0318I 3 RESOLUTION NO. 318 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, TO THE PRESIDENT OF THE UNITED STATES REQUESTING HIM TO DIRECT .SECRETARY OF THE INTERIOR,, ROGERS C. B. MORTON, TO SUSPEND THE ANNOUNCEMENT OF OIL LEASING TRACTS UNTIL HE MEETS WITH'CALIFORNIA STATE AND LOCAL OFFICIALS. WHEREAS, the.City of Rolling Hills recognizes the unique nature of the California coastline; arid' WHEREAS, the announcement of specific tracts for consideration of oil leasing is scheduled for August 1974; and WHEREAS, serious questions remain concerning the propriety of offshore oil recovery here, the role that California reserves will play in future domestic energy requirements of the United States, and the lack of carefully established priorities among outer continental shelf reserves nationwide; and WHEREAS, announcement of these tracts at this time would repre- sent a federal commitment prior to any consultation whatsoever with those who are vitally concerned at the local and state level; and WHEREAS, Senator Alan Cranston and Mayor Tom Bradley have written to the Secretary of the Interior, Rogers C. B. Morton, reques- ting that he meet with local officials and other interested parties to discuss this issue; and WHEREAS, Congressman Alphonzo, Bell has called Secretary Morton requesting a similar meeting; and WHEREAS, the Secretary of the Interior in a speech reported in the Los Angeles Times dated June 7, 1974, said in part: "Long range planning is necessary to solve our resource problems .... in the United States planning decisions should be made as close as possible to the local level and not be cen- tralized in the federal government....;" NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rolling Hills, California, does hereby request that you direct Secretary of the Interior, Rogers C. B. Morton, to meet with interested parties of State and local government before the announcement of tracts, and that they be suspended pending that meeting; BE IT FURTHER RESOLVED, that the.City Council direct that copies of this resolution be sent to other cities urging that they take similar action.
