RESOLUTION NO. 334
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS
ENDORSING A PROGRAM OF ALLOCATION AND DISTRIBUTION OF'
GASOLINE.
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES RESOLVE
AS FOLLOWS:
WHEREAS the United States is faced with a short and long
range energy crisis of the most serious character, and
WHEREAS our energy needs are at present geared to a finite
source of supply; namely, oil, and
WHEREAS our short range needs for oil entail out reliance .on.
foreign suppliers, and
WHEREAS conservation.of oil on a massive basis is therefore an
absolute necessity for both the -short and long haul, and
WHEREAS a tariff or a tax on oil or gasoline will only
minimally reduce the consumption of: oil, since people will, .Oespit.e, .tire
higher costs, buy the oil they need and cut back on other items,.and.
WHEREAS such higher cost of oil will increase the costs, and
therefore, the prices of almost every product consumed by individuals,
commerce and industry, "fueling" the inflationary spiral and adding to
the hardship of those caught in the economic recession as well as
those in the low and moderate income brackets, and
WHEREAS the cost of many items needed to carry on municipal.
government will also escalate leading to higher taxes or decreased
services, and
WHEREAS Los Angeles County and Southern California are
autompbile dependent and public transit deficient areas which will suffer
greatly if a new tariff or tax on oil is imposed, and
WHEREAS a viable alternative in the form of a 75% (plus a growth
factor) allocation of 1973-1974 consumption of oil to all areas plus an
odd -even distribution of gasoline has been proposed by Los Angeles County
Board of Supervisors Chairman James A. Hayes, and
WHEREAS 1973-1974 experience demonstrated that odd -even
distribution reduced consumption -6f gasoline 'in Los •Angele.s -.County. by
2YI., producing some inconvenience and the necessity for individual plan-
ning, but not.the large bureaucratic procedures and costs which would-be
entailed in rationing, and
WHEREAS decreased consumption --resulting from conservation efforts
could decrease our purchases of foreign oil, thus alleviating the
country's balance of payments problem
NOW THEREFORE BE IT RESOLVED that the City of Rolling Hills
endorse the program of curtailed allocation and odd -even distribution
of gasoline and ask the federal government to adopt such a ,program, at
least for Southern California,.and
BE IT FURTHER RESOLVED that a copy of this Resolution be sent
to Supervisor Hayes with the request that he transmit copies to the
President of United States, to the United Sta-tes Congress, and to the
Governor of the State of California for their.e.arnest consideration.
