The foregoing were ordered received and filed. REPORTS OF PUBLIC DEPARTMENTS The City Clerk submitted the monthly crime and accident statistical summary report prepared by the Sheriff's Department, for .the -month of ,February, 1964. : There ►follo-vied _a 'Ldiscussion with regard to the Sheriff's Department.Traffic-Accidents in relation to Hazardous Citations. Councilman Goodman observed that when Traffic Citations go down, Traffic Accidents show an increase and that the Sheriff should be urged to maintain vigorous traffic enforcement. The City Clerk stated she would inform the Sheriff's Department of the wishes of the -Council. The City Clerk presented letter from County of Los Angeles Pound Department announcing the annual Rabies Vaccina- tion Clinics to be held throughout the County during the month of July. The City Clerk stated that we will be working jointly with the City of Rolling Hills Estates, as in the past, in bring- ing this service to the area. A date will beoannounced through the newsletter. MONTHLY FINANCIAL STATEMENTS A Financial Summary was submitted showing the receipts and disbursements for the months of February and March, 1964. The reports were accepted and ordered filed. -2- L_; April 13•, 1964 PAYMENT OF" CITY BILLS The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Goodman that Demands 1623 be -approved for payment -from the Traffic Safety: Fund .and Demand 1624 be approved .for payment from the In Lieu.Fund and that Demands 1625 through 1631 be approved for payment from the General Fund to wit: NO. RESOLUTION NO. 177 On motion made by Councilman Goodman and seconded by Councilman Van Note, Resolution.No. 177 entitled "A Resor lution of*the City Council of the City of Rolling Hills Urging The State Legislature To Resume Study Of Assembly Bill 2080(1963) and the Related Request For State Money So That Appropriate Further Legislation Can Be Introduced"'. and reading in full was waived and adopted by the following vote:: AYES: Councilmen Goodman, O'Flaherty,-Tourtelot., Van Note and.Mayor Amberg NOES: None - — ABSENT: None -3- 1 1 1 1 1 April 13, 1964 FIRE PREVENTION SIGNS RE: REPLACEMENT Chief Byron Robinson appeared and requested permission to replace the "Prevent Fires" signs and the "Closed Area" signs in the area approximately May 1, 1964. After discussion, Mayor Amberg directed that these Fire Prevention Signs be again placed within the City area. CANVASS OF VOTES RE GENERAL MUNICIPAL ELECTION, APRIL 14, 1964 The.City Clerk presented and read in full letter dated April 7, 1964 re the canvass of votes following the General Municipal -Election, held April 14, 1964 which contained recommended procedure to be followed at said canvass. After discussion, it was moved by Councilman Goodman that at the end of°the present.meeting in session, the Council recess to reconvene on April 21, 1964 at 7:00 P.M. to conduct the canvass of votes following the election of April 14, 1964. The motion was seconded by Councilman Tourtelot and carried by unanimous vote. GARDEN CLUB RE PROPOSED COMMUNITY PROJECTS Mr. Wm. C. Field, President of the Garden Club, appeared and advised the Council that the Garden Club has funds accumulated from the Fiesta, and thereafter presented scale maps -of area proposed to be landscaped forming a Commun- ity picnic area at the gap. Mrs. Field further stated that a survey_had_'been made the previous year and this area would be useful for groups such as the Scouts and 4-H Clubs, as well as citizens within the City. She also stated that she had dis- cussed the matter with Mr. Charles Huffman, President of Los Caballeros Del Rancho Palos Verdes, who had approved of the proposed plans. It was then moved by Councilman Tourtelot thdt•in view of the fact that the Garden Club was spending their own' funds it be approved. The:motion was seconded by Councilman Goodman and unanimously carried. There followed a discussion during which Councilman O'Flaherty stated he would like to...know„that the Caballeros were officially-supporting.this,project.:-After discussion it was moved by Councilman O'Flaherty that the Council approve the proposed project of the Garden Club, subject to getting support of Los Caballeros Del Rancho -Palos Verdes; and Coun- cilman Tourtelot-objected to the amendment to the motion. The motion was seconded by Councilman Goodman and carried by the following roll call vote: AYES:. Councilman Go6dman, O'Flaherty, Van Note and .Mayor -Amberg NOES: Councilman Tourtelot- ABSENT: ourtelot ABSENT• None There followed a discussion during which Councilman O'Flaherty moved that the motion be°amended.so-that the Garden Club would get the approval of Los Caballeros Del Rancho Palos Verdes. The motion was seconded by Councilman Goodman to amend. The motion to amend was carried by the following roll call vote: AYES: Councilmen Goodman, -O'Flaherty, Van Note Mayor Amberg NOES: Councilman Tourtelot ABSENT: None Me and April 13, 1964 COTTON & FRANCISCO AUDIT REPORT Mr. Welch, City Treasurer inquired with regard to an audit of the City Books which had been approved at the meeting of the Council March 9, 1964. The City Manager advised that the Cotton & Francisco Offices had promised to conduct an audit approximately April 15, 1964. PALOS VERDES PENINSULA CHAMBER OF COMMERCE PLANNING GROUP A discussion was cnnducted with regard to the appointment of two members to serve on the Palos Verdes Peninsula Chamber of Commerce Planning Group after which Councilman Goodman suggested the matter be placed on the agenda of the next regular meeting of theoCouncil and that Councilman°Van Note might get information concerning the matter. INTRODUCTION AND FIRST READING OF PROPOSED ORDINANCE AMENDING TRAFFIC ORDINANCE Councilman Goodman read in full the title of the proposed Ordinance entitled "An Ordinance of the City Council of the City of Rolling Hills, California, Amending. Ordinance No. 16.n.Entitled 'An Ordinance of the City of Rolling Hills, California, Regulating Traffic Within Said City and Repealing Ordinance No. 1 and all Other Ordinances in Conflict Therewith"' and moved that the reading in full of the proposed ordinance be waived. The motion was seconded by Councilman Tourtelot and unanimously carried. SOUTH BAY STATE COLLEGE The City Manager reported that she had attended the luncheon meeting re the Palos Verdes State College held on April 13, 1964 at which time the College Staff was introduced and the audience was shown a series of charts relating to the master plan for curriculum build- ings, student housing, parking, and landscaping. The school will open in September, 1964 with 500 students of the Freshman and Junior status. The Manager stated that she had asked that the City be kept informed of the acti- vities surrounding the development of the facility.
