A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS SUPPORTING THE SOUTH BAY JUVENILE
DIVERSION PROJECT IN SEEKING FUNDING UNDER THE
UNIFORM COUNTY JUSTICE SYSTEM SUBVENTION PROGRAM
OR OTHER APPROPRIATE PROGRAMS
WHEREAS, the County of Los Angeles, via its Uniform County
Justice System Subvention Program, commissioned an evaluation of the
impact of Juvenile Diversion in Los Angeles County by Drs. Mark Lipsey
and Judy Johnston; and
WHEREAS, the.results of that evaluation show that the Youth-
Service/Diversion Projects have had a significant effect in preventing
juvenile delinquency in the County, in a cost effective manner; and
WHtREAS the City of Rolling Hills is part of a Youth Service/
Diversion Project known as the South Bay Juvenile Diversion Project which.
is a member of the Youth Policy Council/Delinquency Prevention Association
of Los Angeles County; and
WHEREAS, the County of Los Angeles has available 17.8 million
dollars from the State under the Uniform County Justice System Subvention
program for Juvenile Delinquency Prevention Programs; and-
WHEREAS, the Los Angeles Regional Criminal Justice Planning
Board has, in the past offered Juvenile Justice and Delinquency Prevention
funds to the Youth Policy Council/Delinquency Prevention Association to
serve as matching funds for Uniform County Justice System.Subvention
Program dollars; and
WHEREAS, the'Los Angeles Regional Criminal Justice Planning
Board has indicated a continuing willingness and desire to.use:.Juvenile
Justice and Delinquency Prevention funds as_a match for compatible pro-
gram funds; and
WHEREAS, the intent of Uniform County Justice System Subven-
tion Program is within the scope of the activities offered by the South
Bay Juvenile Diversion Project; and
WHEREAS, the City of Rolling Hills has invested great amounts
of time, resources and money in the planning, implementation and opera-
tion of the South Bay Juvenile Diversion Project which funds community-
based agencies toprovide services to yough in nine cities in the South.
Bay;
NOW, THEREFORE, BE IT RESOLVED that the City of Rolling Hills
supports the South Bay Juvenile Diversion Project in seeking funding
under the Uniform County Justice System Subvention Program or other
appropriate Programs and urges the.County of Los Angelesto recognize
the already established youth service delivery system for all appropriate
funds flowing to the City.
