9/10/19632-03 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA September 10, 1963 The regular meeting of the City Council of the City of Rolling Hills was called to order at 7:30 P.M., on Tuesday, September 10, 1963, in the City Hall by Mayor. Amberg. Hammond Dr. Paul Jernstrom Margaret McKean APPROVAL OF MINUTES On motion of Councilman Goodman, seconded by Councilman Van Note and unanimously carried, the minutes of the meeting held August 26, 1963 were approved as written. STUDY OF COURT REORGANIZATION IN LOS ANGELES COUNTY The City Clerk read a letter dated August 28, 1963 from the California Legislature, Assembly Judiciary Committee. notifying the City of its intention to study the problems of court reorganization in Los Angeles County, with particular attention directed toward the various consolidation plans for the Municipal and Justice Courts within the County, hearing dates set for October 30 & 31, 1963 in Los Angeles and inviting City Officials to attend. The letter was received and filed. RESOLUTION OF APPRECIATION TO CAPTAIN MAX E. KRUKOW The City Attorney read a resolution entitled "Resolution Of Appreciation To Captain Max E. Krukow." On motion made -by Councilman O'Flaherty and seconded by Councilman Goodman the fol- lowing resolution was adopted by the following vote: AYES: Councilman Goodman, O'Flaherty, Van Note and Mayor Amberg NOES: None ABSENT: Councilman Tourtelot 2 ,0 4 September 10, 1963 "WHEREAS, the Lennox Station of the Sheriff's Office of Los -Angeles County provides the City of Rolling Hills with law enforcement and police pr.otection.;.and WHEREAS, Captain•.Max E. Krukow is the officer in charge of the Lennox Station, from April 4, 1962., to August 12, 1963; and WHEREAS, during that time he has at all times conducted the affairs and business of his command efficiently and intelli- gently and has brought credit and distinction not only to the City of Rolling Hills, but to the officers and men who have served under him; and WHEREAS, he at al,l times has given of his time and effort to protect the rights and property of the residents of the City of Rolling Hills and to impartially enforce the law; NOW, THEREFORE, BE IT RESOLVED that the City.Council of the City of Rolling Hills does express.to Captain Max E."Krukow its sincere thanks and appreciation.for his faithful service and continuing effort for and on behalf of the residents of the City of Rolling Hills, and wish for him all happiness and good.fortune which he so justly merits by reason of his integrity in the conduct of the Office of the Commander of the Lennox Station of.the Sheriff's Office of Los Angeles County -in the past sixteen months. BE IT FURTHER RESOLVED that this Resolution be.spread upon the Minutes of this Meeting and that the Mayor shall sign the same and a suitable.copy be delivered to Captain Max E. Krukow and to.Peter J. Pitchess, Sheriff of Los Angeles County." PROPOSED ORDINANCE AMENDING TRAFFIC ORDINANCE Mayor. Amberg stated that:the reason for the proposed amendment was to slow down -traffic on Portuguese Bend Road and further to protect school children while waiting for school buses. Charles Blenkhorn, Dr. Paul Jernstrom and Joshua Hammond, all residents of Southfield Drive, appeared before the Council to object to the proposed stop signs on Portuguese Bend Road at upper Blackwater Canyon Road and suggest that traffic speed be reduced in that area instead. After discussion.by the Council, the matter was ordered-, tabled until the next meeting. COTTON AND FRANCISCO.AUDIT REPORT It was moved by Councilman Van Note, seconded by Councilman O'Flaherty and unanimously carried that the Cotton and Francisco Audit Report for the fiscal.year 1962-63 be accepted and ordered filed. -2- 205. September, 10, 19.63 CITY TREASURER'S REPORT The report of the City Treasurer was submitted for the month of July, 1963 which stated that as of July 31, 1963 the balance in the General Fund was $41,860.82, including $24;814.00 in U. S. Treasury Bills; in the Motor. Vehicle In Lieu Fund the balance was $15,577.57, including $9,922.95 in U. S. Treasury Bills; in the Traffic Safety Fund a balance of,$622.54 and in the Special Deposits'Fund a balance of $323.42. The report of the City Treasurer was submitted for the month of August, 1963 which stated that as of August 31, 1963 the balance in the General Fund was $43,461.01, including $24,804070 in U. S. Treasury Bills; in the Motor Vehicle In -Lieu-Fund the balance was $121680.27, including $9,918.55;in U. S: Treasury Bills; in .the Traffic Safety Fund a balance of C O $568.30 and in the Special Deposits Fund a.balance of $323.42. �= On motion of Councilman. Van Note, seconded by m 'Councilman. O'Flaherty and unanimously carried the Treasurer's reports were approved and ordered filed. PAYMENT OF CITY BILLS The motion was carried by the following votes AYES: Councilmen Goodman, Van Note, O'Flaherty and Mayor Amberg NOES: None ABSENT: Councilman Tourtelot CONDEMNATION OF ADMINISTRATION BUILDING The City Attorney advised the Council that the matter of the condemnation of the Administration Building had been set for pre-trial and that as yet no date for hearing had'been set. He further stated that he had been in contact with Mr. Harold $treight of Palos Verdes Properties who had informed him that -3 - The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Van Note and seconded by Councilman. Goodman. that Demands 1468 through 1474 be approved for payment from the General Fund to wit: NO. Regional Planning Commn. 149.31 1474 Rolling Hills Community Association 8,655.70 TOTAL TO BE PAID. $9,238..93 The motion was carried by the following votes AYES: Councilmen Goodman, Van Note, O'Flaherty and Mayor Amberg NOES: None ABSENT: Councilman Tourtelot CONDEMNATION OF ADMINISTRATION BUILDING The City Attorney advised the Council that the matter of the condemnation of the Administration Building had been set for pre-trial and that as yet no date for hearing had'been set. He further stated that he had been in contact with Mr. Harold $treight of Palos Verdes Properties who had informed him that -3 - September 10, 1963 they are contemplating an appraisal but nothing had been. done .at this time. CONDEMNATION OF EASTFIELD PROPERTY It•was.moved�by Councilman Goodman that the City - Attorney -be instructed to discuss the matter of appraisal of the`Palos Verdes Properties parcel at Eastfield Gate and the parcel adjoining it to the North with at least -two appraisers, determine what their charges would be, and report back to the Council at the next meeting. The motion was seconded by Council- man Van. Note and unanimously carried. SCHOOL DISTRICT ADMINISTRATION CENTER - Mayor Amberg stated that he, Councilman Van -Note and Mr. Walter Ralphs had met -with the Board on September 9, 1963 and that the proposed acquisition of a portion of School District property by the City was being studied by that body. RESOLUTION NO. 9 - ROLLING HILLS PLANNING COMMISSION - RECOMMENDING AMENDMENT OF ORDINANCE NO. 33, DEFINING LOT AREA REQUIREMENT - The matter was ordered tabled. SOUTH GATE BREAKAGE The City Manager stated that at the meeting August 26, 1963 she had reported that there had been excessive breakage at the South Gate. She further reported that the Sheriff's Depart- ment was assisting in collection of damages for recent gate breakage involving two young Redondo.Beach residents. .The City Manager reported that Card -Key System, Inc. in Burbank could supply a spike device called Trafitrol at approximately $870 per -lane which would enable outbound traffic to exit, but would prevent ingress in that lane. She further reported that at present the device could not be used in con. - junction with a gate card for entry so it would be useful only in the -outbound lane. After discussion, the City Attorney was askeid to research the use of Motor'Vehicle in Lieu.funds_for this pur- pose and also the liability -in connection with the use of such a device and report back at the next meeting. MRS. JOSEPH -FERDERBER The City Attorney read in full a letter -from Mrs. Joseph Ferderber, 5 Poppy Trail registering a complaint against the use of City property for religious Christmas Decorations, as displayed by -the Rolling Hills.Garden Club.during the 1962 holiday season. Discussion followed during which the Mayor stated that -the use of the property does not constitute the endorse- ment of any religion. The letter was ordered received and filed. -4- September 10, 1.963 ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman O'Flaherty, seconded by" Councilman.
