House of Representatives and Senate passed a
Bill authorizing and requesting the President
to issue annually a proclamation designating
February as American Heart Month and asking
the City of Rolling Hills to help in this
manner..by naming the month of February Heart
Fund Month in the community, a copy of a sug-

of Rolling Hills was called to order at 7:30 P:M., on Monday,
February 10, 1964 in the City Hall by Mayor Pro Tem Goodman.

of the rubbish collection . service, being performed by' -the B:K.K.
Company with Mr. Robert Turner in charge of the trash.pickup
serv,ce within. the City of Rolling 'Hills.;` 'and that Mr. Turner 'had
advised that.a new,truck.was now.operati.ng.in the City, and also
that the•. 'sifiall Cushman truck makes from 200. to. 225 stops each day
entering,.. areaswhich .cannot be, readily. -reached by the .large. tku6-k .
She further reported. that.,'she .had 'con'ducted a. telephone -survey
with, ares dents in'tlie City. as- to, the service` being' performed;''arid.
the general report -'that =the -rubbish collectors '-are' quite
heat 0 -that -the -service is satisfactory. She then inquired as
to_.whether'any�of the Council.members had anything to.report,.on
-the-matter..
There was a discussi6h.-during.which Councilman O'Flaherty
stated there: had appeared .to. be. discontent until two weeks prev1ou'sly.
Councilman Tourte lot then stated that 'in...checking into .:the- matter
the fact was that the rainy weather had.contributed a.great.deal
t-0': the, unsatisfactory, -service; however' riow that the -new closed
truck.is''in operation there appears.to.be-no.difficulty.-
.-The Manager was - then. l;directed . to -recheck -this. -service
in about two -months.

Los Angeles for Law Enforcement Services Within the City of
Rolling Hills, California" and reading in full was waived and

REPORTS OF CITY DEPARTMENTS
The report of the City Treasurer was submitted
for the month of January, 1963 which stated that as of Jan-
uary 31, 1964 the balance in the General Fund was $52,578:57,
including $14,867.25 in U. S. Treasury Bills; in the Motor
Vehicle In Lieu Fund the balance was $7,592.41, incluting
$4,955.15 in U. S. Treasury Bills; in the Traffic Safety
.Fund a balance of $1.40 and in the Special Deposits Fund
a balance of $323.42. The City Manager reported that -since
January 31, 1964 she had put $20,000 into Treasury Bills.
PAYMENT.OF CITY BILLS
The.City Clerk presented the register of bills -to
be allowed for payment. It was moved by Councilman Van Note
and seconded by Councilman Tourtelot that Demands 1574 through
1580 be approved for payment from the General Fund with a por-
tion of Demand 1575 to be paid from the Special.Deposits Fund
to wit:

PRESENTATION OF FAREWELL GIFT - CITY MANAGER
Mayor Pro Tem Goodman presented Mrs. Phyllis
Stockdale, whose aredsigna.tion was effective February 11, 1964,
a gift of linen/cRina on behalf of the City Council and the
Rolling Hills Community Association Board of Directors and
expressed the thanks and appreciation of both groups for the
services performed to the community.
Mrs. Harry Dorsey, representing the Garden Club,
then presented a gift of linen as a remembrance from the
Garden Club.
OATH OF OFFICE - NEW CITY MANAGER - CITY CLERK
Mayor Pro Tem Goodman stated that since the resignap
tion of the present City Manager was to become effective Febru-
ary 11, 1964 it wa-s now necessary to. appoint a new City Manager,
City Clerk,: Deputy City Treasurer,,,Director of Civil Defense
and Purchasing Agent and thereafter moved the appointment of
Alma C. Clifton "to assume the position and act for the City of
Rolling. Hills in the capacity of City Manager -City Clerk and
all titles therewith. Mrs. Clifton then appeared before the
Council at which time Mayor Pro Tem asked if she would accept
the appointment if it were made. Mrs. Clifton replied in the
affirmative. . The motion was sec.onded.`by Councilman- Tourtelot
and carried by the following vote:'

OATH OF OFFICE ADMINISTERED - CITY MANAGER -CITY CLERK
Thereafter-, Mrs. Phyllis Stockdale administered
the Oath Or Affirmation Of Allegiance For Public Officers
And Employees as required by Article XX, Section 3, of the
Constitution of the State of California to Alma C. Clifton.
Mrs. Clifton then took her place as City Manager -
City Clerk at the Council table.
APPROVAL AND ACCEPTANCE OF CITY CLERK'S BOND
The official bond of Alma C. Clifton -as City Clerk
for the year 1964 in the amount of $1,000 was presented to
the Council after -approval by the City Attorney as to form,
and on motion made by Councilman O'Flaherty, seconded by
Councilman Tourtelot and unanimously carried, -the -bond was
approved and accepted and-:ordered,tfiled-with the Mayor.
APPROVAL AND ACCEPTANCE OF DEPUTY CITY TREASURER'S BOND
The official bond of Alma C. Clifton as Deputy
City Treasurer for the year 1964 in the -amount of $10,000
was presented.to.the Council after approval by the City
Attorney -as to form., and on motion made by Councilman.
O'Flaherty, seconded by Councilman,Tourtelot and unani-
mously carried, the bond was approved and accepted and
ordered filed with the Mayor.
SECURITY. -OFFICERS DESIGNATION OF DUTIES
Mayor Pro Tem Goodman stated that at the meeting
of the Council held January 13, 1964 Resolution No.:170,was
adopted designating the Guards vllich were employed by the
Rolling Hills Community Association as Security Officers,
and then moved that Mr. Raymond Tong have the title of
Lieutenant of the Security Guards, and Mr. James B. Boyd
have the title of Sergeant of the Security.Guards. The
motion was seconded by Councilman Tourtelot and unanimously
carried.
SECURED PROPERTY TAX ROLL 1964-65
A motion was made by Councilman Goodman that the
City Clerk be instructed to make application to the County
Assessor pursuant to Section 647 et seqq.of the Revenue
and Taxation Code for one certified copy of the portion of

the secured property roll pertaining to property within its
limits for the year 1964-65. The motion was seconded by
Councilman Tourtelot and unanimously carried.
CITY ATTORNEYS CONDERENCE - .1,964
The City Attorney announced that he would attend
the City Attorneys Conference to be held in Monterey, Calif-
ornia on April 1, 2 and 3, 1964 representing the City of
Rolling Hills.
Thereafter, Councilman Goodman moved that funds
in the amount of VMO be approved for expenditure by the
City Attorney for registration fees at the Conference. The
motion was seconded by Councilman Van Note and unanimously
carried. `
CALIFORNIA'.CONTRACT CITIES CONVENTION
Mayor Pro Tem Goodman announced that he would
attend the California Contract Cities -Convention to'be'held
in May, 1964 in Palm Springs, California representing the
City of Rolling Hills.
Thereafter, Councilman Tourtelot moved that funds
in the amount of $40.00 be approved for expenditure for City
representation at the California Contract Cities Convention,
the amount set aside for registration fees. The motion was
seconded by Councilman Van Note and unanimously carried.
ADJOURNMENT
There being no+further'business to come before the
meeting, it was inoved•by Councilinan, Tourt`elot, seconded by
Councilman Van Note and unanimously carried that the meeting
be adjourned at 8:25 P.M.
