APPROVAL.OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman Goodman and unanimously carried, the: -minutes -of the meeting;..held November 25, 1963 were approved as written. CORRESPONDENCE The City.Clerk read the following: a) Letter.from City -of Torrance -da -ted November 27, 1963 with the -enclosure. -Resolution No. 63 -295 -of the'City Council of the City of Torrance petition- ing:the'Metropolitan Transportation Authority to invite proposals -for -private: -financing and con- struction of a mass transportation system. R .,,:b)ll. Letter. from County of Los Angeles Regional. Plan- :.ning Commission. -An re'Zoning Case -No. 4626-(4) requesting a.change of gone.from A-1 (Light Agriculture) to R-3 (Limited.Multiple'Residence) for.a rectangular 5.4 acre parcel situated on the west side of Pennsylvania Avenue'beginning,321 .feet south of Pacific Coast Highway and extending southerly on a..frontage.of 341 feet.and with.a westerly depth of 696,feet in the'Lomita:Zoned District, hearing. date to be December'17, 1963 at 9:30 A.M. c) :Letter. from Bill of Rights Commemoration Committee dated November 27,1963 advising, the Council that .. Bill of ' Rights - Week in -.Southern -California would be.:December 9-15, .1963, and suggesting respect-. fully,that the Council proclaim Bill of Rights �.. ; Week,.December.9-15 since one of the basic aims of the week is to make the -public more aware of December 9, 1963 what the Bill of Rights means to American Life. The foregoing were ordered received and filed. d) Letter from Mr. H. T. Olson, Activities Chairman for South Bay District Boy Scouts of America in- viting the Mayor to participate in the Second Annual South Bay Cities Scout Parade to be held on February 8, 1964 at 10:30 A.M. which will' commemorate National Boy Scout Week. Mayor Amberg stated that since he would be unable to attend the Parade that Mayor Pro -Tem Goodman would attend and represent the City of Rolling Hills. The Mayor then directed the City Manager to write to the parade officials advising them that the City of Rolling Hills would be repre-- sented. e) Letter from Palos Verdes Peninsula Rotary Club dated November 20, 1963 advising the Council that on. January 3, 1964 their Club is hosting a luncheon meeting honoring Mr. Carl P. Miller, President of Rotary International and requesting that the -Council formally designate this date as Rotary International Day in. honor. of Mr. Miller. After discussion the City Manager 'was directed to contact other cities in. the area and determine the action taken, by each and at the next meeting, at reconsider the matter. CITY TREASURER'S REPORT report back to the Council which time the Council will The report of the City Treasurer was submitted for the month of November, 1963, which stated that as: of November 30, 1963 the balance in -Z_--he General_ Fund was $27,282.06 including $14,873.25 in U. S. Treasury Bills; in. the Motor Vehicle In. Lieu Fund the balance was $9,767.72, including $4,956.30 in U.S. Treasury Bills; in the Traffic Safety Fund the balance was $606.40 and in the Special Deposits Fund a balance of•$323.42. On motion of Councilman Van.,Note, seconded by Council- man O'Flaherty and unanimously carried the Treasurer's report was approved and ordered filed. PAYMENT OF CITY BILLS 1 1 The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Van Note and seconded by Councilman O'Flah.erty that Demand 1526 be held for study and Demands 1524, 1525,and 1527 through 1537 be approved for payment from the General Fund to wit: NO. CONDEMNATION OF EASTFIELD PROPERTY The City Attorney advised that he had been in contact with Mr. Harry Blee who reported that due to illness he had been unable to complete the appraisal by the scheduled date; however,.it would be completed at earliest possible date. PALOS VERDES DRIVE NORTH - PORTUGUESE BEND ROAD -INTERSECTION DEVELOPMENT The matter was -ordered tabled. PROPOSED SUBDIVISION ORDINANCE AMENDMENT, DEFINING LOT AREA REQUIREMENT The matter was ordered tabled. PHOTOGRAMMEETRIC MAPPING REPORT - COUNCILMAN VAN.NOTE The matter was ordered tabled. RESOLUTION DESIGNATING GUARDS AS SECURITY OFFICERS The matter was ordered tabled. RESOLUTION NO. 169 On motion made by Councilman Goodman and seconded by Councilman Tourtelot, Resolution No. 169 entitled "A Resolution of the City Council of the Gd:ty of Rolling Hills, California, Adopted Under The Duress Of Chapter 1852, -Sta- tutes Of 1963, Of The State Of California, Accepting The Imposition Of Additional Highesy Users Taxes And Fees, And -3- December 9, 1963 Setting Forth The Desire Of Said Council That.Apportionme-nt Be ---- Made -To The City "Of' Rolling dills In Accordance With, The F'rovi,s.ions Of` Thd': Uiw-'Hereinabove "Me?ztioned" was adopted by .the following vote: " AYES: Councilmen Goodman, Tourtelot; Van Note, O'F1Aherty, and.Mayor Amberg.'-, NOES: None ABSENT: None Resolution No. 169 is set forth in full in The Book of Resolutions. APPOINTMENT PLANNING COMMISSION CHAIRMAN AND MEMBER Mayor Amberg stated that he had contacted Mr. Robert Gray; Planning Commission Member, who had agreed to accept and serve as Chairman of the Planning Commission if appointment were made. Thereafter, Councilman Goodman moved the appointment of Robert Gray as Chairman of the Planning Commission. The motion was seconded by -Councilman Van Note and carried unani- mously. The Mayor then stated that special recognition for the long years of dedicated service of Manley Natland and Sam Good should be taken, and thereafter directed the City Attorney to draft resolutions of commendation honoring these fine citizens. INCREASED SUBDIVISION COST INCURRED The City Manager presented a copy of a letter from the South Bay Engineering to Mr. Victor H. Chatten dated December 6, 1963 advising that as per their conversation with the City Attor- ney"all requirements of the subdivision map act will have to be met in order to record your proposed lot split, and that consid- erable work above and beyond the normal limits required by the City for lot splits which is necessitated by the recent amend- ment to the Ordinance controlling the subdivision of property," which would entail additional expense for the subdivider. She stated that Mr. Chatten requested that the Council consider re- laxing some of these'requirements. The City Attorney advised the Council that the only additional expense that he believed would be incurred would be the preparation. and filing of a final. map, ink on. linen. After discussion the Mayor instructed the City Manager to contact -Mr. Chatten' and request that he inform South Bay Engineering Co. of the City Attorney's advice. The motion was seconded by Councilman Tourtelot and unanimously carried. CONDEMNATION OF ADMINISTRATIONBUILDING After discussion of the eminent domain proceedings for theacquisitionof-the Palos 'Verdes Properties Admini- strati-on-Building. Prbperty, the City Attorney was authorized to attemptto settle the litigation if possible.
