MINUTES OF THE
REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
November 25, 1963
The regular meeting of the City Council of the City of
Rolling Hills was called to order at 7:30 P.M., on Monday, Nov-
ember. 25, 1963 in the City Hall by Mayor Amberg.

On. motion of Councilman. Tourtelot, seconded by
Councilman. O'Flaherty and unanimously carried, the minutes of
the meeting held November 25, 1963 were approved as written..
CORRESPONDENCE
The City Clerk read the following:
a) Letter from City of Baldwin Park dated November. 8,
1963 enclosing Resolution No. 63-144 entitled "A
Resolution of the City Council of The City Of..__
Baldwin, Park, Petitioning The Metropolitan -Trans-
portation Authority To Invite Proposals For Private
Financing And Construction Of A Mass Transportation
System."
b) Letter from City of Stanton dated November 12, 1963
enclosing Resolution No. 416 entitled "A Resolution
Of The City Council Of The City Of Stanton For The
Purpose Of Recommending Legislation Which Would
Force School Districts To Pay Expenses Incurred
For School Crossing Guard Protection."
The foregoing were ordered received and filed.
ADOPTION OF ORDINANCE NO. U-30
A proposed Ordinance entitled "An Ordinance Of The
City Council Of The City Of Rolling Hills, California, Amending
Ordinance No. 16 Entitled 'An Ordinance Of The City Of Rolling
Hills, California, Regulating Traffic Within Said City And Re-
pealing Ordinance No. 1 And All Other Ordinances In Conflict
Therewith' And Repealing Ordinance No. U-29" was read in full
November. 25, 1963
by the City Attorney. Thereafter, it was moved by Councilman.
Tourtelot that. the Ordinance be adopted. The motion was seconded n
by Councilman Van Note and carried by the following vote:
AYES. Councilmen Goodman, Tourtelot, O'Flaherty, Van Note
and Mayor Amberg

ABSENT: None
FIRE'DEPARTMENT ACTIVITY REPORT OCT -OB -ER -1963
The City Clerk submitted the Fire. Department Activity
Report for the month of October, 1963. The report was received
and filed.-- -
CITY TREASURER'S REPORT
The report of the City Treasurer was submitted the month
of October, 1963 which. stated that as of October 31, 1963 the bal-
ance in -the General. Fund was $26,888.42, including $14,983.25 in
U. S. Treasury Bills; in. the Motor Vehicle In Lieu Fund the balance
was $12,720.62, including $9,915.20 in U. S. Treasury Bills; in the
Traffic Safety Fund a balance of $638.78 and in the Special Deposits
Fund a balance of $323.42.
On motion of Councilman Vag? Note, seconded by Councilman
O'Flaher.ty and unanimously carried the Treasurer's report was ap-
proved and ordered filed.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills to be
allowed for payment. It was moved by Councilman Van Note and
seconded by Councilman O'Flaherty that Demands 1515 through 1521
be approved for payment from,the General Fund and Demands 1522
.and 1523 be approved for payment from the Traffic. Safety Fund to wit.

CONDEMNATION OF ADMINISTRATION BUILDING
The City Attorney advised the Council that the matter
of the condemnation of the Administration. Building had been set
- for pretrial on December 17, 1963.
CONDEMNATION OF EASTFIELD PROPERTY
The City Attorney advised that he had been in contact
with Mrs Harry B1ee, real estate appraiser from Palos Verdes
Estates, who had advised he would have the appraisal of the
Eastfield property completed by November 27, 1963
PALOS VERDES DRIVE NORTH -PORTUGUESE BEND ROAD INTERSECTION
DEVELOPMENT
Mayor Amberg stated that he, the City Manager and
the City Attorney had met with Mayor Clifton of Rolling Hills
Estates on November 20, 1963 and discussed the various aspects
with. regard to the in.tersect.ion development, and that there is
some question as to whether the City may expend its Gas Tax
funds and whether it would have any effect on the private roads
within the City. After discussion the matter was ordered held
until the next meeting,,
PROPOSED SUBDIVISION ORDINANCE AMENDMENT, DEFINING LOT
AREA REPUIREMENT _
The matter was ordered tabled.
PHOTOGRAMMETRIC MAPPING. REPORT__ COUNCILMAN -VAN NOTE
The matter was ordered tabled.
RESOLUTION DESIGNATING GUARDS AS SECURITY OFFICERS
Councilman Tourtelot reported that he had attended
the meeting of the Rolling Hills Community Association Board
on November 20, 1963 and Mr. Sullivan had appointed him to
serve on the Committee currently making a study of the author-
ity to 'be relegated to the Guards and would r.eportyon the matter
at the next meeting.
The matter was ordered tabled.
RESOLUTION ACCEPTING ADDITIONAL HIGHWAY 'USERS TAXES
The matter was ordered tabled.
REPORT ON RUBBISH COLLECTION_ SERVICE
Councilman Tourtel.ot reported for the committee which
had been appointed to study rubbish collection proposals and
recommend a course of action. to the Council. He stated that

eight proposals had been .received, ran.g'ing from $3.75 to more
than $5000 per -customer per month and' offering .vary.in.g degrees
of service He further stated that after studying the proposals
and discussing them. fully -a.ith-the contractors submitting them,
the Committee recommends that an exclusive franchise for rubbish
collection be granted to'th.e-,B,K K. Co., 20402 Soo Main. Street,
Torrance-, Ca-bifor.nia, who had offered to' pr.ovide-'backyar..d refuse
collection service twice weekly for a monthly charge -of $3.75,
payable af-cer the sertr.ice had been performed, furnishing a faith-
ful performance bond to the City in the amount of $5,0.00.
It was then, moved -by Councilman Goodman, that the City --
signify itsintent o -n to grant the B> ,K. Co. an exclusive fran-
chise for refuse collection in the City of Rolling Hills on the
terms set forth in the memorandum prepared by the Committee
studying the matter,, commencing December 1, 1963 and subject to
cancellation upon thirty days notice in the event the service is
unsatisfa-cto.r-y.. Th.e„motion was seconded by Councilman Van. Note
and unanimously carried. The City Attorney was directed to pre-
pare a- let.t.er. of -intent for the ..Mavor°s -signature and present it
to the -B: K-. K. Co. for acceptah4ce . .
APPOINTMENT PLANNING COMMISSION CHAIRMAN & MEMBER
The matter was ordered tabled.
REMOVAL .0F _FIRE PRE`GENNTION - SIGNS
Chief Bryon. Robinson statedthat the Fire Department
would remove the "Prevent Fires” signs at the same .time. the:
Closed Area signs were removed, to 'be replaced next year during
fire hazard time...
RUBBISH:_ -,DUMPING .IN CANYONS
Councilman Tourtelot stated that in connection with
the new refuse collection franchise he considered it imperative
that Ordinance No..3 prohibiting dumping of garbage and refuse
be- implemented -to -preven.t non.- subscribers .to the collection
service from disposing of rubbish in. this manner.
The matter was ordered to be placed on. the next agenda.
MINUTE OF SILENCE -OBSERVED IN,REMEMBRANCE OF
..PRESIDENT JOHN FITZGERALD -KENNEDY
Th.e Mayor asked that the Council observe a minute of
silence on this the day proclaimed by President Lyndon. B. Johnson
to be the National Mourning Day in. remembrance of President John
Fitzgerald Kennedy who was assassinated on -November 22,. 1963.
ADJOURNMENT
There being no further business to come before the meeting,
it was moved by Councilman. Goodman that the meeting be adjourned in
memory of President Kennedy. The motion. was seconded by Councilman
Tourte.lot.and unanimously carried that the meeting be adjourned at
9000 P.M.
