CITY COUNCIL James Black, M.D. Bea Dieringer Leah Mirsch Jeff Pieper Patrick Wilson January 19, 2023 Issue No. 23-02 GREEN WASTE COMMUNAL BIN EVENT Beginning January 20 through January 27, five 40 cubic yard green waste bins will be placed in the southwest quadrant of the community . The communal bins are provided free of charge to residents to encourage vegetation management on private property. The bin locations are available on the city’s website: www.rolling- hills.org. The bin locations have been vetted with Republic Services and the Rolling Hills Community Association for easy access without causing disruptions in the easement. Additionally, the bin locations are rotated between four quadrants of the community to spread the services throughout the community. There will be a 90 minute Professional Coaching Clinics for Tennis and Pickleball, both at 8.30 am. After the coaching there will be drop-in play and then at 11am a catered lunch and drinks social. All Residents are welcome whether you play or not. PUBLIC HEARING: EASTFIELD DRIVE UNDERGROUND UTILITY DISTRICT On November 14th, the City Council approved Resolution No. 1316 forming the Eastfield Drive Underground Utility District (“District”) and set a public hearing on January 23, 2023. Another letter was sent to those affected residents earlier this week to inform them of the public hearing to approve Resolution No. 1322. Approval of Resolution No. 1322 is required for SCE to begin designing the undergrounding system to replace the existing overhead facilities within the District. City Staff conducts regular monthly meeting with SCE, other utility companies and RHCA to ensure that there is coordination and collaboration between the multiple entities to begin design of the underground utility infrastructure. Staff initiated a site walk with SCE representatives on January 11, 2023 to assist with moving the process along to meet the grant completion deadline of August 4, 2024. The City received grant funding for the District in early 2022 from CalOES/FEMA. More recently, the City received $1M donation of Rule 20A work credits from Supervisor Hahn’s Office. Please contact Vanessa Hevener for questions. 8” SEWER MAIN PROJECT UPDATE The engineering design of the 8” sewer main along Portuguese Bend Road from the Main Gate down to Rolling Hills Road to connect to an existing main line at Lariet Lane is on-hold. In previous meetings, the City Council directed staff to seek the Los Angeles County Sanitation District to phase the full project as follows: • Phase 1, install new 8” sewer main from Main Gate to Lariet Lane; • Phase2, upsize downstream existing sewer main near Rolling Hills Road/Crenshaw Boulevard to accept discharge from Rolling Hills City Hall, Rolling Hills Community Association building, and restrooms at the Main Gate and potentially at the Tennis Courts. In accordance with the City Council’s direction, staff requested concurrence from the Cities of Rolling Hills Estates and Torrance to phase the project. Both agencies did not object provided that the Los Angeles County Sanitation District concurs with the phasing. The City Council allocated budget from the General Fund Reserve to have Willdan Engineering update the City’s technical document show calculations that discharge from the City Hall campus would not diminish the capacity of downstream sewer main line to impact discharges from the two agencies. The updated technical document will be presented to the City Council at the January 23, 2023 City Council meeting for approval before the document is shared with Rolling Hills Estates and Torrance. Also in previous meetings, the City Council directed staff to pursue grant funds for the construction of the 8” sewer main, specifically for phase 1.
