CITY COUNCIL James Black, M.D. Bea Dieringer Leah Mirsch Jeff Pieper Patrick Wilson May 17, 2023 Issue No. 23-10 CITY HALL CLOSED DUE TO CONSTRUCTION: FRIDAYS MAY 19, 26 & JUNE 2ND Crews have begun replacing City Hall’s heating, ventilation, and air conditioning. Because the work requires lead and asbestos abatement as a result of insulation, ducts, and ceiling replacement, staff is working closely with the contractor to mitigate impacts to operatio ns, visitors and employees during business hours. To minimize disruption to operations and expedite the overall project schedule, City Hall will be closed for two more Fridays in May and one in June. Staff will be accessible and continue to provide services by working remotely on those days. HOLIDAY TRASH COLLECTION SCHEDULE There will be no trash/green waste collection on Monday, May 29th. If your trash is normally collected on Monday, it will be collected on Tuesday and if it is normally collected on Tuesday, it will be collected on Wednesday. SOLID WASTE & RECYCLING COMMITTEE MEETING REGARDING REPUBLIC SERVICES REQUEST REGARDING A MODIFICATION TO SOLID WASTE SERVICES Tuesday, May 23, 2023 at 4pm | City Hall Chamber In February 2022, Republic Services informed the City that its CVT processing facility in Anaheim was significantly damaged due to fire. They indicated it was a "force majeure" event which affected their ability to process the City's residential recyclables and organic materials under the terms of their Agreement. Republic began diverting the City's collected materials to other facilities on a temporary basis until the damaged facility could be rebuilt or other permanent solutions could be considered. Republic Services has offered solutions to continue providing service and meet state diversion requirements. This item came before the City Council on May 8th and has been referred to the Committee for further analysis, discussion and recommendation back to City Council. ROLLING HILLS CRIMES REPORTED For the time period April 23- May 6 , 2023 1 Residential Burglary U P C O M I N G C I T Y M E E T I N G S City Council Meeting 05/22/23 at 7:00 pm Planning Commission Meeting 6/20/22 at 6:30pm Traffic Commission Meeting 5/25/23 at 8:30am PROPOSITION 218 NOTICE ON POTENTIAL REFUSE COLLECTION SERVICE FEE INCREASE In accordance with state law, and the City Council’s direction to staff at the March 27, 2023 meeting, each resident has now received a notice on the potential refuse service fee increase. A public hearing is scheduled on June 12, 2023 at 7:00 p.m. in Council Chambers for residents to share their thoughts on the matter. Residents can also submit a written protest to the increase. FOLLOWUP ON MAY 4th NEIGHBORHOOD MEETING HOSTED BY THE WOMEN’S CLUB The Women’s Club hosted a successful Neighborhood Meeting at the Godarzi’s house on May 4th. Some items discussed included: (1) having Republic Services stay off the road while transferring trash on Portuguese Bend Road south of Crest Road; (2) traffic safety on Outrider Road; (3) reports of no speed limit signs on Portuguese Bend Road. Staff has reached out to Republic Services and they will be making necessary adjustments to have trucks transfer trash in the turnout area on the side of Portuguese Bend Road. The traffic safety issue on Outrider and the speed limit signs have been referred to the Traffic Commission for consideration at its May 25th meeting. The meeting starts at 8:30 a.m. at City Hall and residents are welcome to attend. CODE ENFORCEMENT SERVICES Code enforcement is available on Tuesdays and Thursdays from 7:30 a.m. to 2:30 p.m. The City’s Code Enforcement Officer is Noah Roque of 4LEAF Inc. CAL WATER ROLLING BACK TO STAGE 1 OF WATER SHORTAGE CONTINGENCY PLAN California Water Service (Cal Water) submitted a filing with the California Public Utilities Commission (CPUC) to rescind Stage 2 of its Water Shortage Contingency Plan because of improved drought conditions and increased water supply throughout its districts. Stage 1 becomes effective immediately but remains subject to a 30-day review period by the CPUC. Although Cal Water is moving to Stage 1, customers must continue to observe any city or county landscape irrigation ordinances in effect. Cal Water also encourages customers to remain vigilant about their water use and, in particular, ensure landscaping actually needs water before irrigating it. Some outdoor water-use restrictions remain in place, including: • No watering of non-functional turf at commercial, industrial, and institutional properties. • Watering only between the hours of 6 p.m. & 8 a.m. • No watering of outdoor landscapes during and within 48 hours after measurable rainfall. • Only washing vehicles with a hose that has a shutoff nozzle or similar device, or at a car wash that uses recycled water. • No watering driveways, sidewalks, or other paved areas, unless for health and safety purposes.
