CITY "COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA September 23, 1963 The regular meeting of the City Council of the City of Rolling Hills was called to order at 7:30 P:M., on Monday, September 23, 1963 in the City Hall by -Mayor Amberg. ROLL CALL Present: Councilmen. MINUTES On motion of Councilman Goodman, seconded by Councilman Van Note and unanimously carried, the minutes of the meeting held September -10, 1963 were approved as corrected. CORRESPONDENCE The City Clerk read the following: a) Letter dated September 18, 1963 from Los Angeles County Supervisor Burton W. Chace expressing his thanks and appreciation for the plaque presented to.him by the City of Rolling Hills at a Testi- monial Dinner in his honor held September 3, 1963 at the Polynesian Restaurant, Torrance,.California. b) Letter dated September 5, 1963 from Chief -K: E. . Klinger of the Los Angeles County Fire Department, informing the City that the Consolidated County Fire Protection District tax rate for the 1963-64 fiscal year is .5774 per one hundred dollars of secured assessed valuation, which is .0180 higher than last year. c) Letter dated September 13, 1963 from the Los Angeles County Heart Association with the information that _the month of February, 1963 would be Heart Fund and Health Education Campaign in the community and asking for the leadership and endorsement of the City. The foregoing letters were received and filed. [1 September 23, 1963 FIRE DEPARTMENT ACTIVITY REPORT - AUGUST 1963 The City Clerk submitted the Fire Department Activity Report for the month of August, 1963. The report was received and filed. CITY -CLERK'S REPORT The City Clerk's financial report for the fiscal year July 1, 1962 to June 30,-1963 was presented to the Council.; a copy of which is -made a,part of these minutes-. On motion of Councilman Van Note, seconded by Councilman Goodman and unani- mously -carried, the City Clerk's report for the fiscal year was approved and ordered filed. PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. A discussion followed during which it was agreed to have the telephone at South Gate removed and eliminate this expense of $13.05 per month since the telephone was for emergency use only. SNOVER Lieutenant Wattenbarger introduced Captain Edwin K. Snover, new Commander of the Lennox Sheriff's Station at which time Mayor Amberg expressed a welcome and appreciation for the past -services rendered by the Station. -2- 21.0 September 23, 1963 CONDEMNATION OF ADMINISTRATION BUILDING The matter was ordered tabled. SCHOOL DISTRICT ADMINISTRATIONCENTER Mayor Amberg stated,that since the last Council meeting the School Board has met and has appointed.representatives from different areas in the -School District to survey the bus and transportation problem. RESOLUTION NO. 9 - ROLLING -HILLS PLANNING COMMISSION RECOMMENDING .AMENDMENT OF ORDINANCE NO. 33, DEFINING LOT AREA -REQUIREMENT The matter was,ordered tabled. SECOND READING AND ADOPTION OF ORDINANCE NO. 54 AMENDING TRAFFIC ORDINANCE NO. 16.. Councilman Goodman read.Ordinance No. 54 entitled "An Ordinance Of The City Council Of The City Of Rolling Hills, California, Amending Ordinance No. 16 Entitled 'An Ordinance 0 * f The City Of Rolling Hills, California, Regulating Traffic WithinSaidCity And Repealing Ordinance No. 1 And All Other Ordinances In Conflict Therewith "(providing for stop signs on Eastfield Drive at Open Brand Road), and moved the adoption thereof. The motion was seconded by Councilman Van Note and' carried by the following vote: AYES: .-Councilmen Goodman, Van Note and Mayor Amberg NOES: None ABSENT: Councilmen Tourtelot and O'Flaherty Ordinance No. 54 is set forth in full in the Book of Ordinances. INTRODUCTION AND FIRST READING OF PROPOSED -ORDINANCE AMENDING TRAFFIC ORDINANCE .A letter was read from Richard Gilman, 7 Pine Tree Lane, stating that he was in favor of the installation of stop signs on Pprtuguese Bend Road at Upper Blackwater Canyon Road. Robert Y. Irwin, Chairman of.the Traffic.Commission, and Jay Sullivan, President of the Rolling Hills Community: Associations expres,sed their conviction that the aforementioned stop signs would bethe only effective means to control speed on Portuguese Bend Road. -3- L� L� September 23, 1963 During the discussion that followed, Councilmen Van Note and Goodman stated they believed a.reduced speed zone might be more effective than stop.signs. ' .Mayor Amberg requested that Captain Snove , r prepare a recommendation on the subject and present it to the Council at the next meeting. Councilman Goodman read in full the title of the proposed Ordinance entitled "An OrdinanceOfThe City.Council Of The City Of Rolling Hills, California., Amending Ordinance No. 16 Entitled 'An Ordinance Of The City Of Rolling Hills, - .California, Regulating Traffic Within Said City And Repealing Ordinance No. 1 And All'Other Ordinances In Conflict Therewith"" (stop signs at Crenshaw and Eastfield Gates; Portuguese Bend Road at Upper. Blackwater Canyon Road for downgrade traffic - only) and moved that the reading in full of the proposed ordi- nance be waived. The motion was seconded by Councilman Van Note and unanimously carried. SOUTH GATE BREAKAGE The City -Manager stated that the City Attorney had been requested to check on two points with regard to the use of road spikes at South Gate; the use of In Lieu funds for this purpose and liability involved with usage of spikes. .The matter was ordered held until the next meeting. PHOTOGRAMMETRIC MAP AND AERIAL PHOTOGRAPH Councilman Van Note stated that he believed that an aerial survey map with an overlay showing lot boundaries would be very useful,to-the City Council and suggestedthat bids be obtained for the purchase of an aerial topographic map for the Council Chamber. After discussion the Mayor instructed the City Manager to obtain bids for mapping services and present them at the next meeting. APPROVAL AND ACCEPTANCE OF DEPUTY CITY CLERK'S BOND The official bond of Charlyne Couch as Deputy City Clerk for the year 1963 in the amount of $1,000.00 was pre- sented to the Council after approval by Councilman Goodman as to form, and on motion made by Councilman Goodman, seconded by Councilman Van Note and unanimously carried, the bond was approved and accepted and ordered filed with the City Clerk. -4- September 23, 1963 'LEAGUE OF -CALIFORNIA CITIES CONFERENCE Mayor Amberg stated that the League of California Cities Conference was to be held in San Francisco, California from October 20 through October 23, 1963. Councilman Goodman moved that funds in the.amount of $100.0-0. be.. approved. for -.expenditure,: fox .City represent4tion..at the Conference by the City Manager, also registration fees for the..City,Manager and City Attorney to be paid.by the City. The motion was seconded by Councilman Van Note and carried unani- mously. OUTSTANDING CITIZEN OF YEAR .Mayor Amberg stated, that he had received a request from the Palos Verdes Peninsula Chamber of Commerce asking for nominations for the outstanding citizen of the year and°that nominations should be in 'by October 10, 1963.
