. The regular meeting of the City Council of the City
of Rolling� Hills was called to order at '7: 30 P .M. ; on Monday,
January l3, 1964 in the City Hall by Mayor Amberg .

APPROVAL OF MINUTES - I
On motion of Councilman Goodman, seconded by
Councilman Tourtelot and unanimously carried, the �minutes of
the meeting held Ja.nuary 13, 1964 were approved as written.

The City Clerk read the fol.lowing:
a) Letter from tlie� C�ity of Ba.ldwin Park with
enclosure-Resolution No. 63-163 entitled �
� "Resolution Of The City Council Of The City
Of Baldwin Park Recommending Amendments To The
Local Agency Formation Commission Law" which
was adopted at a meeting of the City Council
held December 4, 1963 ." -
After discussion, it was moved by Councilman
Goodman that �the matter be referred � to the
City-Attorney for report. The motion was �
seconded by Councilman Tourtelot and unani-
mously carried.
b) Notice from the County of Los Angeles Regional
Planning --Commission in . re Zone Ex'ception Case--
No. 4648-(4) requesting an exception to the A-1
(I,ight Agriculture) and R-2 . (Two Family; Residence)
to R-3 (Limited Multiple Residence) for an
irregularly shaped 3 .2 acres located in the �
Lomita Zoned District, hearing date to be
January 8, 1964 at 9: 30 A.M: in Room 150, Hall
of Records , Los Ar�geles .

Department, for the month of November, 1963 . The report was

The report of the City-Treasurer was submitted
for��the-month of December, 1963 �which stated that.:as of Dec-
ember l, 1963 ti'he `balance = in the General Fund was $37,729 .11,

� `�our�cilman Tourtelot reported that there appeared :
to. be` excessive 'rubbish dumping in .the canyons within the city.
A discussion followed during which the �City Attorney
. stated that persons dumping rubbish would have to be- observed
by someone who might agree to testify against them before any-
thing could be done- with regard to the matter.
� . Chief Byron Robinson�was present-at the meeting and
stated that .if �the rubbish dumping constituted- a- fire hazard
which .might contribute to a fire and the damage of an. adjacent
lot; the persons responsible would have ` to have the rubbish

;,� The Mayor then directed the � City �Manager to have�� '
� the area kept under the surveillance of the Chief Guard and -
Patrol Officer who would- report any rubbish .and garden clipping
accumulatior�s to the City �Manager for referral to the Fire
Department. The matter was ordered removed from the agenda .

. . WHEREAS , Manley L. Natland, as a member of the �
Pianning Commission- of the City of� Rolling Hi1ls : from Feb-
ruary 18, 1958 to November 26, 1963, and �as Chairman of said
- � Commis'si-on from February 26, 1963, to November 26, 1963, was
instrumental in .formulating and establishing a zoning plan and
promulgating golicies a�d ideas which guarantee to the residents
of the City of Rolling. Y�ills the continued existence of this
valued way of life ; and
WHEREAS, the members of the City Council of the
City of -Rolling Hi1Zs are well aware that such .achievements .
were accomplished only because Manley L. Natland: gave �without 4
reservation not only of his � time and effort but of his pro-
�fessior�al ability to the business and affairs of the Planning
Gommission of the City of Rolling Hills ; and ,
