The . regular meeting of the City. Council of the. City 'of Ro-fling
.,Hills was called to order at 7:30 P.M., on Monday, March 13, 1963,
in the Board Room, Palos Verdes Peninsula Unified School District,
3$ Crest Road West, Rolling Hills, by Mayor Amberg.

APPROVAL OF MINUTES
On.motion of Councilman.Tourteldt, seconded by Councilman O'Flaherty
and unanimously carried,the minutes of the special meeting held
March.29, 1963, and -regular -meetings held April 8 and 22, 1963,
were approved as written.
.. SECOND_READING AND.ADOPTION OF ORDINANCE NO. 49
Councilman Goodman read in full the title of proposed Ordinance
No. 49 entitled, "An Ordinance of the City.of Rolling Hills,, California,
amending Ordinance No. 5 Relating to Electrical Regulations'.! and
moved that the reading in 'full of the.proposed Ordinance -be waived.
The motion was seconded by Councilman Tourtelot and unanimously carried.
Thereupon, on motion of Councilman Goodman, seconded by Councilman
Tourtelot, Ordinance No. 49 was adopted by the following vote:
AYES: Councilmen Goodman, O'Flaherty, Tourtelot, Van Note
and Mayor Amberg

SECOND READING AND . ADOPTION OF ORDINANCE NO. 50
Councilman Goodman.read in fullthetitle of proposed Ordinance
No.59,entitled, ,"�An Ordinance of the City of Rolling Hills,.,
California, Amending. Ordinance No..7 Relating to.Plumbing"-and
moved that the re4din4 in full of, the -proposed Ordinance be
waived. The motion was seconded by Councilman Van Note and
unanimously carried.
Thereupon,on motion of Councilman Goodman, seconded by Councilman
Van,Note, Ordinance No. 50 was adopted by the following vote:
-1 AYES: Councilmen Goodman, O'Flaherty, Tourtelot, Van Nate
and Mayor Amberg
NOES: None
ABSENT: None
Ordinance No. 50 is set forth in full in the Book of Ordinances
SECOND READING AND ADOPTION OF ORDINANCE NO. 51,
Councilman Goodman read in full the title of proposed Ordinance
No. 51 entitled, "An Ordinance of the City of Rolling Hills,
California, Amending Ordinance No. 6 Relating to Building Regulations"
and moved that.the reading in full of the proposed'Ordinance be
waived. The motion was seconded by Councilman Tourtelot and
unanimously carried.
Thereupon,.on,motion of Councilman Goodman, 'seconded by Councilman
Tourtelot, qrdinance-No.,51 was adopted by the following vote:'

The City Clerk read.the following;
a) Letter from County Boundary Commission giving notice of
proposed annexation "Henry No. 2" to the City of Torrance.
b) Letter from City of Torrance.,enc-.losing copy -of resolution
creating commission for good literary standards and
juvenile welfare and resolution changing name of said
commission to youth welfare commission
c) Letter -from City of Gardena enclosing copy of resolution
-.expressing opposition to'Assembly Bill 1184,regarding
municipal bus operations.

subdivision of Tentative Tract 27142 on Crown View -
Drive in the.Miraleste area.
The foregoing communications were ordered received and filed.
e) City of Culver City enclosing copy of a report from County
'Assessor' -re Senate Bill 1072 and A.B. 2145, a.measure ta•
specify preferential.method `of valuation, which would
practically exempt the motion picture industry from property
taxation..
Thea City 'Attorney was instructed . to write a letter -t&
Assemblyman Chapel expressing the City of Rolling Hills'
opposition to Senate Bill -1072 and Assembly Bill 214+5-, ' ifk
principle.
ACCEPTANCE OF OFFICIAL BONDS
FOR MAYOR AND MAYOR PRO. TEMPORE
The matter was ordered. tabled. '
CITY'TREASURER'S REPORT
The. report of. the City Treasurer. was, submitted for the month .of
April, 1963.which stated as of April 30, the balance in the General
,Fund was $31,740.51, including .$24,818.75 in U� S. Treasury
bills; in ..the Motor Vehicle In Lieu.Fund the balance was $12,411.38,
including $9,928.71 in. the U.S, Treasury bills; in the Traffic.Safety
Fund the balance was $489.04 and in the Special Deposits Fund a balance
of $638,28.
On motion of Councilman Van'Note, seconded by Councilman O'Flaherty
and unanimously carried the Treasurer's report was approved and ordered
filed.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills.to.be allowed for
payment. It was moved .by Councilman Goodman that Demands No. 1371
through 1381 be approved -for payment from the General Fund and Demand
No.'1382 approved for payment from the Special.Deposits Fund. The
motion was seconded by Councilman Tourtelot and carried by•the following
vote:
AYES: Councilmen Goodman, O'Flaherty, Tourtelot, Van.Note
and Mayor Amberg

CONTINUATION OF PUBLIC sHEARING PROPOSED FLAG LOT AMENDMENT
The Mayor stated that the public hearing on the proposed
"Flag Lot" amendment had been continued so that further study
could be made by the City Attorney and Councilman Goodman and also
so that the proposed amendment could be presented to the
residents at this time for their comments.
Brief explanations were then given by Mr. Kinley and
Councilman Goodman, with illustrations on the blackboard.
The Mayor asked if there was anyone present who wished to
speak in favor of, or in opposition to, the proposed."Flag Lot"
amendment.
The following persons spoke in favor: J. B. Merritt,
W. J. McCabe, J. Flanagan, V. H. Chatter., Mr. and Mrs. C. Fischer,
Mrs. Hu Rustad and Mr. and Mrs. Paul Case.
.Those persons speaking in opposition were: W. G. Horn,
J. L. Elliott, F. W. Hesse, J. G. Barnard, Mrs. P. Saffo,
Mrs. Ho A. Simpson. and Mrs. J. Powell.

CALIFORNIA CONTRACT CITIES REQUEST FOR
CONTRIBUTION FOR MAY MEETING
A discussion was held with regard to a request made by the
California Contract Cities Association asking the City.Council to
participate :in co -sponsoring the California Science Fair dinner in
May.and also asking the City to donate $100.00 toward the expense.

Thereafter, it was- moved by Councilman Van Note, that the
City participate in co -sponsoring -the California Science Fair
dinner in. May and a donation in the amount of $100.00 be approved.
The motion was seconded -by Councilman Tourtelot-and-carried
by the following vote:
AYES: Councilmen Goodman, O'Flaherty, Tourtelot, Van.Note,
and Mayor. Amberg
NOES: None
ABSENT: None
COMPLAINT RE DEBRIS AND BUS MAINTENANCE
Mr. Walter.Ralphs.appeared before the City Council and.presente.d
photographs of un.sightly,equipment and construction debris located
on the Palos Verdes School District property at 38.Crest Road West,
and requested the Council's assistance in improving the situation.
The matter was ordered to 'be placed on the next.meeting's agenda.
NEW FIRE TRUCK FOR ROLLING HILTS
Chief Byron Robinson reported that anew fire truck had been
assigned Engine Company 66 in. the City,of Rolling Hills -by
Chief Keith Klinger, L. A. County Fire Department.,
The City Attorney was instructed to prepare a.resolution
expressing appreciation to -Chief Klinger on behalf of the City of
Rolling Hills for the new.fire truck.
Councilman Tourtelot was then given a vote of appreciation for
his efforts toward the acquisition of the new -fire truck.
INTRODUCTION OF ORDINANCE N0. 52
Councilman. Tourtelot read.in full the title of the proposed
Ordinance entitled " An Ordinance of the City.of Rolling Hills,
California, Amending Ordinance No. 33 entitled 'An Ordinance
of the City of Rolling -Hills, California, Providing for
Zoning in Said City' and moved that the reading.in full of the proposed.
Ordinance be waived.
The motion was seconded by,Councilman Goodman and carried by the
following vote:
AYES: Councilmen Goodman, O'Flaherty, Tourtelot, Van Note
and Mayor Amberg.
NOES_ None

REGULATIONS RE.RUBBISH PICK UP IN CITY
The City -Manager stated that there had been some
problems in the City relative to rubbish pick up and asked the
Council to consider the adoption -of regulations.for this
service
The City Manager was then -requested to place the matter
on the.agenda for next meeting.
ADJOURNMENT
There being no further business to come before the meeting,
