Absent: Councilmen Goodman, Van Note. There followed a.disoussion during.which the 'Mayor stated that he and the Qity:Manager h ' ad met. informally with Mayor*Cl.ifton-of the City of --Rdll-1-hg Hills. Estates, recent ' ly, and -it was his --'f&el1ng,that this matter should be explored further.`Jt-was-then moved by Councilman Tour- . te-lot -.:and -seconded by Councilman.O'Flaherty .and carried unanimously -that the Mayor, City ,Manager and the- City, Attorney be authorized to .meet.with.officials of Rolling�Hills Estates ,to.-further-disc.uss the matter. ADOPTION OF ORDINANCE U-30 RE SPEED LIMITS The matter was ordered tabled.. PAYMENT OF CITY -BILLS f The -City Clerk presented -the register of bills.to- be allowed for payment. NOES: None ABSENT: Councilmen Goodman, Van Note. In the absence of Councilman Van Note, the -Mayor appointed -Councilman O'Flaherty.-as'Finance Officer. CONDEMNATION -OF ADMINISTRATION BUILDING The City Attorney advised the Council that the pre- trial date of December 17, 1963 has been set for -hearing of the condemnation-- of ;, the: -.-=Administration Building. He . further advised -that--he wol.0 like to set this case on the Superior Gourt'pre-trial settlement calendar in order to arrive at a -satisfactory purchase price. The Mayor then directed the City Attorney -to place•,this case:on the settlement calendar. CONDEMNATION,OF EASTFIELD.PROPERTY The City Attorney.advised that Mr. Harry,Blee, real estate appraiser from Palos Verdes Estates is now working on this matter. -2- 227 November 12, 1963 SCHOOL DISTRICT ADMINISTRATION -CENTER The matter was ordered tabled. PROPOSED SUBDIVISIONORDINANCE AMENDMENT, ` DEFINING. LOT. --AREA REQUIRENENT- The:matter was ordered tabled. .- PHOTOGRANNETRIC'MAPPING-REPORT.- COUNCILMAN VAN'NOTE The matter was ordered tabled. -RESOLUTION -DESIGNATING 'GUAR.DS.AS.'SECURITY,_OFFICERS Mayor'Amberg stated that in view of the*fact-that- the- Guards are employees of the .Rollin.g, Hills Community Associa- - tion the Board of Directors have requested that the matter be held in abeyance. .RESOLUTION..ACCEPTING. ADDITIONAL HIGHWAY'USERS TARES The matter was ordered tabled. RESORT ON.:RUBBISH COLLECTION' -SERVICE -RESOLUTION NO. 168, Mayor Amberg stated that the City -Hall had been receiving,complaints regarding,the rubbish, collection service in the'City for several months, and that'it now appeared -that the private --collector serving:. the area had left the state -and the Gity is faced.with.th.e fact.there is no rubbish collection being- performed. ..The City Manager stated that she had contacted thecities of Palos Verdes Estates and Rolling.Hij��Estates as to the methods,and procedures they used with regard to franchise agreements.etc. She further stated that she had obtained proposals for rubbish collection from various private contractors--and.it7was.,her recommendation that a committee be appointed -.to investigate the matter of the trash collection. Mayor Amberg then stated that.due to the present emergency the City -Manager and Councilman Tourtelot.should be empowered to engage -the services of one or more garbage coll- ectors to -handle trash collection on. a. -temporary basis for whatever time is necessary. -On motion. of Councilman Tourtelot, seconded by Councilman.0°Flaherty, Resolution No. 168 entitled "A Resolution Authorizing the- City -of Rolling Hills";to. Enter Into A Contract For The Collection And Disposal Of Garbage, Waste,:Refuse, Rubbish-an.d Other Refuse Matter," was adopted -by the following vote-. AYES-. Councilmen-Tourtelot, O'Flaherty and Mayor Amberg NOES. None ABSENT-. Councilmen Goodman, -Van Note. -3- 2`29 November 12, 1963 Mayor Amberg then appointed Councilman-Tourtelot., the City Manager and himself to.form a committee to. study the proposals submitted for rubbish collection service and to make a.recommendation-at the next Council meeting. PERSONAL APPEARANCES Mr. -Fred Sauer, 32 Caballeros. Road, appeared before the-Cotincil and stated that -he believed that the City has a serious problem on Portuguese'Bend Road with re- gard to the 30 mile per hour absolute speed limit now in effect.- Mr. Sauer stated that on this date.he had conducted a survey by ascending and descending Portuguese Bend Road numierous times and it is his opinion that it is unsafe with the present -speed Limit because of possible brake failures. 0 Councilman Tourtelot.then stated that he.traverses C -Portu ese Bend Road ever d:ay and has no trouble keeping every,day F� g within the,,'3,0 mule per hour speed .Limit in low gear. Mayor Amberg suggested thatMro Sauer -study -the report prepared by -Capt. Sn.over of the Sheriff's Dept. which was on file in the City Offices and that he serve on the committee studying the Portuguese Bend Road speed sit- uation in view of his interest in the matter. Councilman Tourtelot stated he had made a physical inspection of the horse trail situation on -.Portuguese Bend Road from the Gap to Pine Tree -Lane and it is his recommenda- tion -that the horse trail be kept on the north side of the road. The -Mayor then. appointed-Councilman-Tourtelot as Chiarman of the committee to study the speed and horse trail problem in the area mentioned. PRESENTATION OF SAFETY AWARD The'City Manager advised the Council that the City of Rolling -Hills had received the Safety -Award from State Compensati-on Insurance Fund for having nodisabling, injuries, ..July 1,-1962 to -June 30, 1963, which is presented -by the -League of California Cities. ROAD STRIPING PROGRAM The City -Manager stated that it would be necessary ., to agazYr stripe the ,centerlines of all roads within the City -before the rainy,'foggy weather began. She -further stated that $1,000 had been. budgeted -for road signs and striping for -the current fiscal year which was sufficient to -permit the purchase of a. -bead dispenser and beads, in addition to the paint required... The difference in cost for unbeaded - lines as opposed-.-to'beaded lines amounted to $321.50, in- cluding the dispenser.. After discussion it was moved by Councilman Tour- telot that the Council authorize the purchase of the bead dispenser, :beads and road striping paint needed to complete the project, at a.cost not to.exceed-the budgeted allowance. -4- ia-3 � I I"xy, November 12, 1963 The motion was, seconded by, Councilman O'Flaherty, and carried by the following.vote- I AYES' -t a Councilman O'Flaherty, Tourtelond-Mayor'Amberg.
