October 28, 1963 in the City Hall �by Mayor Amberg.

The: City �Attorney -advised the CounGil that the City had
the authority to regulate trasta collection and he recommended
entering into a . formal contract with :the collector, establishing
us�lform charges, hours-�'of collection, type a�nd number of containers, •
etc . Councilman Goodman stated that he believed the subscription
to the service should be voluntary on� the- par� of the -residents
of the City; and that the franchise granted the collector should
be an exclusive onea �
Mayor Amberg directed the City Manager to prepare speci�
fica'tions as to the requirements for rupbish collection service

tions from various private contractorsa
PROPOSED ORDINANCE AMENDING TRAFFIC ORDINANCE-
�PORTUGUESE BEND STOP SIGN
�., The City Manager :read in full, a letter dated October 28,
19,63 from the Board of Directors of the .Rolling Hills Community
- Association with regard to Captain Snover' s report on the Portu�
guese Bend Road-Upper Blackwater Canyon traffic speed problem,
stating .that after eareful study of the report, it is the opinion
� of the Directors that a stop sign at this intersectior� for down�
grade� traffic is necessary. �
Mro Fred Hesse, Vice�President of the Rolling �iiZls
Co�nunity Associationj appeared and stated that the Board strongly
urged the installation of a stop sign .at the above location, . at
least temporarily, until the bridle trail problem has been re-
� solved. °
. After discussion of the matter, Mayor Amberg appointed
Councilmen Tourtelot and Goodman to meet later with .Mr. Hesse
and� another member of the Association- Board to' work out a satis-
-factory �solution for the . trail location.
Mayor �Amberg. then read the_ title and moved the adoption
of a proposed ordinance entitled "An Ordinance of the City Council
of the City of Rolling Hi11s, California, Amending Ordittance No.
16,.Entitled '��An Ordinance of the City of Rolling. Hills, California,
Regulating. Traffic Within Said City and Repealing Ordinance No. 1
and All Other Ordinances In Conflict Therewith° ." The motion was
. seconded by C�ouncilman Van Note and lost by the following vote:

REPORT ON COST OF �SAFE SPEED SURVEY AND RADAR �NSTALLAT�ON
AND MAINTENANCE - CITY MAI��.GER
The City Ma�.ager. reported that the County Road Dept.
' had the necessary equipment mentioned._..in �aptain�Snovei:'s�° .�.:�
traffic report to perform a survey of Portuguese Bend and
Crest Roads, as to safe driving speeds and that Mr. Phil
- Wikoff of the Road Dept. estimated the cost �o . the City at
- approximately $100. She further reported that a Muniquip
Radar Unit similar t� th�se used by the cities . of Palos Verdes �
� Estates and Rolling Hills Estates would cost $938>32, including �
sales tax and freight.
During the discussion that followed, Lt . Wattenbarger
advised the Council that the patrol unit containing the radar
� equipment owned by Rolling Hi11s Estates was still in use in
CRolli.ng Hills and he suggested that arrangement be made . for its
� use in Rolling Hills, if possible . Mayor Amberg agreed �.o dis-
� cuss the matter with City officials of Rolling Hills Estates .

- A proposed Ordinance entitled "An Ordinance of the
City of Rolling Hills, California, Amending Ordinance No. 16
Entitled 'An Ordinance of the City of Rolling Hills, California,
Regulating Traffic Within Said City and Repealing Ordinance No.l
and All Other Ordinances In ConfTict Therewith"' was read in
fu11 by the City. Attorney. Thereafter, it was moved by Council-
man Goodman that the ardinance be adopted. The motion was
seconded by Councilman Van Note and carried by the following vote:
AYES: Councilmen Goodman, Tourtelot, Van Note and
Mayor Amberg

- It wa-s then moved by Councilman Goodman that the City
Manager be instruc�ed to repost Portuguese Bend Road at the
earliest possible date to reflect the new speed limit of 30
miles per hour from the Main Gate to. Crest Road �nd the 20 mile
per hour zone downgrade only between the southerly and easterly
boundaries of Lot 104�Rolling Hills .
- APPOINTMENT PLANNING COrIMISSION MEMBERS
The Mayor an�ounced that the terms of Planning Cam-
missioner�s Sam Good and Raymond Mahan would expire Novembe� 25,
- 1963 and asked the .Coun.cilmsn to gi.ve some thought to this
matter for suggestions as to possible appointees �
