A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS INITIATING PROCEEDINGS FOR THE FORMATION OF THE
FLYING`TRIANGLE GEOLOGIC HAZARD ABATEMENT DISTRICT
The City Council of the City of Rolling Hills hereby
resolves as follows:
Section 1. The City Council of the City of Rolling Hills
hereby elects to proceed under and pursuant to the provisions of
Division 17 (commencing with Section 26500) of the Public Resources
Code of the State of California for the initiation of proceedings to
establish a Geologic Hazard Abatement District for the area encompassed
by Exhibit "A" attached hereto and included herein by reference and
generally referred to as the Flying Triangle sector of the City of
Rolling Hills.
Section 2. The City Council has been presented with and
has reviewed a plan of control for the prevention, mitigation, abate-
ment and control of the geologic hazard as contained in Exhibit "B"
attached hereto and included herein by reference which outlines the
geologic reports and controls proposed, and has determined that the
t.., public health, safety and welfare require formation of the Flying
-� Triangle Geologic Hazard Abatement District, as required by Section
V 26558 (b) of the Public Resources Code.
Section 3. A public hearing shall be held on creation/
formation of said district on August 22, 1983 at 7:30 P.M. at Rolling
Hills'City Hall Council Chambers located at 2 Portuguese Bend Road,
Rolling Hills, California 90274.- Objections to the formation of such
district shall be in the form described by Section 26564 of the Public
Resources Code.
Section 4. Notice of the public hearing shall be prepared
and distributed pursuant to the provisions of Sections 26561 - 26563
of the Public Resources Code.

1. A report prepared by the Los Angeles County Department of County
Engineer -Facilities entitled "Preliminary Geologic Investigation,
Eastern Portion of the Flying Triangle Landslide, City of Rolling
Hills" dated January 19, 1981 and "Geologic Report on the Active
Flying Triangle Landslide - Phase II Supplemental Program" dated
May 18, 1981, prepared under the direction of Arthur G. Keene,
County Geologist.
2. Geologic review of the Flying Triangle landslide and monitoring
contained in written correspondence to the City of Rolling Hills
from Dr. Perry L. Ehlig (California Engineering Geologist #533).
3. Geologic and Engineering Analysis of the Active Flying Triangle
Landslide, Rolling Hills, California Volumes 1 and 2 dated
February 25, 1983 and submitted by the Flying Triangle Homeowners'
Committee to the City of Rolling Hills on May 18,_1983, prepared
under the direction of William R. Cotton (California Engineering
.Geologist #882) by Geotechnical Consultants.
