0402RESOLUTION NO. 402 RESOLUTION OF THE CITY".COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, URGING THE OFFICE OF THE STATE ARCHITECT, GENERAL SERVICES, STATE OF CALIFORNIA., TO ADOPT MANDATORY AND COMPREHENSIVE STANDARDS GOVERNING THE CONSTRUCTION OF ALL BUILDINGS AND PUBLIC FACILITIES IN THE STATE OF CALIFORNIA TO INSURE ACCESSIBILITY TO iJ SAID FACILITIES FOR THE PHYSICALLY HANDICAPPED WHEREAS, accessibility for the physically handicapped, the Office of the State Atchitect, Department of General Services, State of California, has proposed certain comprehensive, detailed standards and regulations for governing construction of all buildings, walks, side- walks, pedestrian ways, curbs, ramps, parking areas, etc., in the State of California, and WHEREAS, 15% of the population of the State of California V have disabilities which substantially limit their mobility, and V WHEREAS, the cost of altering the buildings, walks, sidewalks, pedestrian ways, curbs, ramps, parking areas, etc., which are constructed without providing accessibility for the physically handicapped would be substantially greater, and WHEREAS, standards which insure full and equal access for the physically handicapped are a fundamental necessity to places of employ- ment and public service offered by each county and city in the State of California, and WHEREAS, uniform regulations and the enforcement thereof are required and necessary to assure to the physically handicapped full and equal accessibility to said services and public facilities, NOW, THEREFORE, BE IT RESOLVED, that the League of California Cities assembled at annual convention in Anaheim, California on -Septem- ber 27, 1978, go on record requesting that the State Architect promul- gate mandatory standards which require that every building, walk, side- walk, pedestrian way, curb, ramp, parking area, etc., in the,�.State of California, be so constructed as to insure accessibility for•the physically handicapped.
