RESOLUTION NO. 559
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS ESTABLISHING REGULATIONS REGARDING
AGENDAS FOR REGULAR MEETINGS
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS HEREBY RESOLVES AS
FOLLOWS:
Section 1. At least 72 hours before a regular meeting
of the City.Council the City Clerk shall post, or cause to be
posted, an agenda containing a brief, general description of each
item of business to be transacted or discussed at such meeting.
The agenda shall be posted at City Hall. 4k2 Portuguese Bend Rd.
a location that is freely accessible to members of the public.
The staff reports or other written materials to be considered in
connection with an agenda which meets the requirements of this
Section are not to be posted with the agenda, but are available
in the office of the City Clerk.
Section 2. The City Clerk shall sign, or cause to be
signed, a declaration under penalty of perjury, stating the time
and place that the agenda was posted for each such meeting. Such
declaration shall be reported to the City Council following the
roll call at the meeting and the fact of the City Clerk's report
of posting shall be noted in the minutes of the meeting.
Section 3. If a matter is brought up in.a meeting
which is not on the agenda, the determination by the Council to
receive and file the matter, or to refer the matter to staff, or
at the request of any City Council member to place the matter on
the agenda of a subsequent meeting, shall not be considered the
taking of an action within the meaning of Government Code Section
54954.2.
Section 4. The presiding officer may establish time
limits for audience participation in any meeting, limiting the
time allocated for any particular matter and for each individual
speaker as circumstances may warrant and in order to conduct the
meeting in a timely manner such that the agenda may be completed.
Section 5. Each commission, board or committee covered
by the Brown Act shall comply with the provisions of this
Resolution with respect to the regular meetings of such bodies.
The staff member designated for the preparation of the agenda for
a regular meeting of each such body shall perform the duties with

respect to such commission, board or committee agendas that are
required of the City Clerk with respect to City Council agendas.

59 was adopted at a regular meeting of the City Council of the
City of Rolling Hills held on the 23rd day of February, 1987,
by the affirmative vote of at least four-fifths of the members of
the Council, to wit:
