David Johnson APPROVAL OF MINU�ES ' On motion of Councilman Tourtelot, seconded by Council- man Van Note and unanimously carried, the minutes of the meeting held December 20, 1962 and January 14, 1963 were approved as written . RESOLUTION OF INTENTION TO CONSIDER CHANGE OF ZONE FOR PROPERTY AT WEST END OF CREST ROAD The City Clerk read a proposed resolution of intention of the City Council to initiate an amendment of Ordinance No. 33 changing the zone of certain lots numbered S1A, B and C from RAS-2 to RAS-1 . � The following persons spoke in opposition to the resolution of intention: Mr . Walter Ralphs , Mrs . Edgar Worth � and Mrs . James Barnard. Thereafter, it was moved by Councilman Goodman, seconded by Councilman Van Note and unanimously carried that the City Attorney be instructed to investigate the appeal procedure provided for in Ordinance No. 33 and in the event it should be determined that a resident applying for a change of zone had no appeal to the City Council should the Planning ComQnission deny his request,, then a resolution- of the City Council should ,,. be drafted by the City Attorney to initiate a proceed�ng �n� �� , January 28, I963 reques"ting the Planning Commission to consider amending Ordina�nce No. 33 to provide for such an appeal . SUBDIVISION N0. 11 � FINAL RESIDENCE PLANS - LOT 3B, . ALSO RNOWN AS LOT 175B, MS - DR. H. H. ESHELMAN, OWNER � fihe City Clerk read a letter fram the City Planxiirig Commission dated January 22 , I963 stating that the final .map ' of �the Subdivision of Lot 3B, also` known as Lot 175B, Misce�laneous Parcels , being Subdivision 11, owned by Dr. and Mrs .' H. H.. Eshelman, meets all of the requirements of the . Subdivision Ordinance and therefore the Planning Commission recommends to the City Council that� the map be approved. Thereafter, it was moved by Councilman Goodman, seconded by Councilman Van Note and unanimously carried that the. final map of Lot 3B, also known as Lot 175B, MS, owned by Dr. -and Mrs . H. H. Eshelman be approved. � SUBDIVISION N0, 9. w FINAL MAP OF LOT 28A, ALSO KNOWN AS LOT 192B MS -� MR. AND �MRS . EARL MYERS OWNERS - The City Clerk read a letter . from the City Planning �Commission dated Januaryv22, 1963 stating that the Commission . � had examined the final map and� the geological report required by Section 3 .04 of Ordinance Noo� 32 ; that the subdivision as modified as required by said Ordinance met all requirements of Ordinance Noo 32 and the same should be approved upon the condition that the recommendations of the geological report be eomplied with. Thereafter on a motion made by Couneilman Goodman and � seconded by Councilman Van Note, i,t was moved that the matter be continued until the next regular meeting of the Council . . There then followed a discussion in which :the methods of making Lot _l of �said subdivision subject to the conditions� of the said geological report were; considered. Thereafter, the motion was unanimously passed. CORRESPONDENCE - , The City Clerk read the following: � =. a) Letter from Temple Menorah with attached Resolution concerning discrimination in housing . " b) Letter from City of Irwindale, urging adoption of . Resolution requiri�ng Manfacturers of Model Glue to Remove Harmful Elements to Discourage Glue Snf i f ing . � c) Let�e� from .City of Alhambra with attached Resol.ution urging State Legislature to adopt legislation regulating the manufacture and sale of Detergents . - 2 � � � . ,1 �, � January 28, 1963 � -- d) Letter from Board of Supervisors , County of Los � Angeles , attaching map and description of the area proposed to be .incorporated as the City of Rancho Palos Verdes . e) Letter from South- Coast Botanic Garden Foundation, Inc . ,• extending invitation to attend a meeting to be held on February 8, 1963 at Rolling Hills Estates City Hall, for the purpose .of presenting a. Progress Report. f) Letter from Board of Supervisors , County of Los Angeles , stating that the Board of Supervisors � went on record in vigorous opposition to proposed State legislation making City and County elective � � offices partisan. The above letters were received � and ordered filed. C � � � REPORT OF PUBLIC DEPARTMENTS The City Clerk submitted the Rolling Hills Criminal� Report for the month of December, 1962 . The report of City Treasurer for the month of December, 1962 was -submitted as follows: The balance in the General Fund as of December 31, 1962 was $27 ,371 .36 and in the In Lieu Fund the balance was $11, 306. 58 . In the Traffic Safety Fund the balance was $421089, a�nd the balance in the Special Deposits Fund was $2, 305.18. �- • The report was accepted and ordered filed. . Lt. J. N. Hamilton, Los� Angeles County Sheriff 's Department, stated that there had �been six accidents for the year 1962 and 164 citations had been issued. He further sta`ted that due to strict enforcement of obedience to traffic" signs the cita- tions have decreased. � PAYMENT OF CITY BILLS � - The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Amberg that Demands 1288 through 1298 be approved for payment from the General Fund; Demand 1299 from the Traffic Safety Fund and - Demand No. 1300 from the Special Deposits. Fund.
