MINUTES OF THE
.REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY"OF ROLLING HILLS, CALIFORNIA
April 27, 1964
The regular meeting of the City Council of the City
of Rolling Hills was called to order by -Mayor Van Note at 7:30 P.M.
on -Monday, April 27, 1964 in the City Hall.

On motion of Councilman Goodman, seconded by Councilman
Tourtelot and unanimously carried, the minutes of the meetings
held April 3, 6, 9, 1964 were approved as written. On motion of
Councilman Goodman, seconded by Councilman Tourtelot and unanimously
carried,'the minutes of the meeting held April 13, 1964 were approved
as corrected.
CORRESPONDENCE
The City Clerk presented the following:
a) Bulletin -not dated from the Palos Verdes Newspapers,
Inc. re their forthcoming Anniversary.Edition, winner
of the California Newspaper Publishers' Association
Merit Award for 1963 and inviting the City of Rolling
Hills to participate in May, 1964 issue. After dis-.
cussion, the Mayor directed the -matter be held for
further study. . .
b) Letter dated April 15, 1964 from the City of Gardena-
expressing.sympathy re the passing of Mayor'Roland
L. Amberg. The letter was ordered received and filed.
c) Letter dated March 27, 1964 from the Friends of The
Santa Monica.Mountains State Park with enclosures (2)
-re Southern.California Conference to be held May 2,
1964 in Beverly Hills, California and a sample of
suggested Resolution entitled "Resolution -of the
".City Name" With Regard To Proposed -Santa Monica
Mountains State Park." After discussion the letter
was ordered received and filed.

d) Letter dated April 20, 1964 from the Palos Verdes
Water Company with enclosure maps and announcing
Notice of Proposed Improvement to replace the
existing -2" water main with a.6" main on Blackwater
Canyon Road from Williamsburg'Lane-S'ly 600' to
.Ray Roberts property.-- The'Manager stated she -had
contacted -the. -Water Company and asked to be inform-.
ed.when construction starts. The Mayor directed
that as a matter of standard procedure the'Manager
always inform the local Fire Station a day or -so
previous to such water repair,.also-on road repairs.
The -Manager statedthat she would.c.omply. The -letter
was then ordered received and filed.
e) Letter dated April 13, 1964 from the City of Rolling
.Hills Estates re an -inquiry -of Mayor Gilmore re the
possibility of using "your -City's -State Gas Tax
Funds for -the improvement of Palos Verdes Drive PNor,th
at the intersection of Rolling Hills Road." There
followed a discussion during which all Councilmen
took part. The Manager was directed to confer witll..
the City.Attorney, after which Mr. Kinley would:ad-
vise the City of Rolling Hills Estates in writing
that the City would be unable to comply: -:with .:the
request for reasons to be enumerated in the letter.
f) Notice from League of California Cities dated April 10,
1964 re Mayor and Councilmen's Institute to be•:held in
Santa.Monica on.May 17-19, 1964 and urging city repre-
sentation with enclosed questionnaire to be completed
and returned as to how many Councilmen will be in.
attendance. The Mayor then stated -that all -Council-
men who wish to attend should do so -and the -Manager
would make any reservations desired.
g) Letter dated April 22, 1964 from Carl G. Allen,
23 Portuguese Bend Road, Rolling Hills, California,
to Mr. B. D. Young, Secretary of the Rolling Hills
Community Association re Modification of Declara-.-
tion No. 150. The -Manager advised the Council that.
the letter had been presented.to the Board of Direc-
tors of the Rolling Hills Community Association at
their meeting held April 22, 1964. The Mayor dir
ected that the letter be received and filed.

REPORTS OF PUBLIC DEPARTMENTS
Lt. James Wattenbarger appeared representing the
Sheriff's Department and introduced Capt. Edwin K. Snover
who.reported to.the Council that everything appears to be
running smoothly in the City of Rolling Hills....
o There followed a discussion during which Coun-
cilman Goodman reiterated his feeling as expressed at the
previous meeting of the Council, withregard to the main-
tenance of vigorous traffic enforcement in the City.
After discussion, the Mayor thanked Capt. Snover
and Lt. Wattenbarger for their attendance at the meeting.
Capt. Snover and Lt. Wattenbarger left the meeting at 8:10 P.M.
RESOLUTION NO. 179
On motion made by Councilman Goodman and seconded
by Councilman Fay, Resolution No. 179 entitled "A Resolution
of the City Council of the City of Rolling Hills, California,
Authorizing C. O:. Van Note, Jr., as Mayor, and Owen F. Goodman,
as Mayor Pro Tempore, and Marion Welch, as City Treasurer,
and Teena Clifton, as Deputy City Treasurer, To"Sign On The
Bank Accounts of Said.City" and'reading'in full was waived
and adopted by the following vote:
AYES: Councilmen Fay, Goodman, Tourtelot and
Mayor Van Note

ABSENT: None
Resolution No. 179 is set forth in full in the
Book'of Resolutions.
ELECTION OF FINANCE OFFICER
It was moved by Councilman Goodman, seconded by
Councilman Tourtelot and unanimously carried that Councilman
Fay be designated'Finande Officer to attest by signing his
approval for payments on the demands.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills to
be allowed for payment. It was moved by.Councilman Goodman
that Demands 1632 through 1642 -be approved for payment from
the General Fund and that Demand 1643 be approved for pay-
ment from the In Lieu Fund to wit:

PALOS VERDES PENINSULA PLANNING GROUP
Mayor Van Note advised that the matter of the
appointment of two members to serve on the'Palos Verdes
Peninsula Planning Group had been held over at the last
meeting of the Council to allow time for Councilmen to
give some thought to the matter. Mayor Van Note then
stated it would be well for one of the members of the
City Planning Commission to become a member of this group
and that he would like to have other suggestions. The
Mayor then directed that the matter be placed on the agenda
of the next meeting.
SECOND READING OF PROPOSED ORDINANCE
AMENDING TRAFFIC ORDINANCE
Councilman Tourtelot suggested that the second
reading of the Proposed Ordinance Amending Traffic Ord-
inance be deferred until he can work together with newly
appointed Trails Committee Chairman, Mr. J. R. Klein,
with the approval of the President of the Community
Association, Mr. F. W. Hesse. The Mayor then directed
that the matter be placed on the agenda of the next
meeting.
COMMITTEE FOR INCORPORATION OF PALOS VERDES PENINSULA
MUNICIPAL WATER DISTRICT
Councilman Goodman reported that members of the
Committee for the Incorporation of the Palos Verdes Penin-
sula Municipal Water District have been appointed and will
hold their first meeting April 30, 1964. He further reported
that the members serving their respective cities are as follows:

ARMED FORCES GOLF TOURNAMENT
,v The Manager again presented the letter dated March 27;
1964 from Office of the Commander, U. S. Naval Base Los Angeles, -
O 0. D. Waters Jr.., Rear Admiral, USN, inviting the City to partici-
pate in the Second Annual Civic -Armed Forces Golf Tournament to
be held at Fox bills Country Club on May 11, 1964. After dis-
cussion. it was moved 'by Councilman Goodman and seconded by Coun-
cilman Tourtelot and unanimously carried that Councilman Vernon
Fay and City Attorney William Kinley represent the City of Rolling
Hills with the City donating $15.00 toward a trophy as requested.
PERSONAT, APPEARANCES
Mr. T. J. Dykzeul, 17 Caballeros Road, Rolling Hills
appeared before the Council. and asked what might be done by the
City with regard to school bus transportation due to the failure
of the School Bond Issue to pass, and in view of the great majority
of school children in. this area who are out of reach of the school.
A discussion followed during which all Councilmen took part.
Mayor Van Note advised that such plea should be directed to the
School Board since there was no action the City -could take in
the matter. The Mayor, then thanked Mr. Dykzeul for his attendance
at the meeting and his interest in the bus problem.
RE: APPOINTMENT OF DIRECTOR TO COUNTY SANITATION DISTRICT
The Manager advised that -Mayor C. 0. Van Note, Jr.
will automatically become Director of the Sanitation District
in his capacity as Mayor, and that an alternate Director should
be appointed. It was then moved by Councilman Tourtelot that
Councilman Owen, F. Goodman be appointed as alternate member to
serve. The motion was seconded by Councilman Fay and unanimously
carried.
RE. PLANNING COMMISSIONER
Councilman Tourtelot stated that in the publication
of the Rolling Hills Newsletter of April, 1964 i t::�a,�eported
that newly elected Councilman Vernon Fay "would be' resigning
from the City Planning Commission to take up his duties on the
City Council," and that he hoped Councilman Fay would continue
to serve on the Planning Commission.. Councilman Fay stated
that he would be happy to continue to serve as a Planning
Commission. member.

GERALD L. REVELL HOME RE DEMOLITION
16 EASTFIELD DRIVE, ROLLING HILLS
Mayor Van Note inquired .as to who.has the respon-
sibility as to the demolition or removal of the Gerald L.
Revell home located at'-16,Eastfield Drive, which was almost
completely destroyed by -fire -on January.25, 1964.
There followed a discussion during which the City --
Attorney stated a similar problem had arisen in 1952 involv-
ing a house in Rolling Hills and there was discussion with
regard'to the enactment of a Demolition Ordinance. Council-
man Goodman noted that if Mr. Revell desired the City to -
handle the matter.of the removal that the cost could be re-
flected in his tax bill. Councilman Goodman then asked if
this might come under the jurisdiction of the Rolling Hi11s
Community Association's authority.
The Manager advised. the Council that the swimming
pool at the Revell home had been drained as per the direction
of the Council at their meeting March 23, 1964,
After discussion, the Mayor directed that the City
Attorney telephone Mr. Revell, and look into the matter more
fully and report at the next meeting.
CITY'RECORDS RE MICROFILMING
The Manager asked the.Council to consider the
microfilming of the City Records, and that this preserva-
tion of records could be achieved for a.relatively nominal
fee, and stored in a climate controlled -County Depository
maintained for such records. It was then moved by Council-
man Goodman that the City Minute Book, Resolution Book and
Ordinance Book be microfilmed. The motion died -for lack of
a second. Councilman Tourtelot then stated there is quite
a controversial discussion at the present time as to the
preservation of microfilm and thereafter requested that the
Manager obtain all information with regard to fees, and all
pertinent data concerning the matter. The Mayor so directed.
CONDEMNATION OF ADMINISTRATION BUILDING
Mayor Van Note asked if a breakdown of the expen-
ses -for fees, etc. for the condemnation proceedings might be
tabulated by the City Attorney as soon as possible.
Councilman Goodman stated that if the motion for
a new trial is not granted be would be completely opposed
to abandoning the proceedings without first spreading the'
proposition to the people in a bond election. He stated

the requirement that the judgment be paid within 30 days
after its becoming. final can be stayed for a period of
eleven months by filing an affidavit that a bond election
is necessary to raise funds to pay the judgment.
MEETING'RECESSED
There being no further'business to come before
the meeting, the Mayor recessed.the meeting at 8:45 P.M.
to reconvene on May 4, 1964 at 7:30 P.M.
