2023-03-30_Spcl_Newsletter_Middleridge CITY COUNCIL ALLOCATED NEARLY $500K TO EXTEND THE USEFUL LIFE OF THE MIDDLERIDGE LANE STORM DRAIN The rainy season of 2021 and 2022 resulted in sinkholes in three locations along the Middleridge storm drain, owned by the Los Angeles County, but maintained by the City of Rolling Hills via an agreement between the two agencies executed in the 1970s. In early 2023, more rain resulted in further sinkholes along the length of the aging pipe. Before 2023, the most recent repair was in September 2022. At that time, the City Council recognized that these spot repairs would likely continue with time and more precipitation. In response, the City Council commissioned a video of the entire length of the storm drainpipe for a wellness check. Additionally, the City Council requested the expertise of the Los Angeles County Public Works Department to provide engineering recommendations to appropriately maintain and operate the system. Video images showed that there is a system-wide pipe deterioration. Engineers with the Los Angeles County Public Works Department recommended removing certain segments of the pipe and replacing with new pipe. The City Council prioritized the sinkholes that developed in early 2023, shared the video images with the contractor EC Construction, and solicited the contractor’s recommendation for repair. EC Construction was the contractor commissioned by the City to spot repair the drainage system in 2022. Before the successive rainstorms that followed the 2023 sinkholes, in EC Construction’s opinion, the entire Middleridge storm drain can be lined (insert a pipe within a pipe). After the successive rainstorms to date, EC Construction opined that certain spot repairs are necessary before pipe lining can a viable option. At the March 13, 2023 meeting, the City Council approved a contract for $451,000 to have EC Construction spot repair where necessary, and line the entire pipe to extend the useful life of the existing storm drain system. EC Construction is currently ordering materials, scheduling work force and anticipates site work commencing on Monday April 17, 2023. The project duration is approximately 30 working days.
