A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS, CALIFORNIA, APPROVING THE FINAL DRAFT OF THE CITY'S
SOURCE REDUCTION AND RECYCLING ELEMENT (SRRE) IN
RESPONSE TO THE INTEGRATED WASTE MANAGEMENT ACT OF 1989
(AB 939).
WHEREAS, the City Council of the city of Rolling Hills in response to the California
Integrated Waste Management Act, found in Assembly Bill 939 and Senate Bill 1322, and
amended by AB 1820 and AB 2702, directed staff to employ the services of Resource
Integration Systems, Ltd. (RIS) for the preparation of a Source Reduction and Recycling
Element (SRRE) and Household Hazardous Waste Element (HHWE); and
WHEREAS, the Rolling Hills Source Reduction and Recycling Element describes
existing diversion practices and volumes beyond the required diversion of 25 percent of the
City's solid waste from landfills by January 1, 1995, and calls for 50 percent diversion by
January 1, 2000 through source reduction, recycling and composting; and
WHEREAS, public hearings were held to consider the SRRE preliminary draft on
October 28, 1992 and the SRRE final documents on January 13, 1992; and
WHEREAS, the City Council has determined that the proposed Source Reduction
and Recycling Element will not have a significant adverse impact on the environment and
that a Negative Declaration for this application is hereby adopted consistent with the
provisions of the California Environmental Quality Act (CEQA).
NOW, THEREFORE, the City Council of the City of Rolling Hills, California, does
hereby resolve as follows:
SECTION 1. That the City Council adopts the Rolling Hills Source Reduction and
Recycling Element, and a Negative Declaration pertaining thereto.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution and shall
forward a certified copies to Los Angeles County Local Task Force.
SECTION 3. The Mayor is hereby directed to affix his signature to this Resolution,
and the City Clerk, or duly authorized Deputy is directed to attest thereto.
