Goodman., seconded by Councilman Tourtelot and unanimously carried, the minutes of the regular meeting held July 223 1963, were approved as written. On motion of Councilman O'Flaherty, seconded by Councilman. Goodman and unanimously carried, the minutes of the adjourned meeting held August 1, 1963, were approved as written.. CORRESPONDENCE The Deputy.City Clerk read the following: a) Letter from Palos Verdes Peninsula Coordinating Council dated July 16, 1963, advising the Council. that over nine thousand booklets entitled LAWS"FOR YOUTH had recently 'been mailed to Peninsula resi- dents, and having allowed sufficient time for eval- uation, of the material. in said booklet, and looking to the future when. cost of reprinting might occur, financial assistance would -,now -be helpful and ap- preciated. - After.' discussion., Mayor. Amberg suggested the matter be held for, further study. b) Letter from the Regional Planning Commission in re Zone Exception Case leo,. 4558-(4) requesting an exception to the A-1-7,000 (Light Agriculture -7,000 square foot required area) to Rm3 (Limited Multiple Residence) for an irregularly shaped 17 acres sit- uated south of Palos Verdes Drive Forth in the J 1 August 12, 1963 Harbor Heights„Zoned District; hearing date to be August 19, 1963 at 9:30 A.M. The letter was received and filed. c) Letter from the Regional Planning Commission in re Zone Exception Case No. • 4556.- (4) regpes.ting . a Zoning Change from M-1 (Light Manufacturing) to R-4 (Unlimited Residence).for an irregularly shaped 17 acres situated between Crenshaw Boulevard and Rolling Hills Road in the Palos Verdes Zoned District; hearing date to be August 19, 1963 at 9:30 A.M. , . . sz. The City Attorney was drected,to write a letter to the Regional Planning Commission in opposition to the proposed Zoning Change. REPORT OF TRAFFIC COMMISSION Mr. Robert Irwin, Chairman of the Traffic Commission appeared and read a detailed report as follows: a) The request of the Rolling Hills -Community Associa- tion in a letter dated July 8, 1963 for the estab- lishment of a boulevard stop sign on Portuguese Bend Road at Blackwater Canyon Road for downhill traffic and a horse crossing,.,had_.been referred to the Com- mission for review and recommendation. b)* _In response.to.this request the Traffic Commission was in unanimous agreement.and recommended the fol- lowing:--- ol- lowing:-__ ._ ,_ _ _ .. I . _. ... _ (1) Two.stop signs be placed on Portuguese Bend Road, one in .e.ither .direction. and that they be placed, opposite .the white arrows painted on the edge of the pave- ment above and be,low..the -intersec,tion., (2) He.avy,..whi,te.marks, be_.placed,,from .the .stop signs , to the center of,Portuguese Bend Road and that „"Stop,Ahead" notice be placed on the pavement approximately 100 feet back,,from;,each .stop sign. (3) That the present sign located above the intersection reading "Slow Horse .Cross-. ing".be removed from that location.and._ relocated.or_be_replace.d by a new sign to a point below,.the downhill stop sign directly across Portuguese Bend Road from the uphill stop-s,ign.__ This, sign to read "Warning -Horse Crossing Around Curve" with the "Warning.'.'_-,emphasiz.ed by __larger letters. Mr. Irwin recommended that the traffic island at this road -point be improved as soon as possible as it is used as a major school bus stop, and that consideration should be given tQ _both appearance .and.,util.i.t.y. _ ..:... %' August 12*;" 1963 Mr. Irwin then reported on' the' status of boulevard stop signs on roads entering into Portuguese Bend Road, Crest Road grid Eastfield Drive; and that there were no stop signs at the entrance of the following streets into the above roads: - 1.- Entering PORTUGUESE BENDROAD Acacia `Lane 'Eucalyptus 'Lane° Spur Lane` .. TRAFFIC ACCIDENT SUMMARY JUNE 1"963 The Deputy City Clerk submitted--tle Los Angeles County Sheriff'sDepartmentTraffci 'ic"Acdent Summary Report for the month of -. f Juiie, 1963. There followed a discussion in which Councilman Goodman noted in checking the Traffic Accident Report that traffic'accdents within:the City had steadily increased within the'.period' of` May, `1962 `;to May, 196-3. He then stated that in view of the amount -'of traffic and the in- crease in the number of accidents, there should be a strict enforcement of all traffic laws'withinuthe City. The Mayor then asked"I't. Watptenliarger what comments he might have concerning 'ihe'increase.."in'traffic accidents. Lt. Wattenbarger agreed that strict -enfo'r'cement of traffic laws within the City would decrease traffic accidents. PAYMENT OF CITY BILLS" The Deputy City "Clerk presented the register` of ! bills to be allowed for payment. It was moved by Council - -3- 1 August j2, 1963 man Tourtelot that Demands 1442 through 1446 and Demand 1450 beapproved-for payment from the General Fund; and Demand 1447 be approved for payment from the In Lieu Fund and Demands 1448.and 1449 be approved for payment from.the Special Deposits Fund to'wit-. NOES: None ABSENT: Councilman Van Note In the absence of Councilman Van Note, the Mayor appointed Councilman Tourtelot as Finance Officer. CONDEMNATION OF ADMINISTRATION BUILDING The matter was ordered tabled. CONDEMNATION OF EASTFIELD PROPERTY The matter was ordered tabled. -SCHOOL DISTRICT ADMINISTRATION CENTER, Councilman Goodman stated that the School Board - had requested a meeting with the Council Committee.for the, acquisition of real property owned by Palos Verdes Unified %-School District on Crest Road. Mayor Amberg stated that'As per their request he, Councilman Goodman and Mr. Walter' Ralphs would attend a meeting of the School Board at the — Administration.Center at 8:00 P.M. on August 13, 1963, for .further discussion regarding the acquisition of said property. RESOLUTION'NO. 9 - ROLLING HILLS PLANNING -.COMMISSION RECOMMENDING AMENDMENT OF ORDINANCE NO. 33, DEFINING LOT. AREA REQUIREMENT The matter was ordered tabled. R4- August 12, 1963 PROPOSED SUBDIVISION G LOT 240B MS JOHN B. MERRITT, OWNER The City Attorney stated that thirty new tentative map plans for the above subdivision, which included the changes recommended by the City Council had been filed with the City Clerk for. processing. He also advised that the new tentative maps had been submitted to the Board of Dir- ectors of the Rolling Hills Community Association for appro- val, but that the Board did not approve the new map plans and were in favor of the old tentative map plans which had been .disapproved by the Council. Thereafter. the Matter of approving the old teinta- tive map was ordered tabled., DR. ESHELMAN - REQUEST FOR OVERHEAD UTILITIES Mr. L. Phillips appeared before the Council repre- senting Dr. H. H. Eshelman, requesting approval for place- ment of a telephone pole to be used for overhead utilities. The City Attorney read from the Subdivision Ordinance No. 32, Article VII, Seco 7.03 which stated - "Easements for electric power and telephone service shall be located in, street or boundary line easements and all wires or conductors shall be placed in underground conduits. All service connections shill be placed in. underground condui.ts'! After discussion,, Mayor Amberg stated that the matter should be referred to the Planning Commission for application for a variance of the requirements of Ordin- ance No. 32. SOUTH BAY STATE_ COLLEGE Mayor Amberg stated that he would attend a meet- ing of the State Board of Public Works to be held at the California Museum of Science and Industry, Exposition Park, Los Angeles on. August 16, 1963 at 2.00 P.M., to represent the City of Rolling Hills and register opposition to the location of the South -Bay State College on the Pen- insula. He requested that residents call him stating their, views regarding the College location. LOS CABALLEROS DEL RANCHO.PALOS VERDES -a _ 'Councilman Goodman stated that he had been con- tacted by Mr. Charles Huffman, Chairman of the Caballeros, requesting financial support from the City for their program. There followed a discussion during which Councilman O'Flaherty stated that he felt the City should adopt some kind of continuing policy to aid the Caballeros. -5- 1 August 12, 1963 Councilman Tourtelot suggested the matter be taken under consideration, and that -Mr-. Charles Huffman be invited to attend the next meeting. The Mayor so ordered. ADJOURNED There being no further business to come before -the meeting, it was moved by Councilman Tourtelot that the meeting be adjourned at 9:27 P.M.
