CITY COUNCIL James Black, M.D. Bea Dieringer Leah Mirsch Jeff Pieper Patrick Wilson April 6, 2023 Issue No. 23-07 CITY COUNCIL DISCUSSING POLICIES OR ORDINANCE REGARDING REFUSE SERVICE BILLINGS At the March 13, 2023 City Council meeting, the City Council referred an item regarding refuse service billings to the Solid Waste & Recycling Committee. They met on Thursday, April 6th, and will provide a verbal report and potential recommendations to the City Council on Monday, April 10th. Considerations include adopting a mandatory trash ordinance or policies that define when and under what circumstance a parcel would not be billed. THE FIRE DEPARTMENT TELLS ALL: Secrets to June’s Brush Clearance Inspections Sunday, April 30, 2023 – 4pm-6pm The Block Captain Program is planning an educational event with free food and libations to help provide information on the LA County Fire Department’s upcoming brush clearance inspections. The keynote speaker will be Chief Brian Bennett. He will also hold a Q&A with attendees. Stay tuned for more information. ACTIVE-DUTY DEATH OF LA COUNTY FIRE FIGHTER SPECIALIST JEFFREY WINDLE It is with great sadness the #LACoFD shares the active- duty death of Fire Fighter Specialist Jeffrey Windle on Sunday, March 26, 2023. Fire Fighter Specialist Windle faithfully served the Fire Department for 22 years and was last assigned to Fire Station 56 in the City of Rolling Hills. To ensure the proper care and support of the Windle family and our team members, Fire Chief Anthony C. Marrone has activated their chaplains, peer support, and memorial management teams. Fire Station 56 and Specialist Windle supported the Rolling Hills Block Captain Program on wildfire mitigations and education within our community. We will miss Jeffrey, his dedication to the fire service, and lasting impacts on both our local fire station and the greater community. RIP Fire Fighter Specialist Windle. SAVE THE DATE! Type the following address into the search bar of your favorite browser, or use the provided QR Code. https://www.rolling-hills.org/government/environmental ACCESSORY DWELLING UNITS Over the past few years, the State has changed the rules on accessory dwelling units (ADUs) making it easier for them to be built. Cities are required to update their ordinances to make them consistent with State law. Rolling Hills last updated its ADU Ordinance in January 2023 to bring it into compliance with the new requirements. The recent changes allow certain ADUs to be taller, amends front setback requirements, prohibits cities from denying ADUs under certain circumstances, and includes other amendments. Rolling Hills also recently updated its Housing Element, which relies heavily on ADUs to meet housing obligations required by the State. Although ADU requirements are getting easier, many applicants find it expensive to upgrad e septic systems, install utility services, and improve driveway access. The South Bay Cities Council of Governments (SBCCOG) has prepared an ADU Calculator (southbaycities.aducalculator.org) to help estimate costs, however, each property is different so there may be costs not factored into the ADU Calculator. If you are interested in building an ADU and have question on the City’s requirements, please contact the Planning Department. DOORS OPEN PENINSULA 2023: CELEBRATING 100 YEARS OF PV PENINSULA HISTORY The Palos Verdes Library District & Peninsula Friends of the Library are spearheading Doors Open Peninsula 2023: Celebrating 100 Years of History on the Palos Verdes Peninsula (DOP 2023). DOP commemorates a real estate rally held in Malaga Cove 100 years ago that essentially launched the modern Palos Verdes Peninsula development. The main event is a Peninsula -wide open house on June 17, exactly 100 years to the day of the original rally. It is an opportunity for our community to learn the unique history of Peninsula sites, organizations, and areas by visiting participating sites on the 17th.
