The regular meeting of the City Council of the City of lling

Hills, was called to order at 7:30 P.M., on Monday, February 25,
1963 in the City Hall by Mayor O'Flaherty.

The City Clerk read the.following:
a) Letter from Los •Angeles' County Pound in re-anpOidinance

b) Letter from the•Los Angeles -County Board of Supervisors,
stating that the Board had adopted an order reaffirming its prior
position and supporting Senate Bill 344 whichprovdes.additional
revenue. for County roadsaand-•City-streets.:, _
c) Letter from Peter J. Pitchess, Los Angeles County Sheriff,
stating that a maga-zine entitled "Stars and Shield".was being published
without the County's authorization or official support..
d) Letter from the Los Angeles County Assessor .stating that
information regarding anticipated changes in the -tax, -roll will not:.
be furnished to cities any longer
e) Letter from City of Lakewood urging adoption of
Resolution -regulating the manufacture and sale of detergents.

f) Letter from City of Oakdale urging approval and adoption
of California Assembly -Bills nos. 316 and 462.
The foregoing letters were ordered received and filed.
g) Letter from T. Thiele, 50 Eastfield Dr., complaining about
horse corral odors, flies and dust in the°vicinity of
his home.
It was moved by Councilman Goodman, seconded by Councilman
Amberg and unanimously carried that the matter be referred'
to the Health department.
h) Letter from Mayor Samuel Yorty inviting Mayor O'Flaherty
to participate in St. Patrick's parade on March 16, 1963.
CV Mayor O'Flaherty agreed to represent the City for this
function.
AUDITOR -CONTROLLER
NOTICE OF CANCELLATION OF TAXES
The City Clerk read a letter from Los -`Angeles County department
of Auditor -Controller giving notice of cancellation of County taxes
levied or assessed against the City Hall property.
L.A. COUNTY DEPt OF CITY ENGINEER, -
RE BUILDING PERMIT REFUNDS
The City Clerk submit -ted an accounting dated February 14,1963
from the -Los Angeles County Department of City Engineer,:showing
excess of building permit fees collected over expenses for the period
October 1, 1962 to.December 13, 1962 for the City,of Rolling Hills
was $674.20 and stating that the check would be forwarded in the near
future.
PROPOSED ORDINANCE AMENDING SUBDIVISION ORDINANCE REQUIRING
SUBDIVIDERS TO SHOW PROPOSED SUBDIVISION ON MAP. OF CITY
The matter was ordered tabled.
INSTALLATION OF TELEPHONE CABLES -ALONG -CREST ROAD
Mr: -B: -LeBaron; Division Manager, General Telephone Company:,
appeared before the Council-in'annwen to -its request in regard to the
installation of a new and larger telephone cable on Crest Road. -
Mr: LeBaron explained the new cable would provide service as
forecasted by -the company for -the' -,next five• years .- ,- .
He,further stated that service provided by the new cable would
be to area out -side the City of Rolling Hills and he -agreed to delay
the -completion of -its installation until conferences were held
with city representatives.
Following a -discussion with Mr. C. Bunje and Mr. -C. Medici,
representatives of the telephone company, the City Attorney was
instructed to contact the telephone company's legal counsel regarding the
necessity of the company securing a Conditional Use Permit for the
installation of the new cable.

REPORT OF CITY DEPARTMENT.
1." Fire Department Activity report for the month of January, 1903.
Chief Byron Robinson explained the procedure for posting
notices on property re weed abatement program.. The City
'Manager -was instructed to include the information in the
March Newsletter.
2. Traffic Citations, offenses.and arrests for month:of
January, 1963.
Capt. Max:Krukow stated that additional protection had been
obtained for the area. 'He called attention'.to teen-age-`
problems and suggested the March Newsletter.ask residents
to report all circumstances of older boys annoying small
children.
CITY TREASURER'S REPORT
The report of the City Treasurer was submitted for., the month
January, 1963 which stated that as of January 31, 1963 the balance
in the General Fund was- $41,432'.11'.' including $14,893.83 in U'' S.
Treasury. Bills; in .the =Motor Vehicle .In Lieu, Fund .the: balance` -
was $11,306.88, including $9,928:20' in. U. S...Treasury Bills;
in the Traffic Safety Fund a balance of $474.97 and in the Special
Deposits fund a balance of $1,917.63..
On motion of Councilman Amberg, seconded by Councilman Van Note
and.unanimously-carried the -Treasurer's report was approved -and
ordered filed.
PAYMENT OF -.CITY BILLS
The City Clerk presented the register of bills to be allowed
for payment. It.was moved .by Councilman Tourtelot that Demands

CANTILEVER AND STILT -=TYPE -BUILDINGS,.
Councilman Goodman referred to a letter received from the
Los Angeles County Fire.Department concerning Cantilever -or
stilt -type hillside dwellings.
The matter was referred to the Rolling Hills Community
Association Board of Directors for consideration and possible
addition to the Association Building Regulations.
CONDEMNATION OF ADMINISTRATION BUILDING
The City.Manager reported that she had been advised by
Mr...George Fisher that the -appraisal -on Palos Verdes Properties
administration building, Nb..2 Portuguese Bend Road, would be -
completed and ready for -report on March 11, 1963..
DEVELOPMENT OF GATE SITE&
AND SWAFFIEDD PARK AREA
The, City Manager read a letter from the Caballeros 'del Rancho
Palos Verdes, Inc., recommending the adoption of a resolution
designating Swaffield Park (community area) as a Natural Primitive
�
Park and requeesting permission to repair and repaint theriding
ring and other facilities in the area.
Thereafter, it was moved by Councilman Tourtelot, seconded by
Councilman Goodman arid- unanimously cArri,ed'that'the' Caballeros be
authorized to proceed with the repairing and painting of the'riding
ring at no expense to the City.
The City Attorney was then instructed -to prepare the requested
resolution.
PROPOSED ORDINANCE FOR WATER SYSTEM
REQUIREMENT IN CITY
The matter was ordered tabled.
THREE LANE GATE AT EASTFIELD
The City Manager reported that Mr. Young, Mr. Hosnault and
Mr. Sullivan had been selected,by the -Board of Directors, Rolling'
Hills Community Association, as a committee to work on -a -plan for redesign o
Eastfield,Gate entrance and that a meeting will be arranged within
the next few days.
REQUEST FOR TRAFFIC CONTROLS ON CREST ROAD,
The matter was ordered tabled.

REQUEST FOR PETTY CASH FUND :
The City Attorney advised the Council that there was no
authority in the Government Code'for the `establishment of a Petty
Cash Fund as requested by the City Clerk. Hestated that all
expenditures by the city must be made, in compliance :wit°h
Ordinance No: 47.
The City Attorney suggested that the City Clerk advance $10.00,
thereafter as the funds for such .a .. fund are :expended ,request.
reimbursement by demand.
APPOINTMENT OF PLANNING -COMMISSION CHAIRMAN
Mayor O'Flaherty with the consent of the Council, appointed
Mr. Manley Natland as Chairman of the Planning Commission:
LOCATION FOR BUS FACILITIES -
PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT
Councilman Amberg stated that a meeting had been held on
February 20, 19,63 for the purpose of discussing new location for
the Palos Verdes Peninsula Unified:S.chool.:District-bus maintenance facility
but that they were.unable to arrive at any solution.
WAREHOUSE FACILITY FOR PALOS VERDES PENINSULA
UNIFIED SCHOOL DISTRICT
Councilman Goodman stated that he believed the School Board
should be asked to„apply,for a Conditional:Use•Permit for'the'
construction of the district administration offices; educational,
materials and library facilities,.district maintenance -facilities
and elementary school.
Thereafter, it was moved by Councilman Goodman, seconded
by Councilman Van Note and unanimously carried that the School District
be asked to re quest -� Conditional Use,--Permi,t; f.o:r above. described
buildings. ,
RESOLUTION NO. 155
On motion of Councilman Tourtelot, seconded by Councilman
Van Note Resolution 155 entitled, "A Resolution of the City Council
of the City of Rolling Hills opposing the Establishment-,rof South
Bay State College in the Rolling Hills Area of the Palos Vordes
Peninsula", was adopted by the following vote:

The City Clerk was directed to forward certified copy of
Resolution No 155 to Trustees of the California State College,
the City of Rolling Hills'Estates and City of Palos Verdes Estates.

SECURED PROPERTY TAX ROLL 1963-64
A motion was made by Councilman Goodman that the City Clerk be
instructed to make application to the County Assessor pursuant to
Section 647 et seq. of the Revenue and Taxation Code for one
certified copy of the portion of the secured property roll
pertaining to property within its limits for the year 1963-64.
The motion was seconded by Councilman Tourtelot and unanimously
carried.
ADJOURNMENT -
There being no further business to come before the meeting,
C it was moved by Council -man Van Note, seconded by Councilman Amberg
and unanimously carried that the meeting adjourn at 10:50 P.M.
