0619RESOIA?ION W. 619 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDO THE CALIFORNIA WILDLIFE. COASTAL, AND PARK LAND CONSERVATION ACT OF 1988, FOR IMPROVEMENTS TO ERNIE HOWLETT PARK FACILITIES. WHEREAS, the people of the State of California have enacted the California Wildlife, Coastal, and Park Land Conservation Act of 1988, which provides funds to the State of California and its political subdivisions for acquiring and/or developing facilities for public recreational and open space purposes; and WHEREAS. the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the State, �.. setting up necessary procedures governing application by local agencies under the program; and Uv WHEREAS. said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application before submission of said application to the State; and WHEREAS, a Joint Exercise of Power Agreement between the City of Rolling Hills Estates and the City of Rolling Hills approved and adopted on August 27, 1990, this City did declare its intent to authorize its Per Capita Grant Funds under the California Wildlife Coastal and Park Conservation Bond Act of 1988, to be utilized by the City of Rolling Hills Estates; and WHEREAS. the City of Rolling Hills Estates has agreed to utilize the funds from the City of Rolling Hills for improvements to Ernie Howlett Park facilities which will be utilized by the City of Rolling Hills citizens; and WHEREAS, the applicant will enter into an agreement with the State of California for acquisition or devslopment of the project. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF ROLLING HILLS HEREBY: 1. Approves the filing of an application for the Per Capita Grant Program under the California Wildlife, Coastal. and Park Land Conservation Act of 1988 State grant assistance for the above project; ind 2. Certifies that said applicant understands the assurances and certification in the application form; and 3. Has been assured that the City of Rolling Hills Estates has sufficient funds to operate and maintain the project; and 4. Appoints Rolling Hills City Manager as agent of the City to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project.
