RESOLUTION NO. 264
RESOLUTION OF THE CITY OF ROLLING 'DILLS
REQUESTING THE REGIONAL PLANNING COMMISSION
AND THE BOARD OF SUPERVISORS OF LOS ANGELES
COUNTY TO FOLLOW CERTAIN GUIDE LINES IN
FUTURE ZONING OF PALOS VERDES PENINSULA
WHEREAS, the Regional Planning Commission has wisely
maintained a policy since LAFCO's approval of the proposed in-
corporation of Rancho Palos Verdes of permitting no zone changes
in the unincorporated area pending completion of incorporation
proceedings, and
WHEREAS, subsequent to LAFCO approval, petitions were
submitted and certified requesting incorporation of Rancho Palos
Verdes, bearing the signatures of more than 2/3 of the property
owners and 3/4 of the registered voters of the unincorporated
area, evidencing broad public support of continued low density
development of the Palos Verdes Peninsula, and
WHEREAS, subsequent to the Board of Supervisors'
termination of incorporation proceedings, the incorporators of
Rancho Palos Verdes have filed suit in Federal Court to require
incorporation proceedings to continue;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council
of the City of Rolling Hills urges the Regional Planning Commission
and the Board of Supervisors, while said suit is pending, to:
to Exercise great restraint in considering any and
all applications for high density development in
the unincorporated area, and exerting every prudent
means, to preserve the environment of the Palos
Verdes Peninsula;
2. Pursuant to this policy, approve only proposals
for new development regarding Zoning Changes, Zone
Exceptions, or Special Use Permits that are com-
patible with or in keeping with the philosophy of
the Land Use Plan adopted by the Palos Verdes Penin-
sula Advisory Council, dated March 11, 1968; and

3. In all cases of tract map filing and/or requests
for grading or building permits:
a) As a condition of approval, itemize and,
attach notice of the requirements for
strict compliance with all applicable codes,
restrictions and policies, including in
particular matters pertaining to geology,
soil conditions and earth movements; and
b) Subsequent to approval, assure full compliance
with such conditions by timely inspection and
vigorous enforcement with all available
authority.

adopted by the City Council of the City of Rolling Hills, California
at a regular meeting thereof held on the 14th day of September, 1970
