0455RESOLUTION NO. 455 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA SUPPORTING THE PASSAGE OF SENATE BILL 33 VEHICLE INSPECTION AND MAINTENANCE WHEREAS, the City of Rolling Hills is a local government agency exercising governmental functions in the.South Coast Air Basin; and WHEREAS, the South Coast Air Basin is generally acknowledged to have a'severe air pollution problem with numerous exceedances of the national ambient air quality standards for ozone, carbon monoxide and nitrogen dioxide; and WHEREAS, at least fifty percent of such non attainment air contaminants.come from vehicular sources of air polution; and �. WHEREAS, it is estimated that an effective program of vehicle V inspection and':maintenance can reduce emmissions from vehicular sources V by up to twenty-five percent in a cost effective manner; and WHEREAS, the South Coast Air Quality Management District, the Bay Area Air Quality Management District, and fire other air pollution control districts have jointly developed an effective and flexible program for.annual vehicle inspection and maintenance that can achieve the air pollution reductions described above while pro- viding maximum convenience to the motorist at reasonable cost; and WHEREAS, such program has been submitted to the state legislature by Senator Robert Presley (D -Riverside) as Senate Bill 33; NOW, THEREFORE, BE IT RESOLVED that the City of Rolling. Hills does hereby support and urge the passage of.S.B. 33 as a means of providing a.definite air quality benefit to the citizens of this air basin.
