RESOLUTION NO. 414
A RESOLUTION OF THE CITY COUNCIL OF
THE' CITY OF ROLLING HILLS
OPPOSING ASSE11BLY BILL 1519 (ROOS)
WHEREAS, there is presently pending in the legislature
of the State of California Assembly Bill 15191, which, if adopted,
would establish a 7 -member State Project Appeals Board having
the potentiality.to usurp and destroy local government=s power
to control its normal planning functions in relation to low cost
housing projects within its jurisdiction; and
WHEREAS, the powers and control of local governments
have already been seriously eroded by state designated agencies
such as the existing Coastal Co=ission, which has resulted in'
a serious impairment to local government in its efforts to
protect the rights, safety, health and general welfare of its
residents; and
WHEREAS, the City Council of the City of Rolling Hills
strongly believes that the passage of Assembly Bill 1519 would
further deprive local government of its fundamental right to
regulate all planning within the boundaries of its jurisdiction,
and further, said bill would be contrary to the rights, safety,
health and general welfare of all the residents of.the City of
Rolling Hills;
NOW., THEREFORE, BE IT RESOLVED that the City Council
of the City of Rolling Hills does strongly urge Assemblywoman
Ryan to exert and use all of her talent, influence and vote to
defeat the passage of Assembly Bill 1519.
