Chief Byron Robinson Robert Y. :Irwin Charles Huffman APPROVAL OF MINUTES On. motion of Councilman Tourtelot, seconded by Councilman Goodman..and unanimously carried, the minutes of the meeting held August 12, 1963 were approved as corrected. CORRESPONDENCE The City Clerk read the.followingo a) Letter dated August 5, 1963 from the -Los Angeles County Department of County. Engineer showing excess of build- ing permit fees.collected over expenses for the period April 1, 1963 to June 3.0, 1963 in the amount of $932.85. The City Clerk reported that payment had been received. b) Letter slated August 16, 1963 from Los Angeles County Auditor -Controller stating the assessed valuation of property in -the City of Rolling Hills is $8,428,780 for the fiscal year 1963-64. c) Letter dated August 20, 1963 from Chief Engineer K. E. Klinger announcing a hearing of the Public -Util- ities Commission to be held on August 27, 1963, at 10 A.M., in the Commission Court Ruom, State Building Annex, San Francisco, California, on its investigation to determine -whether General Order 103 of the Public - Utilities -Commission. should be amended to add provis- ions relating to fire protection service:. The letter .further stated that, at the present time, General . Order 103 regulates privately owned water companies, and sets.forth. the provisions that must be -complied with in order.to,provide domestic service to the customers of the utility. F I� J 1 I-, 1 L 1 August.26, 1963 There followed a.discussion after which the Mayor directed the City Attorney to prepare a:letter supporting Chief K. E. Klinger's position on the matter. d) Letter dated August 18, 1963 from Cotton & Francisco, Public Accountants, with reference to -auditing Ithe books and accounts of the City of Rolling Hills for fiscal year beginning July 1st, 1963, and ending June 30th, 1964 and submitting a proposal fee of $250.00 for which they offer to submit interim reports if desired and an annual audit report, also .including supervisory and consultation services. It was moved by Councilman Van Note, seconded by Councilman Goodman and, after discussion unanimously carried that the.offer of Cotton & Francisco to audit the City books and accounts for the 1963-64 fiscal year be accepted. RESOLUTION NO. 166 On motion made by Councilman Goodman and seconded by Councilman Tourtelot, Resolution No. 166 entitled "A Resolu- tion Adopting A Budget For The City Of Rolling Hills For The Fiscal Year Commencing July 1, 1963, And Ending June 30, 1964, And Fixing The Amount of Revenue From Property Taxes Necessary To Support The Departments Of The City Of Rolling Hills During The Fiscal Year" was adopted by the following vote AYES: NOES: Councilmen Goodman, Tourtelot, Van Note, O'Flaherty, and Mayor Amberg None ABSENT: None Resolution No. 166 is set forth in full in the Book of Resolutions. :RESOLUTION NO. 167 On motion made by.Councilman Tourtelot and .seconded. by Councilman Van Note,.. Resolution 'No. 167 entitled : "A Reso- lution of The.City Council of..The City.Of Rolling Hills, California, Fixing The Rate Of Taxes For The Fiscal.Year Be- ginning July 1, 1963 And Ending -June 30,4964" was adopted by the following vote:. AYES: Councilmen Goodman.- oodman,Van Note, O'Flaherty, and. Mayor Amberg NOES: None ABSENT: None Resolution No. 167 is 'set.forth in full in The Book.. of Resolutions. -2- August 26; 1963 PROPOSED ANNEXATION. --NORTH-EASTERLY CITY'BOUNDARY The City Attorney,.presented a map showing a ten -acre parcel. of land eas.t- .of Sade R .•Roa.'d-.near its- terminCas `.with a the easterly boundary of the City, owned by C. W. McGonigle of Don Hunt Builders who proposed annexing the property to the),City ..of Rolling Hills. After discussion during which every Councilman took part, 'it was unanimously agreed that the matter should be presented to the Rolling Hi11s'Community Association Board of Directors and the 'Planhing Commission INTRODUCTION.AND.FIRST READING OF PROPOSED ORDINANCE AMENDING- TRAFFIC ORDINANCE Councilman Goodman read in full the title of the proposed ordinance entitled -"An Ordinance of the City of Rolling.Hills, California, Amending Ordinance No. 16 Entitled 'An Ordinance of the City of Rolling..Hills, California, Regulating Traffic Within Said City and Repealing Ordinance No. 1..'and All Other Ordinances In Conflict Therewith.""Ahd moved that the reading in full of the proposed ordinance be waived. The motion was seconded by Councilman Tourtelot and unanimously carried. REPORTS OF CITY -DEPARTMENTS The City Clerk presented the Fire Department Activity Report :and the Monthly,St:atistical Report of .the Sheriff's 'Department for the month of July,. 1963. These reports were ordered .r.eceived and filed. ,The Audit Report for -the -:fiscal-year ending June 30, 1963 submitted by Cotton and Francisco.was ordered held for further 'study. RESOLUTION OF.APPRECIATION TO CAPTAIN-.MAX.KRUKOW It was.moved by Councilman Tourtelot, seconded by Councilman O'Flaherty and unanimously carried that a resolution be prepared and ..sent to Captain-Max.Krukow; former Commander of the Lennox Sheriff's Station_-exprepaiing,appreciation of the Council for'his services, with a copy -to Sheriff Pitchess. Thereafter the City Attorney was directed t,o prepare a.resolution to -be presented to Captain Krukow., PAYMENT 'OF CITY -BILLS The City Clerk..presented the--register-of bills to be allowed for payment. There followed a discussion after which the City .,Attorney -was directed to set for pre-trial hearing the matter of the.condemnation of the Administration Building. Jac.k,Washburn, .,Treasuter..�-of Caballeros' -.del Rancho .5 2"01 August 26, 1963 Palos Verdes which listed in detail eleven improvements which have been made by the Caballeros at the City -owned "Riding Ring" for which a total of $2,400..00 had been spent. Mr. Charles Huffman, President of -Los Caballeros Del Rancho Palos Verdes appeared and stated that in view .of the expenditures which had been made the Caballeros were in need'of financial assistance. After discussion.it was moved by Councilman Van Note that the City expend the sum of $500 for the maintenance of the -City Park for the fiscal year 1963-64. The motion was sec- onded by Councilman Goodman and unanimously carried. SOUTH GATE BREAKAGE N The City Manager stated that there had been excessive p breakage of the South Gate recently and that it appeared to be C malicious.mischief. m After discussion the matter was held until the next meeting. TESTIMONIAL DINNER FOR SUPERVISOR BURTON W. CHACE Mayor Amberg stated that he would attend a Testi monial Dinner to be held in honor of Supervisor Burton W. Chace on September 3, 1963 at the Polynesian Restaurant,, Torrance, California. , After discussion the Council unanimously agreed to authorize an expenditure of not more than $'20 for the.pur- gha-se 'ef aft engraved plaque to be presented to Supervisor Chace from the City of Rolling Hills at the.Testimonial Dinner. PALOS VERDEq PENINSULA COORDINATING COUNCIL LETTER OF JULY -16, 1963 The City -,Manager -reported that she had contacted .the cities of Palos Verdes Estates and Rolling Hills Estates regarding the letter -and -had -learned that neither of these cities had contributed funds for the reprinting of the LAWS :FOR -YOUTH booklet. The letter was.ordered received and filed.
