A RESOLUTION OF THE CITY COUNCIL OF THE
-CITY OF ROLLING HILLS APPROVING WITH
CONDITIONS TENTATIVE PARCEL MAP NO. 14467
The City Council of the City of Rolling Hills does hereby find,
resolve and order as follows:
Section 1. An application was duly filed by the La Caw
Development Company with respect to real property described as Lot 12,
(R.S. 58-6) requesting approval of a tentative parcel map for a two
lot single family detached subdivision in the RAS (two acre) zoning
district in the City of Rolling Hills. The City Council held a public
hearing on May 9, 1983 which was continued until May 23, 1983 in the
Council Chambers, City Hall, 2 Portuguese Bend Road, Rolling Hills,
California, and a notice of time, date, place and purpose of the
aforesaid hearing was duly given.
Section 2. Evidence, both written and oral, was duly
presented to and considered by the City Council at the aforesaid
public hearing, and a written report filed by the Planning Cotmnis=
pion, acting as the Advisory Agency.
Section 3. The City Council has reviewed and considered
the Initial Study and mitigated Negative Declaration prepared for
the project prior to making its decision thereon, in accordance with
the California Environmental Quality Act and local implementing
guidelines. The Council finds that the proposed.map will not have a
significant effect on the environment as indicated in the Initial
Study and mitigated Negative Declaration. (Mitigations included as
conditions of approval).
Section 4. The City Council finds, pursuant to Section
66474 of the California Government Code and Section 16.12.150 of the
Rolling Hills Municipal Code, that:
1. The.General Plan denotes the area.for residential
development one/two acre size lots, which the.proposed two lot
subdivision conforms to.
2. A geology report was prepared outlining the devel-
opment potential of the site and physical suitability, with sub-
surface analysis. A hydrology analysis for the general area was
conducted by the applicant, indicating that additional flows -can
be handled.
3. The,design and improvement of the proposed subdi-
vision for residential uses is consistent with the General Plan
which designates. the subject property for low density residential
uses. The proposed improvements, building sites, grading, drain-
age improvements, utility system and overall -physical layout meet
city standards and Municipal Code requirements.
4. The site is physically suitable for the single-
family residential development proposed. The 6.7 gross acre
parcel accommodates two single-family lots and supporting
infrastructure.
5. The site is physically suitable for the proposed
density of development, in that the two -plus acre lots are
adequate for the proposed single-family purposes.
6. The design of -the subdivision and its proposed
improvements and development will not have a significant effect
on the environment as indicated in the Initial Study and miti-
gated Negative Declaration.
7. A drainage analysis for the general.area was con-
ducted, indicating that additional flow can be handled as sub-
mitted by South Bay Engineering Corporation dated March 2, 1983,
thereby not creating any serious public health problems.

8. The design of the subdivision and its proposed
improvements and development will not cause serious public
health problems, as the existing fire fighting facilities
and on site sewage system are adequate to meet the -needs of
the proposed subdivision.
9. There are no .easements acquired by the public at
large for access through or use of property within the proposed
subdivision, and utility easements are existing.
10. A two lot subdivision will not impact the regional
housing market, and Rolling Hills participates in a regional co-
ordinative program for housing with the City of Lomita.
Section 5. Based on the aforementioned findings, the City
Council hereby approves Tentative Parcel Map No. 14467 with respect
to the property described in Section 1 hereof, subject to the stipu-
lations and conditions set forth in Exhibit A attached hereto and
included herein by reference.

EXHIBIT A
STIPULATIONS/CONDITIONS OF APPROVAL, PARCEL MAP NO. 14467:
1. This approval expires 18 months from.the date of approval by the
City Council. If the final map is not to be recorded prior to the
expiration date, the subdivider should apply in writing to the City
of Rolling Hills Planning Commission at least 40 days before the
expiration date for an extension of this approval.
2. The Advisory Agency hereby determines that division and development
of the property in the manner set forth on the map of Parcel Map No.
14467 will not unreasonably interfere with the free and complete
exercise of the.public entity and/or public utility rights of way
and/or .easements within the parcel map.
3. Conform with the requirements of the RAS -2 zone.
4. Offer by certificate on the parcel map the necessary right-of-way
to provide 50 feet from centerline as private and future street
�. for Crest Road East.
V 5. Provide base.and paving.to the satisfaction of the City Road
V Department.
6. Provide a bridle trail easement and public utility easements to
the satisfaction of the City.
7. Easements shall not be granted or recorded within areas proposed_
to be granted, dedicated, or offered for dedication for public
streets, highways, access rights, building restriction rights,
or other easements until after.the final map is filed with the
County Recorder. If easements are granted after the date of
tentative approval, a subordination must be executed by the
easement holder prior to the filing of the final -map.. . .
8. A final parcel map prepared by, or under the direction of, a
Registered Civil Engineer or Licensed Land Surveyor must be
processed through this Department prior to being filed with
the County Recorder, unless the final parcel map is waived by
the City.
9. Prior to submitting the parcel map to the City Engineer for his
examination pursuant to Section 66450 of the Government Code,
obtain clearances from all affected Departments and Divisions,
including a clearance from the Subdivision Section of Mapping
Division of County Engineer for the following mapping items:
mathematical"accuracy; survey analysis; and correctness of
certificates, signatures, -etc.
10. If signatures of record title interests appear on the final map,
submit a preliminary guarantee. A final guarantee will be re-
quired at the time of.filing of the final map with the County
Recorder. If said signatures do not appear on the final map, a
preliminary title report/guarantee is needed that covers the area
showing all fee owners and interest holders. The account for
° this preliminary title report/guarantee should remain open until
the final parcel map is filed with the County Recorder.
11. There are no public sanitary sewers available to serve this land
division. Consult the local Building and Safety Division of the
Department of City Engineer for sewage disposal requirements.
12. Portions of the property are subject to sheet overflow and high
velocity scouring action.

13. Prior to the issuance of building permits, plans must be approved
to:
1. Eliminate the sheet overflow or elevate the floors of the
buildings as required by the City Engineer.
2. Provide drainage facilities to protect the lots from high
velocity scouring action.
3. Provide for contributory drainage from adjoining properties.
14. All lots shall be served by adequately sized water system facilities
which shall include fire hydrants of the size and type and location
as determined by the Fire Chief.
15. The water mains shall be of sufficient size to accommodate the total
domestic and fire flows required by the land division. Domestic
flows required are to be determined by the City Engineer. Fire
flows required are to be determined by the Fire Chief.
lb. At the time the final land division map is submitted for checking,
plans and specifications for the water system facilities.shall be
submitted to the City Engineer for checking and approval,. and shall
comply with the City Engineer's standards.
17. Approval for filing of this land division is contingent upon appro-
val -,of plans and specifications mentioned above. If the water
system facilities are not installed prior to the filing of this
land division, the subdivider must also submit a Labor and Materials
Bond in addition to either:
1. An Agreement and a Faithful Performance Bond or cash deposit in -
the amount estimated by.the City Engineer.guaranteeing the instal-
lation of the water system, and in written form approved by the
Rolling Hills City Council.
2. An Agreement and other evidence satisfactory to the City*Engineer,
indicating that the subdivider has entered into a contract with
the serving water utility to construct the water system as re-
quired, and has deposited with such water utility security guaran-
teeing payment for the installation of the water system.
18. There shall also be filed with this.Division a statement from the
water purveyor indicating that the proposed water mains and any
other required facilities will be, operated by the purveyor and that
under normal operating conditions the syst-em will meet the require-
ments for the land division.
19. Easements are tentatively required, subject to review by the
County Engineer to determine the final locations.and requirements.
20. Prior to filing the final land division map, the following conditions
must be fulfilled:
1. The final map must be approved by the Engineering Geology Section
to assure that all geologic factors have been properly evaluated.
2. All geologic hazards associated with this proposed development
must be eliminated; or
3. Delineate a restricted use area approved by the consultant
geologist to the satisfaction of the Engineering Geology Section
and dedicate to the City the right to prohibit the erection of
buildings or other structures within the restricted use areas.
21. 1. A geology and/or soil engineering report will be required prior
to approval of building or grading plans.
2. Special Conditions: The County Geology Section can approve the
recommendation "the existing top soil and upper soft subsoil
should be completely removed and uniformly compacted to at least
90% of the maximum density as determined by the ASTM -D 1557-70
standard. This would give each lot a pad free of hazard.

22.• Compliance with Section 66473.1 of the State of California.Govern-
ment Code relating to natural cooling and passive solar usage is
to occur when structural placement is considered. This is to be
an extension of the reviewing process after lot configuration and
designs are set, since the proposed parcels are generally two acres
in size, and substantial space is available for solar, wind and
element usage evaluation when development occurs.
23. Portions of the subdivision/ site lying in and adjacent to steep
hillsides are subject to flood hazard because of overflow, erosion.
Refer to the report of the City Engineer concerning local drainage
requirements.
24. The County Forester and Fire Warden is not setting requirements
for water mains, fire hydrants and fire flows as a condition of
approval for this division of land as presently zoned and submitted.
However, water requirements may be necessary at time of Building
Permit issuance, which will require a fire flow of 1;250 gallons
per minute for.L two hour duration.
25. Although sanitary sewers are not available to serve the area
covered by Parcel Map No. 14467, the Los Angeles County Department
of Health Services will have no objection to approval on condition
r that:
�-� 1. The private sewage disposal systems will be installed in
U compliance with City of Rolling Hills Plumbing Code.

2. If, for any reason, it is found that the requirements of the
Plumbing Code cannot be met on either of the proposed lots,
the Los Angeles County Department of Health Services will
recommend that no building permit be issued for the construction
of homes on such lots.
3. The usage of the lots may be limited by the -size and type of
sewage systems that can legally be installed..
4. Domestic water will be supplied by California Water Service
Company*.
26. That a note be placed on the parcel map stating that the building
height for Lot 1 will not exceed a height of 1,402 feet above sea
level, and that the building height for Lot 2 will not exceed a
height of 1,-382 feet above sea level.
27. That the applicant provide for approval by the City.a copy of the
project's deed restrictions as amended prior to recordation.
After approval of the deed restrictions by the City they shall be
recorded concurrently with recordation of the final map. The deed
restrictions shall state that any structure on Lot 1 will not ex-
ceed a height of 1,402 feet above sea level, and that any structure
on Lot 2 will not exceed a height of 1,382 feet above sea level.
28. That a note be placed on the transfer.of title identifying the
height limitations stated in Condition 26 above and Condition 29
below. A copy of such is to be placed in the files of the parcel
maps maintained by the City of Rolling Hills.
29. That the roadway easement shall remain free of additional view
.obstructions,.including vegetation. The owner shall, prior to
recordation, grant to the City of Rolling Hills a landscaping
easement which provides.that any right to place additional land-
scaping within the roadway easement, other than ground cover., is
to be approved by the.City.of Rolling Hills, or its designated
agent. The height of landscaping shall not at any time exceed a
height of 1,402 feet above sea level on Lot 1, and 1,382 feet
above sea level on Lot 2. Any deviation must receive prior ap-
proval by the City Council.
30. That a geology report showing stable building sites exist on the
property be submitted to and approved by the*City prior to final
approval.

31. That a hydrology report showing adequate protection from potential
flooding/runoff be submitted to, and approved by, the City prior
to final approval by the County Engineer, on behalf of the City of
Rolling Hills. This may include installation by the developer of
necessary facilities for runoff and flood protection as.deemed.
necessary.
32. Any residential structure on proposed Lot 1 is to be a minimum
separation of 150 feet from the nearest existing residence.
33. All drainage improvements for the property are to be installed at
the time of site grading.
