A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS,
CALIFORNIA, APPROVING THE FINAL DRAFT OF THE CITY'S HOUSEHOLD
HAZARDOUS WASTE ELEMENT (HHWE) IN RESPONSE TO THE INTEGRATED
WASTE MANAGEMENT ACT OF 1989 (AB 939).
WHEREAS, the City Council of the City of Rolling Hills in response to the
requirements of the California Waste Management Act of 1989 and subsequent
amendments (last date of December 5, 1990), and the City's recognition of the
need to reduce, recycle and compost solid waste, as well as, provide options for
the proper management of household hazardous waste, directed staff to employ
the services of Resource Integration Systems, Ltd. (RIS) for the preparation of
a Source Reduction and Recycling Element (SRRE) and Household Hazardous Waste
Element (HHWE); and
WHEREAS, the Rolling Hills Source Reduction and Recycling Element was
approved and adopted on January 27, 1992; and
WHEREAS, the Rolling Hills Household Hazardous Waste Element describes
existing diversion practices and volumes with less than 12 tons of HHW generated
by City residents as part of the total 5,108 ton waste stream (less than 1%); and
WHEREAS, the goal of the City of Rolling Hills is to remove all (100%)
hazardous waste from the solid waste stream through public and private periodic
collection programs, public awareness campaigns to characterize household
hazardous waste materials and the proper disposal methods to avoid risk to
human health and the environment; and
WHEREAS, public hearings were held to consider the HHW preliminary draft
on October 28, 1991 and February 24, 1992, and the HHW final documents on
March 9, 1992; and
WHEREAS, the City Council has determined that the proposed Household
Hazardous Waste Element will not have a significant adverse impact on the
environment and that a Negative Declaration for_ this application is hereby
adopted consistent with the provisions of the California Environmental Quality Act
(CEQA).
NOW THEREFORE, the City Council of the City of Rolling Hills, California,
does hereby resolve as follows:
SECTION 1. That the City Council adopts the Rolling Hills Household
Hazardous Waste Element, and a Negative Declaration pertaining thereto.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution
and shall forward a certified copy to the Los Angeles County Local Task Force.
SECTION 3. The Mayor is hereby directed to affix his signature to this
Resolution, and the City Clerk, or duly authorized Deputy is directed to attest
thereto.
