield Gate (approximately .214 acre) 7,500 West Gate - Crest Road (Lot 45 x 1.00) 2,000 East Gate - Crest Road ( Lot 75 x 100 2,000 September 24, 1962 Mr.' o Finley also reported that he had contacted Don. Williams, local real estate broker, in, regard to the parcel of land across -the street from the ' Ci.ty Hall and that Niro Williams ° estimated the value of the land (approximately l acre on. the East side of Portuguese Bend Road) to be between $33,000 and $35,000 and that it was considered to 'be a fair price. The matter was ordered tabled. PURCHASE OF MAIN GATE HOUSE PARCEL, The City Attorney stated that he had received the escrow instructions pertaining to purchase of the Main Gate House Parcel to the City of Rolling Hills for $279500, also the.Deed of Easements to the City conveying all easements held by Palos Verdes Properties within the limits of the City of Rolling Hills. Niro Kinley further stated that Palos Verdes Properties still reserves the right to use the easements and grant to others the right to use easements .for the benefit of the following parcels o Am Plying Triangle Extension m approx 37 acres Bo San.Pedro Hill m approx 57 acres Co. Amberg that the Mayor and City Clerk be authorized to execute the escrow instructions to purchase said real property located at No 1 Portuguese Bend Road and Palos Verdes Drive North•,and that the Mayor and City Clerk execute the Letter of Intent dated September 10, 1962 wherein it agrees that the Palos Verdes Properties will n,o.t. grant. easements to any other persons - or individual to serve any of the parcels described above.•as, Par6els A - H, inclusive, unless such parcels so named and' so lettered are made a part of and brought :into the jurisdiction of the Rolling mills Community Association. Legal, description of parcels A -H, referred to herein are on file in. the City records. The motion was seconded by Councilman Van Note and unanimously carried. Thereafter., it was moved by Councilman Van Note, - seconded by Coun.cil,6a�rn Amberg and unanimously carried that the City Clerk was authorized to execute on behalf of the City of Roiling Halls its Certificate of Acceptance on the deed from - Palos Verdes Properties to said City -of Rolling Hills. ji. PROPOSED AMENDMENT TO SUBDIVISION ORDINANCE The City Attorney stated that he was still working on the proposed amendment to the Subdivision Ordinance. The matter was ordered tabled. ADJOURNMENT There being no further business to come before the meeting, it was moved by -Councilman, Amberg, seconded by Councilman Van Note and unanimously carried that the meeting be adjourned at 9025 P.M.
