0617150 RESOLUTION NO. 617 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS ADOPTING THE CITY OF ROLLING HILLS GENERAL PLAN AND CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT THEREFOR THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS: Section 1. A draft General Plan and related Environmental Impact Report ("EIR") were prepared by the City's General Plan Advisory Committee with the assistance of the City's consultant, Cotton/Beland/Associates, Inc. Section 2. The draft EIR and General Plan were circulated to over 62 agencies and interested parties. Section 3. The Planning Commission conducted a duly noticed public hearing on the draft EIR and general Plan on December 12, 1989 and January 6, 1990 at the conclusion of which revisions to the General Plan relating to the affordable second units, regulation of noise generators and the construction of certain roadway improvements were made and thereafter incorporated in the General Plan. Section 4. The Planning Commission has reviewed the revised General Plan and EIR and has recommend approval of both documents to the City Council pursuant to a Resolution adopted by the Planning Commission. Section 5. Pursuant to California Government Code Section 65355, the City Council conducted a duly noticed public hearing to consider the Final EIR and General Plan on January 22, January 29, April 23, May 14 and June 25, 1990. Section 6. The City Council hereby certifies that the Final EIR has been completed in compliance with the California Environmental Quality Act and that the Final EIR was presented to the City Council and the City Council reviewed and considered the information contained in the Final EIR prior to approving the City of Rolling Hills General Plan. Section 7. With respect to the potential significant environmental effects identified in the Final EIR, the City Council finds as follows: 00 Uj m Q 151 (a) The cumulative environmental effects identified the Safety Element regarding landslide hazards in the Flying Triangle area relate to the potential for additional development in that area. Although property in the Flying Triangle area will continue to be zoned residential, development in this area will be curtailed by enforcement of building code requirements that disallow development on geologically unstable land and by implementation of hazard mitigation and slope maintenance plans for developments in landslide areas. (b) The cumulative environmental effects identified in the Circulation Element relate to an increase of 590 Vehicle trips per day generated form the additional growth of 59 units allowed by the Land Use Element. The increased traffic will represent less that a one percent (1$) increase in average daily trips on the City's roadways and is therefore not considered significant. Section 8. Based upon the foregoing and pursuant to California Government Code Section 65356, the City of Rolling Hills General Plan is hereby adopted. Section 9. The adoption of the City of Rolling Hills General Plan is based upon numerous factors, including but not limited to the following: 1. The document complies with the requirements of State law. 2. The document provides a long-range plan for future development in the City which is sensitive to existing development patterns. 3. The document represents the desires of the community and is the result of extensive public participation through a citizens' survey, the General Plan Advisory Committee and public hearings. ATTEST: Deputy City Cler '152 The foregoing Resolution No. 617 entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS ADOPTING THE CITY OF ROLLING HILLS GENERAL PLAN AND CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT THEREFOR was adopted at a regular meeting of the City Council on June 254. 1990 by the following roll call vote: AYES: Councilmembers Leeuwenburgh, Murdock, Pernell, Swanson, Mayor Heinsheimer NOES: None ABSENT: None RESOLUTION NO. 617-A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, IN SUPPORT OF RETAINING THE LOS ANGELES AIR FORCE BASE/SPACE SYSTEMS DIVISION AT ITS PRESENT LOCATION IN THE CITY OF EL SEGUNDO WHEREAS, the Department of Defense is considering a proposal to the United States Congress to relocate and/or close some of its bases across the nation; and. WHEREAS, one of these bases is the Los Angeles Air Force Base/Space Systems Division, which facility is located in the Los Angeles Basin, home of the nation's aerospace industry; and WHEREAS, there is under consideration the relocation of this base to other areas of the Western states, including Colorado Springs, Colorado; Albuquerque, New Mexico; Vandenburg Air Force Base, California; and Riverside, California; and WHEREAS, loss of this base would result in a very serious and adverse impact on the economy of this region, including the loss of over 7,500 jobs; loss of an annual payroll of $310 million; loss of $362 million dollars per year in local goods and services; loss of almost $2. billion dollars in lost contracts to aerospace suppliers in the Los Angeles Basin; and WHEREAS, the loss of the aforesaid business would seriously decrease tax revenues necessary for the support of the City of E1 Segundo; and WHEREAS, it would cost the government up to $1 billion to rebuild the existing educational and research and development facilities already in place. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Rolling Hills concludes that the retention of the Los Angeles Air Force Base at its present location is in the economic and strategic interest of the nation's objectives in both space exploration and defense of our country, as well as the economic interest of the citizens and businesses of the City of E1 Segundo and the Los Angeles Basin. SECTION 2. The City Council of the City of Rolling Hills hereby urges the Department of Defense and the United States Congress to retain the Los Angeles Air Force Base/Space Systems Divisions in the City of E1 Segundo. SECTION 3. The City Clerk, or duly appointed Deputy, shall forward copies of this Resolution to President George Bush, Senator Pete Wilson, Senator Alan Cranston, Congressman Dana Rohrabacher and E1 Segundo Mayor Carl Jacobsen.
