0506RESOLUTION NO. 506 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS APPROVING THE CITYWIDE TRAFFIC AND ENGINEERING SURVEY FOR 1983 AND RETAINING ALL CURRENT SPEED LIMITS AND THE ABSOLUTE SPEEDS IN ROLLING HILLS The City Council of the City of Rolling Hills resolves as follows: Section 1. The Los Angeles County Road Department, as an agent for the City of Rolling Hills, performed a traffic and engin- eering survey study dated March 23, 1983 of the City in accordance with Section 627 of the California Vehicle Code. Section 2. The Traffic Commission of the City of Rolling Hills has reviewed the survey, and recommended acceptance with the retention of the current speed limits and the absolute speed for the City. Section 3. In the City of Rolling Hills all roadways are privately owned, with no curbs, gutters or sidewalks, and no.expend- f� iture of safety funds to maintain the roads. Title 10 of the Muni- cipal.Code establishes that the City has enacted Section 21107 of V the California Vehicle Code which authorizes regulating vehicular V traffic on privately owned and maintained.roads. Section 4. The City of Rolling Hills dedires to maintain rural character and has private roadways that are environmentally constrained, necessitating an absolute speed limit as currently posted and established in Title 10 of the Municipal Code. These restraints entail no street lights adjacent to roadways; narrow roads, equestrian paths directly adjacentto roadways, fog frdm:the climatic atmosphere, runners (joggers) during all hours in paved portions of roadways; and further, the Municipal Code does not require dogs to be leashed, which mandates the constant alertness of all motorists. These restraints on roadway conditions are not readily apparent, and require in the inter- est of public health, safety and welfare as to the Rolling Hills City environment, the continuation of an absolute speed limit as posted in the City of Rolling Hills: PASSED, APPROVED and ADOPTED this 25th day of April, 1983.
