COYOTE MANAGEMENT
Fernando Barrera, who works for the LA County
Agricultural Commissioner/Weights & Measures, has
been providing coyote management services on the
Peninsula for a number of years. However, this year
Fernando’s services will be limited due to budgetary
constraints with the County. Residents will have to
contact City Hall directly instead of reaching out to
Fernando. Residents should only call in the event of a
coyote attack or aggressive behavior. Sightings of a
nonaggressive coyote are not cause for concern. For

Supervisor Hahn, in response to the concerns expressed
by Peninsula residents about recent property crimes in
Rancho Palos Verdes, Rolling Hills Estates, Rolling Hills, and
Palos Verdes Estates, has invited LA County Sheriff Robert
Luna to a town hall meeting in Rancho Palos Verdes for a
public discussion. They would like to hear your questions

FREE CATALYTIC CONVERTER THEFT
PREVENTION ETCHING EVENT FOR RESIDENTS
WHEN: Saturday, July 29, 2023 from 9am to 1pm
WHERE: RPV City Hall – 30940 Hawthorne Blvd.
The theft of catalytic converters has grown considerably
nationwide and become a hot commodity for thieves
because of their value, relative ease to steal (unbolt or
cut out), and lack of identifying markings. The lack of
identification makes it hard to identify victims and
successfully apprehend and prosecute criminals. Thieves
take stolen catalytic converters to metal recyclers who
will pay up to $250 per converter for the precious metals
inside them. Victims, however, will pay an average of
$1000 (or their deductible) to replace it.
As a result, the Los Angeles County Sheriff's Department
will hold an etching event for the residents of Rolling Hills,
Rolling Hills Estates and Rancho Palos Verdes on Saturday,
July 29, 2023 from 9am to 1pm. It is first come, first served…
so please show up early if you would like to take
advantage of this free service.

SUPPLEMENTAL TRAFFIC ENFORCEMENT
The City contracts with the LA County Sheriff’s
Department for supplemental traffic enforcement (STE) to
further enforce traffic violations. In March, the Traffic
Commission discussed the contract and had concerns
with the lack of speeding tickets being issued and the
lack of deputies trained at using techniques to issue
speeding citations. In April, the City Council discussed the
matter and the Traffic Commission’s concerns and voted
to eliminate STE. Subsequently, the Sheriff’s Department
has acquired more trained deputies that can enforce
speeding violations. Based on this information, the City
Council decided at its June 12th meeting to reinstate STE.
The budget for STE will be reviewed by the Traffic
Commission on Thursday, July 27, 2023, at 8:30 AM. The
meeting is open to the public. For more information,

LOCAL STORMWATER MANAGEMENT AND
POLLUTION CONTROL
Late last year, the City Council amended its ordinance to
comply with the LA Water Board’s stormwater permit. This
requires certain projects to reduce pollutants in storm
water, prevent illicit discharges, and regulate non-storm
water discharges to the storm sewer system using
methods such as low impact development (LID.) LID uses
rainwater as a resource onsite while creating
aesthetically appealing landscape features. LID
minimizes stormwater runoff which reduces impacts to
downstream properties, drainage infrastructure, aquatic
habitats and recreational waterbodies. For more

DO YOU KNOW YOUR EVACUATION ZONE?
LA County’s Office of Emergency Management has
divided the City of Rolling Hills into three (3) Evacuation
Zones. Portuguese Bend Road (PBR) and Crest Road act
as the dividing “lines” between zones.
• If you live west of PBR & North of Crest - Zone 1
• If you live east of PBR & North of Crest – Zone 2
• If you live on the south side of Crest – Zone 3
In the event of an emergency requiring evacuation –
residents are asked to learn and remember their zone.
