RESOLUTION NO. 160
A RESOLUTION OF THE CITY COUNCIL OF Tilt CITY -
OF ROLLING HILLS, CALIFORNIA, SUPPORTING THE:
LOCATION OF THE SOUTH BAY STATE COLLEGE -IN.
THE CITY OF TORRANCE AND OPPOSING THE LOCATION
OF SAID COLLEGE IN THE ROLLING HILLS AREA OF
THE -PALOS. VERDES PENINSULA
WHEREAS, the Trustees of the California State
Colleges are considering the acquisition of a site for the .
establishment of a college in the South Bay area; and
WHEREAS, the City of Torrance and the Palos Verdes
Peninsula in the vicinity of Crenshaw, Crest'Road, and
Hawthorne Boulevard, are two of the sites under consideration;
and
WHEREAS, the anticipated enrollment of.said college
will be approximately 20,000 students within the next few.'
years; and
WHEREAS, the consulting architects_'- report on,the
South Bay State College, at Pages 30 and(I63,"reveals that
approximately 12,700 (87%) of a student body of 14,642 at
Los Angeles State College, a similar institution, own their
own automobiles and 93% thereof arrive at the campus as..
drivers or passengers; and
WHEREAS, the City of Torrance has submitted to
the Board of Trustees a- proposed site for said college,
within, -the boundaries of said City which is centrally -located,
is easily ac.cess.ible t.o.private .automobile -s and public trans-
portation -because .of existingand.proposed freeways and
arterial highways; has existing and-adequate,police and fire
protection facilities as well- as.public utilities and avail-
able space for low-cost student housing; and
WHEREAS, a site on the Palos Verdes Peninsular _.
would be located•on.the extreme southerly portion of the
South Bay area and has only two winding and narrow roads
which connect with the remainder of the South Bay -area-; and
WHEREAS, a Palos Verdes site would require a
majority of the students to travel long distances for long r
periods of time in private automobiles as public transporta-
tion is not available; and
WHEREAS, the Palos Verdes site would, in addition
to the original acquisition cost, require the expenditure
of vast sums of money to provide adequate public roads,
utilities, police and fire protection and student housing
which costs would greatly exceed those anticipated in the
acquisition and development of the site in the City of
Torrance;
NOW, THEREFORE, BE IT RESOLVED, that the City
Council of the City of Rolling Hills does urge the Trustees
of the California State Colleges to select the City of
Torrance site for the location of the South Bay State College;
BE IT FURTHER RESOLVED that the City Council does
strongly oppose the location of said South Bay College on
the Palos Verdes Peninsula for the reasons hereinabove set
forth) all of which will become an unreasonable burden on
the potential students of said college and on the residents
of the area and the taxpayers of Los Angeles County;

BE IT FINALLY RESOLVED that the Mayor of the City
of Rolling Hills is authorized and directed to -read a copy
of this Resolution to the -Trustees of the California State
Colleges at their Board Meeting to be held June 5, 1963, -and
to file a copy of the same with said Board.
