CITY COUNCIL RE-ORGANIZATION
On Tuesday, December 13, 2022, the City
Council reorganized . Dr. Jim Black was
recognized for his services as the Mayor in 2022. The
Council also voted Pat Wilson as the new Mayor and Leah
Mirsch the new Mayor Pro Tem. The City Council also
accepted the LA County certified November 8, 2022
municipal election results and City Manager Jeng
administered the Oath of Office to the three re-elected
members.
GREEN WASTE COMMUNAL BIN EVENT
From January 20-27, 2023 five 40 cubic yard green waste
bins will again be strategically placed throughout the
community in order to promote vegetation trimming for
wildfire risk mitigation. Please contact Senior
Management Analyst Vanessa Hevener for questions on
40 cubic yard bins or questions about the event 310-377-
1521.
JOHNS CANYON ROAD IMPROVEMENTS
Traffic safety signs were installed in December near the
hairpin curve on Johns Canyon Road and new striping
will be painted this month. These improvements are
being implemented to help drivers slow down and stay
in the lane while on Johns Canyon Road.

New LA County Fire Department personnel, Brad
Weisshaupt, will continue the work of Trevor Moore. Trevor
has been promoted to Assistant Chief in the Forestry

GEORGEFF RD. WATER MAIN REPLACEMENT
SCHEDULED FOR JANUARY 2023
California Water Service is scheduled to install a new
water main on Georgeff Road, El Concho, Buckboard
Road & Reata Lane starting in early January 2023.
Construction will narrow portions of the road down to
one lane on weekdays during business hours to install the
new water main. California Water Service will be sending
notification to homeowners on the effected streets with
details of the project.

EASTFIELD DRIVE UNDERGROUND UTILITY
DISTRICT UPCOMING PUBLIC HEARING
On November 14th, the City Council approved Resolution
No. 1316 forming the Eastfield Drive Underground Utility
District (“District”) and set a public hearing on January 23,
2023. Another letter was sent to those affected residents
earlier this week to inform them of the public hearing to
approve Resolution No. 1322. Approval of Resolution No.
1322 is required for SCE to begin designing the
undergrounding system to replace the existing overhead
facilities within the District. City Staff conducts regular
monthly meeting with SCE, other utility companies and
RHCA to ensure that there is coordination and
collaboration between the multiple entities to begin
design of the underground utility infrastructure. That being
said, S taff has initiated a site walk with SCE
representatives on January 11, 2023 to assist with moving
the process along to meet the grant completion deadline
of August 4, 2024. The City received grant funding for the
District in early 2021 from CalOES/FEMA. More recently,
the City received $1M donation of Rule 20A work credits
from Supervisor Hahn’s Office.
CHRISTMAS TREE RECYCLING PROGRAM
Through January 14th
To participate, place your tree next to your green waste,
with decorations and stands removed. Republic Services
will transport it to a facility where it will be used for mulch,
compost, and landfill cover. Flocked trees and trees
coated with fire retardant will be accepted. Please cut
trees over six feet in half. Do not place trees in plastic
bags. If you have questions, please contact Republic
Services Customer Service Department at 1-800-299-4898.
DEVELOPMENT COSTS
The City is requiring applicants for development projects
that require a public hearing to pay for advertising costs
in the Daily Breeze. These costs are several hundred
dollars and were previously not paid by the applicant, but
absorbed by the City. A standard fee will be determined
by the City Council at a future date.
RHCA WANTS TO HEAR FROM YOU ABOUT
CELL SERVICE
RHCA is working with cell service providers on what future
cell service could look like in Rolling Hills. RHCA will be
emailing a link to an online survey to all residents via
DwellingLive notification system on January 5th. The
survey will be open for 10 days. One response per person.

RHCA DIY SANDBAG STATIONS
The RHCA is providing sand and sandbags for RH residents
at the following locations:
• Behind the RHCA office
• Fire Station 56
• Crest Road East, just east of Eastfield Drive
Please be sure to bring your own shovel! Sandbags must
be assembled on site.
