4/22/1963145 MINUTES OF THE REGULAR MEETING OF THE CITY -COUNCIL OF THE CITY OF ROLLING HILLS-, CALIFORNIA April 22, 1963 The regular meeting of the City Council of the City'oi Rolling Hills was called to order at 7:30 P.M., oh'Monday,' April.22, 1963 in the City'Hall by -Mayor Amberg. ROLL CALL Present: Councilmen'Goodman, O'Flaherty,.Tourtelot, -Van Note and Mayor Amberg Absent: None �Others Present:- City.Clerk, Phyllis Stockdale City Secretary, Dana York City Attorney,, William Kinley City Treasurer, Marion Welch Capt. Robinson" APPROVAL OF MINUTES On motion of Councilman Van Note, seconded by Councilman Goodman and unanimously carried the minutes of the meeting held April 8, 1963 were tabled. , CORRESPONDENCE The City Clerk read the following: a) Letter from -Peter J. Pitchess, Sheriff, requesting the City to adopt a.resolution supporting the Clean Up, Paint Up-and.Fix'Up program. b), Robert'J.. Stewart,.Major, ,670th Radar Squadron,,.USAF, inviting members of the Council. to participate in the first annual City -Father, Military -Sons Golf Tournament t I o be held in conjunction with Armed Forces Week, also asking,each City to contribute $15.00 toward trophies. c) Los Angeles County Regional -Planning Commission giving notification of a public hearing in the matter of Zoning Case No 4503-(4), re change of zone from R-2 to R-3 re . lating to property on the west side of 255th Street,,with frontage beginning 112' westerly of South.Cypress,-Street in Lomita. d) Los Angeles County,,Office,of Assessor, clarifying .policy of not ' furnishing -estimates of assessed valuation to cities. The foregoing.,letters-were ordered receivedand filed. 146 '.April 22, _1963 e) Letter from Rolling Hills Community Association enclosing a letter from Doty Brothersreporting vandalism in the City.. - The City Clerk was instructed to inform the Rolling Hills Community Association .that the,vandalism reported by Doty -Brothers was a matter that should.be taken care of'b y the Sheriff's department. , GUARD PROMOTIONS There was a.discussion.re promotion of Mr. Raymond Tong, Chief Guard to Lieutenant and'Mr. James Boyd, to Sergeant. Thereafter, it was moved by Councilman Tourtelot, seconded by,Councilman Van.Note and unanimously carried that the City Manager be instructed to write a.letter to the Association recommending that they review the case and approve the change of titles for Mr. Tong as`Lieutenant and Mr. Boyd as Sergeant. DIRECTIONAL $IGNS The City Manager stated that the signs installed at the intersection of Crenshaw and.Rolling Hills Road directing people. to.Rolling Hills had been removed during the recent road construction. "She .further stated that she had ,contacted the City of Torrarrice and they were agreeable to the placing of new signs at the intersection. The members of the,Council were then shown samples of directional signs. Thereafter, it was moved by Councilman O'Flaherty, seconded,by Councilman Tourtelot and.unanimously carried that two rectangular shaped signs, green,with.white lettering, be purchased in the amount not to .exceed $71.00, plus installation. REPORT OF CITY "DEPARTMENTS 1. Los Angeles County -Pound Department Report 2. -Fire Department Activity Report for month of _March,. 1963. `.. Chief Byron -Robinson reported that the weed abatement crew will be in the area -within the next month. At. this time, Chief Robinson was questioned by Councilman Tourtelot on certain Fire department activities and future plans. CITY. TREASURER'S, REPORT The report.of the City Treasurer was submitted for the month of March,.1963, which stated that as of March 31, 1963, the balance in-rthe General Fund was $37,989:55,.including $24,818.75 in U.S. Treasury Bills; in.the Motor Vehicle In.Lieu Fund the balance was $8,928.38, including $4,962.75 in U.S. Treasury Bills; in the Traffic Safety fund a balance of $447.21 and in the Special Deposits fund a:balance of $785.33. -2- April 22, 1963 PAYMENT OF CITY BILLS 147 The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Goodman that Demands 1357 through 1369 be approved for payment from the General Fund and Demand No. 1370 from the Motor Vehicle In Lieu Fund. The City -Manager was instructed to place item in News Letter stating that the continuation of the hearing.on.the "Flag:: . .Lot" amendment would be held May 13, 1963 in the Board Room at.La Cresta School. AGENDA ITEMS TO BE TABLED The following agenda items were ordered tabled: 1. Peace Officers Commission Award- Letter from Sheriff Pitchess I April 22, 1963 RE -ASSEMBLY -BILL 2080 ESTABLISHING AN AMENDMENT TO AGRICULTURAL CODE Following a�discussion with:regard to Assembly Bil1.2080, Which would ld establish an amendment to Agricultural Code, it was moved by Councilman.Tourtelot that the -City oppose the passing of Assembly Bill 2080, The motion died for lack of second. I Thereafter,'it was moved by Councilman Goodman, seconded by Councilman Van Note that the matter be tabled. OPPOSITION TO -LOCATION OF SO BAY'COLLEGE MayorAmberg reported that he, Mrs. Stockdale and Mr: Kinley had attended a meeting sponsored by the Redondo Beach-. Chamber of Commerce to,dis-cuss forming an organization to, oppose the Fox Hills site for South Bay State College. He further stated,that each Mayor had been asked to appoint three repres,entative6, to -a c,ommittee which would meet April 30, 1963 and that this committee would formulate plans to oppose the Fox Hills location,..but with.no recommendation for any other location. PUBLICITY RE."FLAG LOVAMENDMENT Councilman O'Flaherty urged that the meeting on the "Flag Lot" amendment be publicized. `SUGGESTION REPURCHASE OF TAPE RECORDER CouncilmanGoodman recommended the purchase of a Tqpp, .Recorder by the City and suggested that the City Attorney -and City•Manager obtain information re price and types.of Tape Recorder. ,RE.zGENERAL TELEPHONE COMPANY AND PUBLIC UTILITIES COMMISSION The-City,.Attorney stated that the Public Utilities.Commisgilon- is,zon notice re the. letter of agreement between the City.and General Telephone company and.are aware of what General Telephone Company has agreed to do.,,_ REPORT BY CITY CLERK The City Clerk stated that $6,41 ' 7.00 had bee ' n ' received for Motor Vehicle In Lieu Fund, therefore $5';(j00 more in U.S. Treasury bills have been purchased. PALOS VERDES NEWSPAPER FIESTA NEWS EDITION The City -Manager stated that ads can be placed in the Pa I los Verdes News anniversary edition for,$50.00 for 1/4 page and $ibom for 1/2 page. Theg.0after, it was moved by Councilman Tourtelot, seconded by . Coun,cilman"Goodman and u ' nanimously carried that the City place a 1/� page.ad at $100.00 in the Palos Verdes anniversary edition.
