MINUTES OF THE
REGULAR MEETING OF THE CITY COUNCIL OF
THE CZTY OF ROLLING HILLS, CALIFORNIA
January I4, 1963
The regular meeting of the City Council oi the �
City of Rolling Hills was called to order at 7 : 3G P .M. ,
on Monday, January 14, 1963 in the City Hall by Mayor
0'Flaherty.

At this time, Mayor 0 'Flaherty Ieft the meeting
and Councilman Tourtelot, Vice Mayor, presided.
� APPROVAL OF MINUTES
, On motion of Councilman Goodman, seconded by
Councilman Tourtelot and unanimously carried the minutes
of the meeting held December I0, I962 were approved as
written and the minutes of the meeting of December 20, 1962
were ordered tabled.
REQUEST FOR REZONING -
LOT 240B-MS , JOHN B. MERRITT, OWNER
Mr. J. B. Merritt appeared before the Council and
asked them to consider the re-zoning of his property, Lot
240B-MS , 41 Crest Road West, and other property on the west
- end of Crest Road from RAS-2 to RAS-1 .
Thereafter, it was moved by Councilman Goodman,
seconded by Councilman Amberg and unanimously carried that �
the City Attorney be instructed to draw a resolu�tion in re
the intention of the Council to consider the rezoning of
Miscellaneous Parcels 239B and 24OA and B from RAS-2 to
R,AS-1 .

Department, reported on the weed abatement operation in
. the City of Rolling Hills .

Ataatement Ordinance would nct be :needed, and it was tliereupon moved���
by Counci.lman..Amber.g, s,econded .by Counc.ilman. Goo.cl�nan ..a.n-d� un,az�fmously
carried that the Weed Abate�ent -'Program now being carri'ed out by
the. County be approved, and that roadside weeds in particular be
removed and the property owners �'be eharged for the remova� thereof .
PROPOSED VICIOUS DOG ORDINANCE
Mr . Mark Friedman, I.I` Fl�ying Mane Road, appeared before
the Council and requested �that the �Council consider the adoption
of a Vicious Dog Ordinance .
Following a discussion on the matter, it was moved by
Councilman Amberg, seconded by Councilman Goodman an'd unanimously
carried that the matter �be held over until the n.ext -meeting : , .

a) L�tter from City of San Gabriel urging adoption of
resolution requiring manu�acturers of model glue 'to
' remove. harmful elements to discourage glue sni.ffing .
b) Letter from the City of Rolling Hills Estates S�tat-
ing that they have received a request fr-om St. Luke 's
� Presbyterian Church for permission to install electroni

. c) Letter from Regional Planning Commission giving
notice of Zone Exception Case No. 6574- (4) regarding
proposed change of zone for property located at . 30438
Palos Verdes Drive East.
d) Letter from Dr. Paul Saffo. opposing the approval of
subdivisions in the City of Rolling Hills . The abo�e
a le tte��re nrdered. received and f iled.
e) Letter from Mr. Jordan E . Dunaway protesting the cost
of trash collection in the City of Rolling Hills . The
City Clerk was directed to advise Mr. Dunaway that
`trash. collection was a matter of private contract and
not under the jurisdiction of the City,
COST OF LAW ENFORCEMENT SERVICES
A letter was presented from County of Los Angeles , Chief
Administrative Officer, giving action of the Board of Supervisors
regarding cost to cities for Law Enforcement Services . The 'new
rate effectiye January 1, 1963 is $93,903 for a car maintained .
around the clock on a five-man basis . � �� '
The City Manager presented a cost breakdown analysis
showing that the budget figure fo.r Sheriff's protection for the
1962-63 fiscal year �would be adequate to eover the increased cost.

to the proposed location of the bus maintenance facilities .
. A letter was read from Palos Ver.des Peninsula
Unified School District stating that they understand. the -
� concern of the City in regard to the bus ;maintenance build-
. ing in the proposed plan for, the La Cresta-Administration
Center� The letter furthe� stated that every means would
be explo�ed to eliminate or reduce noise and also that the
possibility of sec.uring. an alternate location on the
pen.insula would be investigatedo

The City Clerk presented the register of bills to
be allowed for paymento It was moved by Councilman Amberg
that Demands 1271 through 1287 be approved for payment from
the General Fund� The motion was seconded by ,Councilman
Goodman and carried by the following vote:
