I �a ., f Ro ling _1 determine i ' f* �aid.Or inances provide for the best use of"l,and,-.compatible with the present charadte'r'an*d environment of the City; and WHEREAS, the City Council and the Planning Commission each have held at least one public hearing in connection with the adoption of said Ordinances, and the members of the City Council and the Planning Commission have made ivsual inspections of existing subdivisions and subdivisions presently being 'processed by the City; and U_ WHEREAS, the City of Rolling Hills is a rural community with i, no commercial areas and is oriented to outdoor recreation and the f, riding of horses; and WHEREAS, as a result of said studies and public hearings the City Council finds: 1. That substantially all lots or parcels of land in the City of Rolling Hills contain a gross area of approximately one acre or more; 2. Substantially all of said lots or parcels are located on hilly terrain bounded by deep canyons and gullies, with panoramic views., and are located in such a way as to provide isolation and privacy; 3. Most of said lots or parcels of land must be cut and filled in order to provide pads for residential improvements; 4. Most of the lots or parcels of land are subject to perimeter easements varying in width from ten to twenty-five feet, and some lots have private streets or driveways within their boundaries which reduce the usable portion of said lots substantially; 5. Usable portions of said lot are further reduced by virtue of the terrain and various types of soil found in the City of Rolling Hills; 6. Gross acreage of lots encourage the construction of numer- ous improvements which result in overcrowding and confusion; 7. The existing subdivision and zoning ordinances fail to recognize that the terrain and easements reduce the usable size of lots for residential and recreational purposes; and destroy the natural beauty and create an undesireable environment; NOW, THEREFORE, BE IT RESOLVED that the City Council adopted and passed said Ordinances 126 and 127 on January 27, 1975 and that the adoption of said Ordinances was based upon, the facts set forth in the above findings; BE IT FURTHER RESOLVED that this Resolution. be made a part of Ordinanes 126 and 127 in the records of the City of Rolling Hills.
