0638RESOLUTION NO. 638 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS REQUESTING AND ENCOURAGING WATER CONSERVATION PRACTICES BY ALL RESIDENTS OF THE CITY AND ESTABLISHING A WATER CONSERVATION EDUCATION PLAN WHEREAS, Southern California is in its fifth consecutive year of drought; and WHEREAS, the Metropolitan Water District, through the West Basin Municipal Water District and the California Water Service Company have implemented mandatory water reduction of thirty percent (30%); and WHEREAS, the City Council desires to encourage water conservation practices; and WHEREAS, the City Council desires to serve as a conduit to disseminate water conservation information to residents; and WHEREAS, proper education pertaining to sound techniques of water conservation represents an efficient way to effect the use of less water. NOW, THEREFORE, the City Council of the City of Rolling Hills, California, does hereby resolve as follows: SECTION 1. The following activities within the City of Rolling Hills are hereby encouraged during this time of drought: 1. Watering of lawns and landscaped areas should occur between the hours of 4:00 p.m. and 10:00 a.m. Persons are encouraged to inspect their irrigation and plumbing systems in order to prevent leaks, water run-off, seepage, low head drainage, overspray or other similar conditions. 2. Any manual watering of lawns or landscaped areas, or washing of vehicles should be conducted with a hand held hose equipped with a positive shut-off nozzle. 3. Residents are discouraged from allowing water to run-off of any landscaped areas onto streets, other paved areas, or adjacent properties. 4. Residents are encouraged to sweep paved areas, including driveways, parking areas, tennis courts or patios, and are discouraged from cleaning these areas with the use of water. 5. Residents are encouraged to maintain pool equipment in sound order to prevent leaks. Topping off of pool water is discouraged except between the hours of 6:00 p.m. and 6:00 a.m. The use of recycled water systems is encouraged in decorative fountains or artificial lakes. 6. Residents are encouraged to install low volume toilets and single handle control mechanisms for sinks and showers. SECTION 2. WATER CONSERVATION EDUCATION PLAN. Listed below are activities which will be undertaken by the City of Rolling Hills in an effort to provide water conservation education information to residents: Resolution No. 638 -1- 1. The City Manager or designee, is hereby directed to obtain an adequate number of pamphlets from the Metropolitan Water District, West Basin Municipal Water District, California Water Service Company, or other appropriate public or private agency for distribution to the public. Said documents shall contain water conservation information material which will assist residents of the City to comply with the suggested water conservation mitigation strategies suggested in this Resolution. 2. The City Manager, or designee, is hereby directed to solicit assistance from service clubs in or around the City to assist in the disbursement of this information to residents. 3. Periodic water conservation tips are hereby directed to appear from time to time in the City Newsletter. 4. Materials that provide important information on water conservation measures are to be on display in the City Administration Facility lobby. The City Manager, or designee, will ensure that an adequate supply of materials is always on hand for residents desirous of obtaining information. SECTION 3. The foregoing Resolution No. 638 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS REQUESTING AND ENCOURAGING WATER CONSERVATION PRACTICES BY ALL RESIDENTS OF THE CITY AND ESTABLISHING A WATER CONSERVATION EDUCATION PLAN was approved and adopted at a regular meeting of the City Council at a meeting on April 22, 1991 by the following roll call vote: AYES: Councilmembers Leeuwenburgh, Murdock, Heinsheimer; Mayor Pro Tem Swanson, Mayor Pernell.
