CITY COUNCIL James Black, M.D. Bea Dieringer Leah Mirsch Jeff Pieper Patrick Wilson June 8, 2023 Issue No. 23-11 PROPOSITION 218 HEARING ON POTENTIAL REFUSE COLLECTION SERVICE FEE INCREASE In accordance with state law, the City Council will conduct a public hearing on June 12, 2023 at 7:00 p.m. in Council Chambers. Residents are encouraged to share their thoughts on the matter. Refuse collection service is provided by Republic Services. Republic Services charges the city for the service. The city bills residents via the property tax. Annually, the service rate is increased per the terms of the franchise agreement between Republic Services and Rolling Hills. The City Council has been subsidizing service fee increase using General Fund for over ten years. Because of the subsidy, the city has not had to conduct a Proposition 218 hearing as the service rates remained unchanged. At the June 12, 2023 public hearing, the City Council will decide to continue the subsidy or pass on the rate increase to the residents. FISCAL YEAR 2023-2024 BUDGET DISCUSSION Annually, in June, the City Council works with staff to build a budget for the next fiscal year. Fiscal year is from July 1 to June 30. The next regular City Council meeting is scheduled for Monday, June 12, 2023. The City Council will be discussing recommendations from the Finance/Audit/Budget Committee of the City Council, comprising of Councilmembers Jim Black, and Jeff Pieper, on capital improvement projects for Fiscal Year 2023-2024. Staff recommended two projects for next fiscal year’s workplan: (1) City Hall Campus Backup Power Project, and (2) City Hall ADA Improvement Project. The Finance/Audit/Budget Committee recommends the City Council allocate budget for the City Hall campus backup power project but not the City Hall ADA Improvement Project. Additionally, the Finance/Audit/Budget Committee recommended a 5% cut across the board to City Hall operations. The Finance/Audit/Budget Committee also recommended not to continue to pay for fire fuel management for two areas closest to the border of Rolling Hills, in the Nature Preserve. The Finance/Audit/Budget Committee expressed that there should be other sources of funds, aside from General Fund to continue fire fuel management. CAPITAL PROJECTS COMPLETION! On the week of June 5, 2023, two capital improvement projects were completed: (1) Middleridge storm drain repairs and (2) Demolition and removal of the non- working diesel standby generator from the City Hall campus. A third project, the City Hall HVAC Repairs, is slated to complete on the week of June 26, 2023. City staff is elated about the City Hall HVAC Repairs project as the staff experienced the summer of 2022 without air conditioning, and the winter of 2023 without heating. ROLLING HILLS CRIMES REPORTED For the time period May 7- 27, 2023 None U P C O M I N G C I T Y M E E T I N G S City Council Meeting 06/12/23 at 7:00 pm Planning Commission Meeting 6/20/22 at 6:30pm Traffic Commission Meeting 7/27/23 at 8:30am CITY MANAGER RECRUITMENT City Manager Elaine Jeng resigned from her post and her last day at City Hall is Friday, July 7, 2023. The City Council as met in closed session to discuss her replacement. The City Council completed a recruitment brochure, and advertised the recruitment in many governmental outlets to attract talent. The recruitment for the next City Manager will close on June 26, 2023. The City Council anticipates conducting interviews with candidates in early July 2023. ADMINISTRATIVE ASSISTANT RECRUITMENT Administrative Assistant Connie Viramontes was on extended leave since December 2022. In mid-May 2023, Connie separated fro m the city. City Clerk/Executive Assistant to the City Manager, Christian Horvath oversees the work of the Administrative Assistant. He will be conducting a search for the next Administrative Assistant. NEW REPUBLIC SERVICES OPERATIONS SUPERVISOR FOR ROLLING HILLS For operational and service issues, please contact new Area Supervisor Felipe Vazquez at fvazquez@republicservices.com COX COMMUNICATIONS UTILITY LINE UNDERGROUNDING ON CREST ROAD EAST Cox Communication s will be undergrounding utility lines on Crest Road East from 62 Crest Road East to the closed gate starting June 19, 2023. The work is a part of the city’s Crest Road East utility undergrounding grant project . The other utility companies are not as advanced but are expected to follow Cox Communications later in the year. Please expect delays and plan accordingly. Work is expected to last for one month. Please contact City Hall with questions. CAL WATER MAIN LINE AND FIRE HYDRANT REPLACEMENTS STARTING JUNE 12TH California Water Service (Cal Water) will be replacing the water main line and fire hydrants starting Monday, June 12, 2023 on the following streets: Georgeff Road, Buckboard Lane, El Concho Lane and Reata Lane. The work will be performed Monday through Friday between 8 a.m. and 5 p.m. Cal Water will make every effort to minimize traffic delays during construction, which is estimated to take 12 weeks. Follow up work and testing will occur after construction. Brief interruptions to water service may occur, but Cal Water will provide prior notification to those affected.
