December 23, 1963
. The regular meeting ofthe�City-Council of the City
of Rolling Hills was called to order.`at 7:30 P.M., -on -Monday,
December -23, 1963 -in -the City'Hall.by Mayor Amberg.

On.motion of Councilman Goodman, seconded by -Council --
man O'Flaherty and unanimously_..carrie.d,.the-minutes of the meet-
ing held December 9, 1963 were approved as written.

a) Notice dated December 12,.1963 from the -County -of
Los Angeles Regional Planning Commission.in re�.Zone
Exception Case No. 7013-(4) requesting.an-exception
.to the R -1 -Zone (Single-Family,Residence):to allow
the continuance,of two:existing residences,-.'ith
buildings; structures and walls encroaching into
.required setbacks; or exceeding -height limits on
parcel of land located at 26216.Regent-Avenue;.and

reported .that:as per the Council's request:she
had contacted other.cities in,..the area as. -to -the
action-.taken.by, each and stated that -the -Cities
of Palos Verdes Estates and Rolling mills Estates
had taken .no action,on:.the:request.
After -a discussion.in which :all_Councilmen--took
part the -letter -was ordered received and filed.
FIRE DEPARTMENT ACTIVITY'REPORT - NOVEMBER 1963
.The City,Clerk.submitted the.:,Fire-Department-Activity
Report for the month of November, 1963. The -report -was received
and filed.

CONDEMNATION"OF ADMINISTRATION BUILDING
The -Mayor -reported -that the City -"Attorney: --had. contacted
him.and stated that at the•request of the Palos Verdes Properties
Counsel the pre-trial has been ordered held until-January.17,1963.

CONDEMNATION OFEEASTFIELD PROPERTY
The matter was.ordered tabled.
PALOS VERDES DRIVE NORTH -PORTUGUESE BEND ROAD
INTERSECTION DEVELOPMENT
.After a general discussion in which all Councilmen
took part the.Mayor requested that the matter be held for
further stddy.
PHOTOGRAMMETRIC MAPPING REPORT - COUNCILMAN VAN NOTE
Councilman Van Note reported that in continuing a
survey with regard to the purchase of:a photogrammetric map by
the City he had viewed the aerial photographic map on display
in the Palos`.'Verdes Properties offices and will use this map as
a basis for a recommendation to the Council in the near future.
RESOLUTION -DESIGNATING GUARDS AS SECURITY OFFICERS
The -Mayor reported -that the City Attorney had stated
that the Association concurred with the City Council with regard
to designating"the Guards as Security Officers.
A discussion followed during which Councilman Tourtelot
stated -that he:.had discussed the matter with the Chief Guard who
had requested that his specific duties asa patrol officer or an
investigator be defined in precise detail.
The matter was held for further study.
APPOINTMENT PLANNING COMMISSION MEMBER
The -Mayor, with the consent of the Council, appointed
Mrs. Grace Hill to serve as a member of the Planning Commission
to serve out .the unexpired term of Manley Natland until November,
1964.
ADJOURNMENT z
There being no futther business to come before the
meeting, it was moved by Councilman Tourtelot, seconded by
Councilman O'Flaherty and unanimously carried that the meeting
be adjourned at 8:00 P.M.
