02429� RESOLUTION NO.. 242 A RESOLUTION OF THE.CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, ENDORSING THE FORMATION OF A FOURTH CITY ON THE PALOS VERDES PENINSULA WHEREAS, the Los Angeles County Regional Planning Commission is considering a Sketch Plan which proposes to increase urbanization of the Peninsula and to increase the population density by providing multi- ple dwelling units, with high rise buildings a distinct possibility; and WHEREAS, if this. Sketch Plan is adopted by the County Regional Planning Commission and Board of Supervisors, a substantial fraction of the undeveloped, presently unincorporated portion of the Peninsula may be developed in high density multiple residential usage and associated t1- services, and U WHEREAS, such development is contrary to the Land Use Objectives V of the Palos Verdes Peninsula Advisory Council dated March 11, 1968, en- dorsed by all three existing cities on the Peninsula, which seek to protect and preserve the rural/residential character of the area, safeguard the natural beauty and scenic views, and maintain a low population density with lowest practical school costs and minimum traffic congestion, and WHEREAS, the incorporation of a fourth city on the Peninsula would provide local autonomy and control over land use capable of imple- menting the stated objectives of the Advisory Council, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rolling Hills, California, does hereby endorse and encourage the formation of a fourth city on the Palos Verdes Peninsula, to bring home rule to all of the residents of the Peninsula, and thus to provide for the citizens of this area to determine the future character of their environment.
