CITY COUNCIL James Black, M.D. Bea Dieringer Leah Mirsch Jeff Pieper Patrick Wilson June 22, 2023 Issue No. 23-12 FISCAL YEAR 2023-2024 BUDGET ADOPTION At the next regular City Council meeting on Monday, June 26, 2023, the City Council will conduct a public hearing to adopt the Fiscal Year 23/24 Budget. CITY COUNCIL SPECIAL ACTIONS As noticed in a special blue newsletter last week, three key decisions were made at the June 12, 2023 City Council meeting. 1. Outdoor Siren Project: After more than two years of discussions, the City Council directed staff to engage HQE Systems, Inc. for implementation of an outdoor siren system for approximately $261,200. The speakers, on three poles, will emit siren sounds in addition to intelligible voice (spoken message.) The system is intended to alert the residents of Rolling Hills during an emergency event when communications via cell phones, landlines, and the internet are not feasible. 2. Refuse (Solid Waste) Rate Increase: Rolling Hills is served by Republic Services for solid waste collection via a franchise agreement with the city. Republic Services is paid by the city. The city then collects the service fee from residents via annual property tax bill s. Annual rates reflect services from July 1 to June 30. For many years, the City Council subsidized Republic’s annual rate increases for residents. The increase from Fiscal Year (FY) 22/23 to FY 23/24 is approximately $300 per parcel. Anticipating a deficit to the operating budget for next fiscal year , the City Council voted 4/1 to discontinue the subsidy and pass the rate increase on to the residents for FY 23/24. 3. Approval Of Recommended FY 23/24 Budget: City Council approved the following proposed FY 23/24 budget elements (except the Finance Dept. request): • Elimination of fire fuel maintenance in the Nature Preserve (two areas closest to city border ) • 5% cut across the board to the City Administration and Planning/Community Services Departments; • Reduction to the Block Captain Program budget, based on expenditures trends for current FY; • Offset General Fund using Measure W clean water County allocations to meet stormwater mandates • Offset General Fund using the city’s PARS 115 Trust to remit annual pension payments to CalPERS • Allocate $250K to City Hall back-up power project • Increase law enforcement budget per the LA County Sheriff’s Department rate increase • Increase Finance Dept. budget by $20K based on expenditure trend & service level for current FY ROLLING HILLS CRIMES REPORTED For the time period May 28 – June 10, 2023 None U P C O M I N G C I T Y M E E T I N G S City Council Meeting 06/26/23 at 7:00 pm Planning Commission Meeting 7/18/22 at 6:30pm Traffic Commission Meeting 7/27/23 at 8:30am OPEN HOUSE TO SAY GOODBYE TO CITY MANAGER ELAINE JENG WHEN: Monday, June 26, from 5:00 - 6:30 pm WHERE: Rolling Hills City Hall The city will be hosting an Open House to say goodbye to City Manager Elaine Jeng. Everyone is invited to stop in for light refreshments and to wish Elaine all the best in her new position as City Manager for Palos Verdes Estates. During her 4-plus years here in Rolling Hills, Elaine has assisted the community with countless issues and built many relationships. She is looking forward to being able to express her thanks for your friendships and support, and to say goodbye. SAVE THE DATE : ART FOR SAFETY EVENT SUNDAY, AUGUST 27, 2023 from 4-5:30pm The Block Captain’s Program, in collaboration with longtime resident and local artist Don Crocker , will be proposing a potential social and educational event in August to the City Council at their next meeting. Mr. Crocker has proposed to sell his artwork at the event and donate 25% of sales to the City of Rolling Hills for implementation of emergency preparedness measures. JUNE 26-29 CONSTRUCTION AT MAIN GATE / TENNIS COURT #1 Excavation and placement for the new Main Gate septic tank will take place next week, Monday through Thursday. Tennis Court #1 will be closed 7:30am – 4pm on these days. On Thursday, June 29th the visitor lane at the main gate will be closed. All incoming traffic will be routed through through the resident lane. The RHCA recommends that residents and visitor use the Crest and Eastfield gates on Thursday. If you must use the Main Gate, expect delays. FRONTIER FIBER LINE UNDERGROUNDING ON CREST ROAD EAST AND WEST Frontier Communications will be undergrounding new fiber lines along the entirety of Crest Road East and West over the next month. Please expect delays and plan accordingly. Please contact City Hall with questions. COX COMMUNICATIONS UTILITY LINE UNDERGROUNDING ON CREST ROAD EAST Cox Communications will be undergrounding utility lines on Crest Road East from 62 Crest Road East to the closed gate. Work started June 19th and is a part of the city’s Crest Road East utility undergrounding grant project. Please expect delays and plan accordingly. Work is expected to last one month. CAL WATER MAIN LINE AND FIRE HYDRANT REPLACEMENTS California Water Service’s (Cal Water) replac ement of the water main line and fire hydrants started Monday, June 12, 2023 on Georgeff Road, Buckboard Lane, El Concho Lane and Reata Lane. Work will be performed Monday through Friday between 8 a.m. and 5 p.m and is estimated to take 12 weeks. Follow up work and testing will occur after construction. Brief interruptions to water service may occur, but Cal Water will provide prior notification to those affected.
